The increasing number of building projects also increases the number of disputes, the majority of which ended up on Hun Sen’s desk.
Not a week goes by that the news media does not report about the dispute between a real estate developer and land owners who are being chased out of their properties. The situation is taking such a proportion that Hun Sen is forced to bang his fist on the table. He just asked government officials in charge of these cases to review the projects by some companies which force local villagers to sell their lands to them. In some cases, Hun Sen plans to have the Council for the Development of Cambodia (CDC) revoke these companies’ licenses. “This kind of problems gives headaches to the prime minister. Some investments made the people more concerned. We must take measures to protect those who are exposed to the loss of their lands,” he stormed about in a fit of anger during an economic forum held in front of government officials and representatives of the employers on Wednesday 22 April.
The topic surfaced when some company owners asked the government to speed up the delivery of property titles which were eliminated under the Pol Pot regime. According to the owners, in some cases, the promoters are forced to uphold the land title on which they want to build on, in order to obtain a loan from banks.
More often, the disputes would go up until it reaches Hun Sen’s desk, forcing him to make a decision. Chan Saveth, an investigator for the Adhoc human rights organization, is in favor that Hun Sen seems to be paying attention to this type of conflicts. In most of the cases, Hun Sen’s involvement leads to a speedy resolution of contentious cases. Nevertheless, this system is far from satisfaction. Chan Saveth wished to see these differences being resolved by the legal system, through an application of the letter of the law rather than being subjected to Hun Sen’s whim. “I fear that the interest of the prime minister will not last. It’s a good ting that he is aware of each case, but, if we have a mean to resolve (such cases), it would be even better. The prime minister cannot afford to take care of everything,” Chan Saveth concluded.

That's right, and that is what I have been saying all along. I mean if you got the title to the land or sufficient proof of any sort, just file the complaint with the justice department, and they will handle it.
...but land grabbing originates from the Hun Xen's family first.
Where/when/and how?

well, get use to it mr. prime minister. it you can not handling the country's issue like lands, etc..., then, please give some other capable people a chance to be elected for prime ministership of cambodia and please volunteer to step out of this position and allow some with better ideas or something for cambodia. we all love cambodia and wanted to help in some way or the other, please give them a chance to help cambodia. you are in power too long already. there are very few countries in the world that have a leader for too long, i hope cambodia is willing to change that for the sake of our nation. thank you. please stop being so greedy already. two terms is enough, not for life. look at vietnam, thailand, etc.. they already changed their leadership and cambodia needs to do the same so we can compete with them, economically and more. god bless cambodia.
AH HUN SEN is trying to be one man gang who takes on the whole Cambodian problem in solving many serious issues facing Cambodian population today and this is what King Sihanouk did in the past and he failed it miserably as Cambodian leader!
It seems that AH HUN SEN fail to learn from the past! The day to micromanage Cambodia by a single uneducated Cambodian leader is over!
Bullshit, it take a lot more than 10 years to repair the damages left by the Republic and Democratic Kampuchea.
