BANGKOK, June 20 (TNA) - Thai Foreign Minister Noppadon Pattama on Friday clarified to the Senate his endorsement of a joint communique with Cambodia earlier this week allowing the Phnom Penh government to apply for registration of Preah Vihear temple as a World Heritage site.
In responding to a query posted by Senator Priyanandana Rangsit why the Thai government supported its neighbour Cambodia on applying for the listing of the temple as the World Heritage site, Mr. Noppadon said it was unnecessary for him to explain to Parliament members earlier because the joint communique was "not an agreement" and it did not affect any changes of territory of the two countries.
The Thai-Cambodian joint communique was signed behind closed doors here on Wednesday, leading to public suspicion that Thailand could have lost the undemarcated 4.6 square kilometres surrounding the Hindu temple to Cambodia.
Citing time constraints because the Phnom Penh government is planning to apply for the listing of Preah Vihear temple next month, Mr. Noppadon said what he did was transparent and there was no conflict of interest.
In another development, the Senate decided not to hold a special meeting Monday after the government had informed that it was not possible to attend the general debate petition lodged by 61 senators charging the less than five-months-old administration with poor performance.
The government has said it would not be available for the general debate because it would be busy preparing the government budget for fiscal 2009, starting this October 1. The budget debate starts next Wednesday.
The cabinet Tuesday approved closing the current House extraordinary session on June 28.

obviously some people in thailand do not understand the terms "joint communique", thinking instead they are losing to cambodia. joint communique just means, like a memorandum between two nations communication back and forth to solve a certain issue between them. i guess the so-called pad thais have a hard time hearing or understanding or something. i have a feeling maybe they all are made up of uneducated people of thailand or worse on the effect of illegal substances or something along that line for they can't even agree with their own authority and seem to think they know more than the authority who tried very hard to do their job in accordance to laws. and the so-called pad thais are ignorant and can't understand thai, khmer, let alone english or french or chinese, etc...
on the same note, if i'm correct they are protesting, using the pretext that mr. thaksin traded in his business interest for preah vihear, where the fact is there is really no talk about preah vihear as it belongs to cambodia and it is cambodia's rights to do what we want with it without the pad thais telling us we cannot do. what is really wrong with this picture? they are barking up the wrong tree, thinking that khmer's preah vihear temple belongs to them or something without taking into consideration that cambodia took them to court about this same claim and won and, thus preah vihear has always belonged to the cambodian people all along even though the pad thugs still say that they did not agree with the court ruling. well, the law is the law, you have to respect the law. or it's like the thai people who own restaurants in the USA saying that thai food belongs to them, whereas the reality, is that they stole that from cambodia too and took it overseas to make themselves prevalent to the world so that the world only thinking everything in southeast asia belongs to thailand with no idea that cambodia, burma, laos, malaysia, indonesia, the philipines etc... existed in southeast asia as well. so, in a way, thailand are really dispecable, to say the least. well, maybe not all thais, but most definitely the ones who are protesting, thinking preah vihear belongs to them or something. like i said time and again, just because their ancestors were thieves who stole from cambodia, that doesn't make it right for them to carry on that criminal tradition and continue to rob cambodia. i hope some day, cambodia will get back what they took from us, i mean all of what they stole from us. god will see the truth and will punish them if they don't stop their criminal activity against cambodia! god bless cambodia.
2:26 you are right. The Thai senator wants to create trouble for the Thai government and our 2 countries. This is a communique and not a new international treaty. The communique is about listing Preah Vihear as a world heritage. It is not a new border agreement. The Thai foreign minister does not need to report to the Thai senate nor to Thai congress. The 4.6 sq km is still to be talked about later. But I hope our Khmer government will not give it away in future talk, since it is clearly our land, on our side of the border, as shown in the 1907 treaty and in the latest world court decision of 1962..
yes dear both, I always against HUN SEN GV.T, but in this specific issue I have agreed with you so do Mr. HOR NAM HONG he has said clealy that the new drawing is not border denarkation, is about Prasaat Preah Vihear registration To UNESCO periot.(hpefully he keeps his word), then I'm happy have a good sleep in peace.
God bless Khmer all!
Dear Thai peole. We only include Preah Vihear temple and his perimetre for the adhesion to the World heritage.
For the demarcation of our borders we will work together, based in the French traty with Thailand in 1905 and 1907.
So get rid of your mind your complexe of superiosity and let live together in peace, based on Friendship, equality and Fairness.
