I agree with you 100%. Hun Sen declared like this because he wanted the world to see that he is a nice guy and that his speech is a pre-emptive action designed to fool the international community that the electon will be free and fair. The fact remain that the election will be fraudulently conducted- cheated by Hun Sen and his CPP party.
