Hun Sen apologizes for violent land dispute in Sihanoukville ... it is election season alright!

Prime minister Hun Sen made a surprise visit to Sihanoukville on Monday 24 march. He arrived by helicopter in the afternoon, after a violent land conflict took place earlier.

On 20 March, in Commune No. 3 of Sihanoukville, a man, who was participating in a protest movement, was shot three times by a cop. The villagers were demonstrating against the construction of a fence by the Thai Bun Rong Company which is also the owner of the Intercontinental Hotel in Phnom Penh. According to the villagers, the fence trespasses on their lands. Tension rose and led to the shooting. Four other demonstrators were arrested and the injured man was transported to Calmette Hospital in Phnom Penh.

Hun Sen visited the area personally to “clearly find out about the events.” In front of the villagers gathered on the disputed land, Hun Sen “apologized to the villagers for providing bad advise to his personnel.” He directly blamed the local authorities “which prevented the villagers from protesting while authorizing the company to built its fence.” He ordered the release of the 4 demonstrators and compensated them with $300 each. The man who was shot will receive $750 in compensation.

Another gesture by Hun Sen: out of the 92-hectare of lands rented by the state by the company, Hun Sen decided to provide 16-hectare to the villagers: 14-hectare for building the village and the remaining 2-hectare for building infrastructures needed by the villagers.

After being called "implacable" leader voluminous times since the PM elevated to the leader of Cambodia, my belief is that it's plausible to applaud the PM for his generous effort in stepping in to the plate to placate the situation, and therefore my hat is tipping to his , again, generous effort.

Wow, what a good gesture from HUN SEN? Or just another trick to win the hearts and minds from the villagers. Exactly, this is election. HUN SEN, it is time you need to care your people. They need not treat this way. They have been victim of war for soooo many decades. They need to live in peace and harmony. They need you to protect them not to chase, shoot or evict them.

STOP in the speculation on the price of the rice.

The rice is mainly produced in Asia and not in Europe or in the United States.
Dollars is a currency which dépreciates itself in the world.
The main part of the producing countries of rice in Asia are not at war and there are no natural disasters in Asia which make the harvests of rices fall in these countries.
The only possible explanation of the increase of the price of rice is the speculation.
The stock-market speculators try to get back on the rice that they lost in stock exchange iin thailande and in Vietnam.

To stop the speculation, the government can forbid the storage not authorized by rice, control the exports and the imports of rice.
The government can oblige importers, wholesalers and salesmen retailers of rice to justify their cost price, their selling price and their margin on the business of rice.

And the severe penalties will be taken by the government in case of abuse of the speculators.

Indeed, the margin = selling price - cost price.
The margin which has to take into account the inflation has to allow the salesmen, the importers to live, but has to remain the same from one year to the next without important change in terms of percentage.

Any increase of the percentage of the margin without serious jusfification (increase of the cost price, the import) means speculation!

When there is really rise in prices of the rice in the import because the national market does not produce enough rices, the government has to substitute itself for privates importers to import and sell himself even through its national companies the rice to an affordable price to population with the modest wages.

The increase of the cost of living can have a negative effect on the election result in 2008 for the pover in place.

The government must absolutely prevent the private companies to take the check of the strategic market of the rice (importers, exporting, the wholesalers) regarding fixing price of the rice.

$7500 for the wounded man, $3000 for jailed people. Justice in Cambodia is not that cheap. Ask him how Hun Sen feels if he got shot like that and receive only $750?

This is not a criminal case where the soldier shoot the protester and take all his moneys.

On the contrary, here the soldier was just doing his job guarding the property. He didn't know that the fence was trespassing on to the villager property. It is all an accident. Thus, this is a civil case where the victim is compensated with cash. Get it?

In a way, yes, when you considered you get nothing in the west for false arrest. However, the guy who got shot might be a little undercompensated, but we are good people, we'll take care of it if need be. In any case, this is more like an out-of-court settlement, which I highly encourage people to do always, and try to avoid court at all cost because if you lose in court, you get nothing. Plus, you may have to absorb some of the others fees also.
