He became angry when his friends teased him that his gun was not loaded. He then asked the Karaoke bar workers to line up in front of him, and started shooting on the floor tiles. Five women working at the Neang Puon Karaoke bar in Chong Kaosou village, Slor Kram commune, Siem Reap district, Siem Reap province, were injured from handgun shooting by a group of 4 patrons in a karaoke room during the evening of Saturday, at around midnight.
One of the victims of the shooting, among 3 others who are currently hospitalized at a private clinic, told a human rights NGO investigator in the morning of Sunday 17 February that she was not aware (about the shooting), her group was greeting the patrons who came into a VIP room located on the second floor, when shots rang out, and 4 of the women were injured.
Nevertheless, the woman said that she does not know the identity of the shooter(s), nor how many there was: “We were standing in line, someone shot me on my body. The sound was echoing all over, I thought it was a firecracker.”
Prak Chanthoeun, the military police commander, said that the shooting may be due to the gun going off by itself. Immediately after the incident, military police arrested 4 men and confiscated 1 handgun which the police claimed was an illegal gun, based on an order issued by the prosecutor. Nevertheless, Prak Chanthoeun avoided revealing the position of the men involved in the shooting.
Prak Chanthoeun said: “We arrested those involved in the incident, and (we confiscated) one illegal hand gun based on the prosecutor (order) immediately (after the incident), and now we continue the work.”
The military police headquarters had also confiscated a right-handed Isuzu car painted in army color, belonging to the 4 suspects, and according to an unofficial revelation by the military police, the 4 suspects included: a forestry department chief, soldiers, and the bodyguard of a VIP.
The owner of the Neang Puon Karaoke shop who refused to tell his name, rejected questions from human rights NGO on Sunday morning, and he considered this case to be a minor one: “This is a minor issue. You understand what you are doing (all this questioning) for, if you want money, I will give you money. I don’t have anything to explain, the military police made all the arrangements already.”
Investigators for the Licadho and Adhoc NGOs in Siem Reap scolded the Karaoke management for trying to hide this criminal case, and turn it into a minor civil case instead by paying off the workers and those who were injured, in order to shut them up and prevent them from talking. “The owner of the Neang Puon attempted to hide the injuries. These injuries would make the case a criminal one, and they turn it into an ordinary civil case instead by paying it off and ending it. They do not allow us to meet with the workers, they shut the mouth of all the workers, preventing them from contacting us.”
Military police officers indicated that Siem Reap province is a tourist zone, no shooting incident ever happened in any shops, this is the first time that such shooting incident takes place and it injured 5 people.

It's February 2008, but nowadays Cambodia is still a society of lawlessness. Many of the leaders there are stupid people with guns and powers but nothing much in the brain. The can carry the weapon around and to anywhere they want and use it any way they please and no one, no law, can say a thing about them. They are hectic in building the country much like a beaver is hectic building a dam but they are doing it blindly because they fail to understand what lawlessness can do to their pathetic society. You have been under a curse. Your society is not moving anywhere but stay dirt low.
These killing fields survivors need to go through another killing fields to have their minds cleansed.
agree with you 1124H. Pol Pot has killed all the educated. Few intelligent people remainned in Cambodia. And these people are not the ones who are in power. Even these educated people have strong psychological traumatism. The ones who succeed and become leaders are the less stupid of the whole stupids.... People like Kith Meng have just intelligence not beyond average and still they can convince stupidiest than him to come into business and cheating business while other sutpids hang around with guns. Cambodia is a studpid country with stupid peoples who vote for the same stupids. Any little intelligent peoples would be very stupid for not profiting from these stupid locals....In the a stupid country populated with morons, a normal trisomic guy in other country is a king and has royal life with easy money and...easy girls!!!! There are good and high educated folks in Cambodia. But since the 80's and up until now you know who is running the country. So, you cannot say that if you're better educated then go and run the country. It's not happening. And you & I don't know what generation of Cambodians that will actually have good and praiseworthy leaders to navigate Cambodia to a brighter future and far from danger lurking from the east and the north. Gentlemen, you all should ask your King to assist the matters under his kingdom, if cambodia claims to be Royal Kingdom of Cambodia. Constitution stepulates his role for safer Cambodia.

07:36: I am from Cambodia. Just drive on the road streets and just look how the people they behave stupid in driving. Majority of population don't have enough money to eat proper food with proper protein to fuel the brain. The government divert around 500 million USD every year. There are a lot of rape case by adults to children in the country sides. In parties, everydbody drink like crazy. The peasants vote vote the guys who bring to them one bag of rice and one box of thai noddles before the election...etc.... BUT You are right... not everybody is stupid in the country, but in a country dominated by idiots, starting from the Top, let's stop complaining. Anyway it is good to live in a country full of idiots: for an average intelligent man, it is paradise....so for July 08, let's vote CPP!!! yahooooo!
