Plastering talc powder and splashing water strictly prohibited during New Year celebration in Phnom Penh

Kep Chuktema, the governor of the city of Phnom Penh, issued a strict order to police forces and district authorities in the city of Phnom Penh to prevent the plastering of talc powder and splashing water in public places, as well as the use of firecrackers or any explosive materials, during the Cambodian New Year celebration which will take place between 13-15 April 2008. In a meeting held at the city hall on 07 April, Kep Chuktema issued his order to police force under his control to protect the safety and public order for Phnom Penh city dwellers, as well as decorating the city streets and public parks during the upcoming New Year celebration, starting from now on. The city also ordered all state institutions and private companies to decorate their buildings to receive the new Tevoda (angel). Furthermore, the city has set up three major festival locations: in Wat Phnom park, in front of the Naga bridge, and in the park located in front of Wat Botum pagoda. At these locations, games will be organized to compete for prizes distributed by the city hall.

I understand the firework can caused injury, but what is wrong with water and powder? It's fun, and it is cultural. I bet someone have been brainwashed by Ah Killer Xam Rainxy to wipe out Khmer culture. Thus, we must get rid of the notorious killer and his cronies.
