Son Chhay: Govt's push for more investment won't work until the it solves issues of corruption and transparency

Cambodia Seeks Japanese Investors

Foreign Minister Hor Namhong met with a Japanese business delegation Tuesday in an effort to encourage more investment from the Asian neighbor, an official said.

Hor Namhong met with Seiroku Takizawa, a representative of Sapporo city's Industry and Chamber of Commerce Council, and others, said Sin Bunthoeun, chief of the ministry's information department.

Hor Namhong remained hopeful that more Japanese investors would come to Cambodia, Sin Bunthoeun said.

"They will try to urge for more Japanese investors to come here," he said.

Hang Chuonnarong, secretary-general of the Ministry of Finance, estimated the Japanese investment in Cambodia at around $500 million.

"The government policy now is to attract more Japanese investors by creating a special zone near Phnom Penh, managed by a Japanese company, so we hope that we will attract more Japanese investors," he said.

Most Japanese companies in Cambodia are here for road, bridge and other infrastructure construction, he said.

Sam Rainsy Party lawmaker Son Chhay warned that the government's push for more investment won't work until the it solves issues of corruption and transparency.

I totally agreed with Mr. Son Chhay. If anti-corruption law is not in place, it is like Cambodian proverb say: "Srey kanh Jer Tlos", it means you fill through the top only to have spill out from the bottom. So it does not matter how much you fill or refill it will get full.

What is wrong with lawmakers?

Please don't tell people of Cambodia that CPP and its junior partner lawmakers alone are current holding seats or are sitting in NA and Senate alone.

It is about time that SRP lawmakers to roll their sleeves and get to work by encouraging the government to pass any necessary bill[s] for the sake of the national economy and its people.

Please by working together will help the country.

Son Chhay is an idiot. You can't solve corruption issues overnight, and we aren't going to do that first before allowing investors to come in. That will cost more corruption because no one can wait that long for job until the country become virtually corruption free.

We will do both concurrently as an on going commitment. As we steadily grow, we will have more resources to slowly route out corruption until it become norm, then we will maintain the investment.

I think his political agenda is to discredit the government for their promoting the investment. I think we are very unfortunate, having corrupt government and stupid opposition! Oh well! The opposition hands are tied and they will have to wait their turn in to be in power! So any Vietcong slave fool have any question to why anti-corruption still haven't passed and they can ask AH SOK AN for themselves! Why can AH SOK AN sign the fucken anti-corruption and send it out? How long does it take to sign the fucken law? It takes 10years to 14 years?

To the Vietcong slave fools who never follow the Cambodian politic and I want to tell them that the issue of anti-corruption started as far as 1994! Now it is 2008! It had been 14 years and the fucken anti-corruption law is still in the draft stage! What is going on here?

The paragraph here is meant that CPP and its junior partner are not the only lawmakers who are currently holding seats and are currently sitting in NA and Senate alone but SRP as lawmakers as well in their capacity as opposition.

It is really a wast of time to make any sense out of your square box thought and mentality. But note below is a piece of good suggestion you may want to read and learn.

Every body know, during any question time in the National Assembly, that only a few active members of opposition were asking question or debating and the rest just sat there like the sitting duck - are inactive, ineffective, unmotivated and indifferent.

You might have to remind SR himself and his lawmakers that they shall be more active and do their best and within the power to make sure that every piece of bills are properly debating, amending and if necessary adding more clauses, instead of walking out or boycotting as seen countless time in the past.

Also remind them [SRP lawmakers] that they get paid to sit in the NA and those paid salaries are from National coffer [tax revenue and donor funds], so it is time for them to roll their sleeves and start effectively working for once, in particular, after the 2008 election [if they still can retain the same numbers of seats]

The worse part is of all, a minority supporters of SRP, likewise yourself are loving to jump the gun rather than to wait for facts or try to find facts before come to a conclusion, in which will not have any impact at all on the issue that SRP is trying to get the RGC to address.

SR he himself, many countless time in the past has asked donors not to inject any money into Cambodia citing corruption, mismanagement of funds Etc... Did international community [all donors] listen to SR plea?

The answer is "NO", the donors are smarter than SR as they can see that this is a political score rather serving the benefits of poor Cambodian people in provinces, rural and remote areas.

please stop being naive and stop jump the gun at all times, think outside the square box if SRP supporters and members wish to win the up-coming election by being proactive, effective and more motivative than ever.

Well said, Mate (12:44), but I like to add one thing about the NA. That is we do have house rule.

That mean people must do some home work to prepare for the debate because there are time limit. We cannot afford to debate on any issue for eternity.

Thus, we debate so much, then we vote, then we move on to the next case. Otherwise, the country will be stuck in one place if you know what I mean.

Don't worry about being perfect because that is why we have Amendment.

And for AH HENG SAMKIS the president of the National Assembly is good at telling people to shut up or cutting off people that the time is up while the CPP clans can speak none stop on pro-government agenda!

By the way the donor countries have every right to say NO to Sam Rainsy especially when they have so much economic interest at stake! And I must commend the United Nations for having such a great understanding of Cambodian system of government under dictatorship!

But Mr. Naive, lawmakers from opposition shall be smart enough to propose an amendment to the current clause which stipulated that PM as well members of NA shall present in person other than by letter at the NA when require to answer question relating to all agendas to be discussed.

Did opposition lawmakers do that?

If not PM will just exercise his rights in accordance to the stipulated clause.

Don't tell me again that opposition hands are being tied up. If opposition party wait until their turn in the top job to have all laws amend or add more laws to the existing ones then you might not such a chance to do it.

Oh well! This is just another excuse for proposing an amendment to tie the hand of opposition! The fact the CPP had been teaming up the Funcinpec for years to block the opposition party from passing anything meaning full such as anti-corruption law!

Can you answer the followings:-

Can you describe the political system then and now?

Can you describe the basis rights then and now in term of traveling to and fro one place to another?

What did you do when you want to study foreign language such as English.

Can you live in the main street of or the heart Phnom Penh if you were not employee of the state?

Can you describe the rights to ownership of property then and now?

Can you describe the freedom of speech and expression then and now?

These questions are just a few for you to consider.

If you would say that there is and always room from improvement for the better of the nation then most people of Cambodia will agree with you, and your way of thinking and thoughts would in in line with the International Community [they are there and kept on supporting Cambodia in particular the RGC now because they can see progresses and they know that the situations will be improved as time goes by otherwise they just pull the plug and call a quit long time ago], even in par with Mrs. Rice who admitted that the situation in Cambodia Cambodia has improved but the pace of reform is slow in her expectation.
