LAY INN, my friend from Chasseloup-Laubat
1- Between 1937 and 1941, I was student at the Chasseloup-Laubat high school in Saigon. In this high school, there was a handful of Cambodians, sons of senior princes or rich commoners from Cambodia.
Lay Inn was the son of one of these rich Khmer commoners. His father owned a “fief” [piece of land held under the feudal system] for forest farming. This fief was located in Chhlong (Kratie province).
2- In Chasseloup-Laubat (Saigon), Lay Inn “adopted” me as “his best friend” and acted as my “Political and Democracy Professor” – sic! –. He told me that the Khmer People did “not need a feudal Monarchy, but a liberal democratic Cambodia like the Republic of France instead.”
3- In 1941, Marshall Pétain’s France made me “King of Cambodia.” Between 1955 and 1969, the SRN [Sangkum Reastr Niyum] was the national regime of Cambodia.
Known in Kratie (Chhlong) as being my best friend, Lay Inn took the opportunity to have a tremendous leverage on the People of Kratie.
In the 60s, he became a very active and influent Lonnolian. He took the liberty to rent Kratie-Chhlong forests to the Vietcongs and North Vietnamese (unbeknownst to me). These Viets needed sanctuaries in Cambodia, in an area close to South Vietnam.
4- He participated, in a very visible manner, to the 18 March 1970 Putsch.
The day after the anti-Sihanouk Putsch by Lon Nol, the Sihanoukist People of Kratie-Chhlong “caught” Lay Inn and hanged him because of his “feudal dictatorship” in Kratie-Chhlong, and (also because) of his betrayal to his “best friend, N. Sihanouk.”

I am 70 years old and I still remember. What Ex King said was correct. The out of control influx of NVA and VietCong into the Eastern and southern parts of Cambodia violated Cambodia's neutrality and sovereignity. This violation caused the Ex King to change the direction of Cambodia's foreign policy a little(a till to the right) by giving Lon Nol an upper hand to expell the Viets. This was about the time when the Khmer rouges such as Khieu Samphan Hu Nim, Hou Yuon wrere ordered arrested as they fled to the jungles. But Lon Nol chose his own policy by ousting both the Viet and Sihanouk as well..
Sihanouk was the one invited the Viet Cong to come on our territory!
So those supply ships from China just docked at Sihanoukville, unloaded war materials which then were carried by convoys to the NVA without authorization?
All those activities are carried out unbeknownst to the Ex-King? How is that possible?
If the activities of Lay Inn had been so visible to the ex-Head of State, ex-King, why didn't Lay Inn was not punished by the Sangkum?
The ex-King can only blame the Deads, and praise the powerful men such as the current CPP leadership.

During March 18th 1970,my Father in-Law was a Chauvay srok of Chhlong....His family was escaped by boat to Kratie-Town.
Heur Lay Inn & his family was escaped to Kratie and they flew back safety to Phnom Penh.
Heur Lay Inn was Xihanouk's protector during his study at the Chasseloup-Laubat's H/C (Saigon).Xihanouk had a Youn-Phobia from that time.He is so scared of Yuon until now.
His second Monarchy is fully protected by Yuon-Hanoi from financial status to security.

On 25 November 1965 Lon Nol went to Peking on Sihanouk's orders and signed with General Lo Jui-ching, his Chinese counterpart, a military treaty,
1. Cambodia would permit the passage and the refuge of Viet combatants in the border region...
2. Cambodia would permit the passage of material coming from China and intended for Viet.

I don't care how old you are. I just want to tell you 1:00PM that you are damn wrong. Do you want to use your age as a tool to convince the younger geration that they know about the case of Sihanouk and Vietcong less than tou do? Because severly condemned by the decent people, Sihanouk tried to create another lie to cover up his evil acts. Why didn't he mention that when he left Cambodia before March 18th?

Why Sihanouk left Cambodia going to French? According to the old Khmers, he was sick, but he was actually and desperately needed somekind of PoliSickal medicine.
According to my dull comprehension of Khmer PoliSick, he could not infuriatingly handle the truths.
1. Growing corruption, a collapsing economy, Sihanouk's increasingly frequent and arbitrary meddling with affairs of state.
2. Unemployment among the educated all constituted sufficent motives to push townpeople to action.
3. Supplying of Cambodian rice, munition, and medicine to the Vietnamese guerrilas.
4. In early 1969 he was admitting what he had previously denied of permitting the VietCong in Cambodia soil.
5. The Cambodian national budget was eventually broke, 'cause the rejection of American aid in 1963.

people make mistake all the time. this is what happened when one tried to be mr. know-all or mr. can do-all without respect for others who know-how as well. i way i see it was that our grandfather king was too greedy with power or something. remember the warning that royal family should not be in active politics. well, there's a good reason for that! it was a big mistake for our grandfather king was a prime minister, a head of state, a movie maker, a king, a prince, at great politician, a great statesman, etc., etc..., so many position for only one person. that was a mistake that future generation of cambodian leaders should and ought to learn from and avoid this kind of same mistake at all cost for the sake of our nation and national interest. i guess in today's terminology, the great grandfather king was a super dictator, to say the least. i guess to error is human. those who want to blame have the right to blame, and those who can forgive have that right, too. look at all the so-called communist countries of the world; they all seem to die out by themselves as they get old and replaced by more vibrant, better educated or worldly educated younger generation of leadership throughout the world. i hope cambodia will follow suit. god bless cambodia and her beautiful people.
