The area around the ancient Preah Vihear temple on the Thai-Cambodian border, which has been proposed as a World Heritage site, should be managed jointly by the two countries to avoid stirring up conflicts between them, a seminar was told yesterday.
Associate Professor Surachart Bamrungsuk, a military strategy expert at Chulalongkorn University's political science faculty, said at the seminar that the site proposed by Cambodia also covers a disputed common border area.
Therefore, until the dispute could be settled, the area should be jointly managed by the two neighbours so they could feel at ease with one another in dealing with the issue.
It is virtually impossible now to delay Cambodia's world heritage site application, and therefore working together would be the best way out, he said.
Under the joint management concept, both Thailand and Cambodia would benefit, said Assoc Prof Surachart.
The area could be developed into the region's new tourism magnet, he added.
It is unlikely that world heritage status for Preah Vihear would rule out Thailand's claim of sovereignty over the disputed area since it has nothing to do with border demarcation, he said.
''Demarcation problems in this region are a legacy of colonisation in the past, and obviously they are not easy to fix. However, we may find a way out of this if we just look beyond the border and look for an opportunity during a crisis,'' the academic said.
In 2001 Cambodia officially asked the United Nations Educational, Scientific and Cultural Organisation to put Phreah Vihear on the World Heritage List, and has since developed its proposal without Thailand's participation. Thailand last year protested against Cambodia's proposal at a World Heritage Committee meeting in New Zealand.
This resulted in a recommendation that the two neighbours work together on how to manage the site. Thailand is still waiting for Cambodia's response.

Oh well! I think that's a good idea for the Cambodian people to share this temple with our Thai people; after all, it was and is always belongs to Thailand (but we're willing to share with Cambodia). I also think that Cambodia should take the offer to avoid future military action, or perhaps imposition of economic sanctions.

Why is Thailand trying to meddling with Cambodia and the UNESCO about Preah Vihear? The UNESCO will decide on its own term and Cambodia will do what it thinks is best for its own interest.
Cambodian government should not make any stance to Thailand before the UNESCO decides to whether Preah Vihear deserves to be registered as the World Heritage.

On June 15, 1962, the court ruled 9 to 3 that the temple belonged to Cambodia and, by a vote of 7 to 5, that Thailand must return any antiquities such as sculpture that it had removed from the temple. In its decision, the court noted that over the five decades after the map was devised, the Siamese/Thai authorities did not object in various international forums to the map’s depiction of the temple’s location. Nor did they object when a French colonial official received the Siamese scholar and government figure Prince Damrong at the temple in 1930. Thailand had accepted and benefited from other parts of the border treaty, the court ruled. With these and other acts, it said, Thailand had accepted the map and therefore Cambodia was the owner of the temple. The court declined to take up the question of whether the border as shown in the 1907 map corresponded to the watershed line.
Thai should show us by setting an example by first sharing the ruined Ayutthay with Khmer since it has been declared as UNESCO world heritage site. Once they shared it with Khmer, then we Khmer might cosider sharing prasat preah vihear. I double dear their govenment and their king to show us this example so we can learn the true meaning of sharing. Peace.

i read this article already somewhere else. anyway, i try to analyze its contents; and it sounds like the thai just want a joint management of the surrounding, common border areas (meaning khmer on khmer side of the border, thai and their side of the border because it is the border area only) and not the preah vihear temple itself, if i'm correct. so, i don't think it is such a big problem if it just the joint venture to develop the common border area. having said that, khmer, please watch carefully to see if the thai change this speech to something else like a joint venture on cambodia's preah vihear temple itself, then this is the problem. so, as long as they recognize that cambodia's preah vihear temple, again, let me emphasize the temple itself, is non-negotiable, but the development of the common border should be no problem, to my understanding. so just watch the way the thai communicate to us which i think could be very misleading. make sure they (thais) leave the cambodian temple out of it as there is no joint management of the temple itself, but only the surrounding areas on both sides of the border, respectively. i thought i'd like to point this out to everybody who reads this.
Direct mailitary threat is unambiguously a provocation to the peace and security in the region. A bilateral comprehensive solution through diplomatic channel is imperative and appropriate for both countries' interests and security.
Direct continuous military threats over the precious Preah Vihear is considered exteme and violent.
Thailand needs to suspend and eradicate its military threat once for all or you will be considered as terrorists in destablizing Cambodia's security and the relationships between countries.

Thai's original homeland was located in Southern China's Yunnan province...they were pushed south by the Mongols in the thirteenth century.
Thais assimilated with Khmer and created Siam. This explains why 40% percent of Khmer words can be found in the Thai language. The only two countries that use the same numeral symbols are Cambodia and Thailand. Thai alphabets use lower case Khmer letters. The vowels are nearly identical. The religion, custom, food, etc. are so similar. I think we are one family.
