Unesco calls off joint talks - Separate meetings now on Preah Vihear listing

The United Nations Educational Scientific and Cultural Organisation has cancelled a meeting with Thailand and Cambodia in Paris over efforts to put the Preah Vihear temple on Unesco's World Heritage list. The meeting was supposed to be this Friday and Saturday, with Foreign Minister Noppadon Pattama leading the Thai side in the talks.

The meeting has been tentatively rescheduled for May 13, Mr Noppadon said.

The talks will concentrate on Cambodia's proposal to register the ancient ruins, which are right on the border with Thailand.

The only easy access is through Thailand, and some of the border is not demarcated and claimed by both sides.

Unesco will now send its representative, Francesco Caruso, for separate talks with the Thai and Cambodian governments.

The UN agency gave no reason for the change.

Mr Caruso has been appointed by Unesco as a special coordinator between Thailand and Cambodia on the issue and is due in Bangkok next month.

''The Thai government welcomes the proposal and is ready to meet and discuss in good faith with Cambodia the outstanding issues so as to facilitate the process of registration of the temple,'' the ministry said.

Thailand and Cambodia have agreed in principle to jointly manage Preah Vihear and other ruins in Thailand in the area, but will not allow the project to affect the plan to demarcate the border there.

Preah Vihear, called Khao Phra Viharn in Thai, is on the Cambodian side of Si Sa Ket's Kantharalak district.

But it does not look like the issue will be easily settled.

On April 10, the government handed an aide-memoire to Cambodian ambassador Ung Sean to protest against the deployment of Cambodian troops at the ancient temple.

The government said the troop deployment violated Thailand's territorial sovereignty in the disputed areas along the border, and was also against the spirit of a memorandum of understanding in 2000 concerning the area around the temple.

The Cambodian government countered by summoning Thai ambassador Viraphand Vacharathit to deny all the allegations a day later.

Both side at here should not mean Thailand and Cambodia. It should mean Thailand and Malaysia. Thailand completely could not claim to own Preah Vihear but Cambodia completely, exremely and legally owns it. Thai had illegally tried to control the temple through ICJ and it legally lost her best in 1962 verdict.

I have been visiting Preah Vihear temple for several times for worship and defense. I had never gone there via Thai gate, but by Cambodian roads and forest.

The issue will never be resolved unless Cambodia gives the whole temple to Thailand. I just can't understand why the Cambodian Government agreed to sit down with the Thais to talk on this issue. By agreeing to talk on the Preah Vihear issue with the Thais, Cambodia accepts that Thai has rights/sovereignty over it. The Cambodian government must know that you can't put national treasure for negotiation. You must be tough on the issue. No fucken talk, full stop. Tell the Thai to fuck off.

Yes Thailand is trying to control the temple. No jointly develop/manage with Thailand. Just say no to Thailand. The UNESCO must tell Thailand to stop causing problems with its neighbor about something that isn't theirs. They learn to be fair with others and give the region some peace.

50/50 my ass, no negotiation on preah vihear; it belongs to cambodia soley, just like angkor wat, etc..., if it only the demarcation issue, then say just that, but don't say like preah vihear is a contentious issue between cambodia and thailand, etc, because we know better it's has nothing to do with thailand already, not in a million year. cambodia don't give a rat's ass just because it sits near the border or something like that. i say cambodia should bring up the old maps to demarcate our borderline once again and for all. we are very adamant that preah vihear is non-negotiable as much as angkor wat. so stop dreaming, thailand, it is useless by cambodian point of views. stay out of our preah vihear temple. i say all thai tourists or any tourists who prefer coming to visit cambodia's preah vihear temple by way of thailand will have to pay $100 each per person than if they come on the cambodian side of the border, then they will only pay a lot less, say $10 or $20 dollars and all khmers are free. god bless cambodia.
