yes, reforms or changes in most department in gov't are mandatory, in my opinion, if we want cambodia to be competitive with the rest of the world. cambodian people do very much would like to have good governance practices for cambodia so our country can develop for all to enjoy whether in doing business, visiting, living and working or leisure, etc...god bless cambodia.
