Handcuffed drug suspect kills Cambodian police officer, wounds 4 others during raid

PHNOM PENH, Cambodia: A handcuffed suspected drug dealer fatally shot a policeman and wounded four other officers with a concealed handgun during a raid Tuesday, police said.

Phnom Penh police Chief Touch Naroth blamed the officers for failing to properly search the suspect when they stormed his room in the Cambodian capital.

After handcuffing the suspect, the raiding officers pushed the man to the floor without patting down his body for hidden weapons, he said.

While police carried out a search of the room, the suspect picked up a small gun that had fallen from the waistband of his pants and started shooting, killing a 31-year-old officer instantly. Four others were hurt.

"It was their negligence for not searching his body right after apprehending him," Touch Naroth said, adding the wounded officers were being treated at a hospital.

Touch Naroth said police found about 1 kilogram (2 pounds) of a powder believed to be an illicit drug in the room, but he did not say what it was.

Cambodia is not a major drug producer but has increasingly become a transit route for illegal drugs including heroin and methamphetamine.

how could an already handcuffed criminal get a hold of the gun? could it only happen in cambodia? strange! police should first do a thorough body search like in america before the arrest and the handcuff. i think cambodia needs to retrain their policy force or something. you know, in the USA, incidence like this can help too, although very rare; however, people can learn from this fatal mistake and be better prepared nexty time around. i hope so!

Well when you cuff the suspect in the front, he can use the gun.

Not sure why, but Khmer police handcuff suspect with both hands in the front. I would shoot the cops too if I was handcuff like that.

Hahaha, and I remember Dr Lao suggested that criminal should not be handcuffed until they are proven guilty, hahaha, LOL.

Dr Lao is alright, but sometime he's way out of this world.

Rule of thumb, you don't leave a cuffed suspect unattended and proceed to clear the rooms. The subject should be cuffed (in front) by the detaining officer, pat searched, removed and sit on while the other officers proceed for room clearing. Police Basic Training 101

well, that's called for a change in handcuffing now. then handcuff the criminal to the back not the front. i hope they learn from this. so silly!

these policemen were injured and one died because of their stupidity. No problem, it is very good: it is like moto accidents where stupid people die (those who do not loook right or left...).
That kind of situation always good so less and less stupid people wil still alive...

My mistake! The subject should be cuffed from "behind" not front.
