Talking about Vietnamese nationals working in casinos in Cambodia should not be seen as racial discrimination. Since a country has its laws, we therefore can question whether it is proper for aliens to be allowed to massively work in most of its workplaces.
According to a non-governmental organization [NGO] official, if Cambodia is a rich country like Thailand, Malaysia, or Singapore there would be no problem should aliens flock in to seek work. But Cambodia is a poor country and many of its citizens have been migrating to slave in various richer countries, scores of them becoming goods bought and sold by the peoples of these countries. However, Cambodia itself has instead become host to a large horde of alien workers. This situation certainly is extremely ludicrous.
This NGO official said that even the United States, a superpower and a very rich country, requires that immigrants or aliens working there must pay taxes. But this is different from Cambodia where aliens can come in to live and work as they please. It is like a lawless and borderless country.
This NGO official further said that Hun Sen has loudly announced to the world on many occasions that Cambodia has sovereignty. However, if Cambodia cannot even control the aliens or immigrants, how can it be considered a sovereign state? In Cambodia casinos have popped up both along the Cambodian-Thai and Cambodian-Vietnamese borders. On the Cambodian-Thai border, not many Thais are working in those casinos. It is true that the casinos along the Cambodian-Thai border cater mostly to a large Thai clientele but few Thais work in these casinos. The Thai employees in each casino represent about 5% of its personnel at the most. However, the majority of workers in some casinos along the Cambodian-Vietnamese border are Vietnamese.
It is true that Vietnamese form the bulk of the patrons in the casinos along the Cambodian-Vietnamese border, but the Cambodian Government is paying a monthly excise to the Vietnamese authorities or they would not let Vietnamese citizens cross the border to gamble, a casino manager told Moneakseka Khmer.
Currently there are already seven casinos in Bavet. These are Macau, New World, Full House, Moc Bai, Sun City, Kings Crown, and Las Vegas Sun. But among these seven casinos two employ mostly Vietnamese as their personnel: the Las Vegas Sun Hotel and Casino and the Kings Crown Casino and Hotel.
According to the NGO official, the five other casinos also employ Vietnamese but at the minimum, using them as touters, strip teasers, waiters, and waitresses who represent less than 5% of the staff. However, as many as 95% of the staff are Vietnamese at the Kings Crown Casino and Hotel and the Las Vegas Sun Hotel and Casino, or [Chin Yang Ku].
The same NGO official said that he did not know how the labor laws in Cambodia work but the employees at these casinos who receive an average monthly salary of $180 to $500 with many in the high-end bracket being paid from $500 to $2,000 do not pay any income taxes to the Cambodian Government. This is tantamount to saying that Cambodia does not have borders and is lawless. In particular, the term sovereignty that Hun Sen has often vociferated about is even more meaningless.
According to an aid agency official, the Cambodian Government is now making a law to tighten up or bind the hands and legs of Cambodian citizens only. As for the aliens living in Cambodia, they are free to do whatever they please. For example, the government has ordered the Ministry of Labor to draft a law on trade unions, which has already existed in the 1993 Constitution, in order to muzzle the trade unions preventing them to speak up and to tie their hands and legs so that they cannot move.
Last Wednesday during the forum between the government and the private sector, Hun Sen ordered the Ministry of Labor to draft two laws: the first to amend the existing trade union law and the other to regulate labor disputes. Some observers claimed that this is merely an attempt to tighten control on the workers so that they would be unable to move in protest. This is not an effort to protect the interests of the workers at all. In other words, the strongman's government is making laws to tie hands and legs of his own citizens, who are the masters of the country, while allowing the aliens to do whatever they like.

Well, if Khmer don't want to work for Yuon and wear the casino Yuon uniform, then they will have to bring someone from Vietnam to do it. They are not going to close down the casino because lack of workers.

Casinos are in Khmer territory so everyone has to repsect cambodian laws and cultures. Casino must employ Khmers first and foremost. Employees have to dress like Khmers, if not they have violated Khmer laws and cultures. If so, Casinos must be fined and the employees concerned must be banned from working in Cambodia.
No, if khmer don't want the job and following company policy, then the company can use undocumented workers. This is universal. There are many Mexican and Chinese restaurant in the US employed undocumented workers, and they wear company uniform that look like Chinese and Mexican and its 100% legal.
there ought to be cambodian law making big businesses in cambodia to hire only cambodians because this way they will help the cambodian people out of poverty, perhaps. what use is it to hire only vietnameses or whatever in cambodia. that is unfair and unjust to millions of cambodian people who need works to support their family, etc... remember during the french colonial time, they hired only the vietnamese and was very biased against cambodian people and cambodians then put up with it. now should be different, they have to be required to hire cambodians as thousands who graduated from schools all across cambodia need jobs. be careful cambodia don't let businesses do this against cambodians again. we need to help our own people as cambodia is still poor by international standard. gov't have to help the people by making sure businesses hire cambodians and not just vietnamese or whatever! don't forget they are operating in cambodia and are hosts of cambodia not the other way around. thank you.
