Both sides ‘to give talks another try’

Dispute should not have been allowed to boil over into a ‘big issue’: Mr Yeo

NOT long after Foreign Minister George Yeo called Cambodia’s move to take its quarrel with Thailand over a disputed border area to the United Nations as “premature”, a report said that the two neighbours had decided to give bilateral talks another chance before turning to the world body.

In his round-up yesterday of four days of “eventful and fruitful” talks between regional and world leaders here, Mr Yeo, in his capacity as host of the meetings, said the Thai-Cambodian border dispute near a historic temple was one of the dominant discussion topics. But he added that it should not be allowed to boil over into a “big issue”.

Mr Yeo said the dispute should not have gone to the UN Security Council.

“It was not a problem, even a few weeks ago. It suddenly became a problem,” Mr Yeo said at a news conference following the Association of South-east Asian Nations’ (Asean) annual security meeting.

Discussions over how to end the crisis — which started earlier this month after Unesco approved Cambodia’s application to mark the ancient temple of Preah Vihear as a World Heritage Site — reached a deadlock earlier this week, leading Cambodia to ask the Security Council to intervene.

However, the Associated Press reported last evening that Cambodia had agreed to hold another round of talks with Thailand on Monday. Cambodian Information Minister Khieu Kanharith also confirmed that his country would “postpone the complaint to the Security Council.”

The border row had threatened to overshadow the Asean Ministerial Meeting and the Asean Regional Forum over the past four days.

SOME PROGRESS ON THE ASEAN FRONT

While Asean’s efforts to help Thailand and Cambodia to solve their dispute did not make much headway during the regional talks, Singapore Institute of International Affairs’ senior research fellow Dr Yeo Lay Hwee felt that the grouping had made some progress.

That Cambodia wanted Asean to be involved in the mediation is a show of confidence in the regional grouping,” she said.

Several significant meetings held on the sidelines, such as the first ever informal meetings of the foreign ministers of the six-party talks — involving both Koreas, the United States, Russia, Japan and China — and North Korea’s signing of a non-aggression pact with Asean yesterday afternoon also showed that the grouping is now “taken more seriously by the big powers”.

But Dr Yeo noted that Asean had to heed Prime Minister Lee Hsien Loong’s advice closely to show that it could take on a more “proactive and positive role”.

Mr Lee had stressed the importance of Asean cooperation and integration in his opening speech on Monday.

Meanwhile, Foreign Minister Yeo said Asean had to bear in mind three Cs as work on the Asean Charter and managing common challenges for the region continues.

Making this point as Singapore handed over the Asean chairmanship to Thailand’s Deputy Prime Minister Sahas Banditkul,Mr Yeo said Asean must earn the first “C” — credibility — by ensuring that words are backed by actions and obligations are fulfilled. The test of Asean’s success is whether it enhances the competitiveness — the second “C” — of each member state, he said. The third “C” is the centrality of Asean. Its members had to make sure that political, economic and security architecture of the region takes into account the interest of Asean.

“We must take an active interest in regional and global affairs,” Mr Yeo said.

While some have asked for his views about whether the quality of Asean’s stewardship will suffer given the “domestic political difficulties” in Thailand, Mr Yeo reiterated the point that Thailand’s ability to remain independent when the rest of South-east Asia was colonialised reflected a strong and established foreign ministry with a “professional core of officers”.

He added: “We have reasons to be confident that the chair of Asean is in good hands.”

mr. yeo, it's the thai gov't's fault as they did not do anything or something in their power to stop their unruly people from blowing it out of proportion. of course, we all can see that their gov't is in it together with their unruly people who obviously and undeniably interfered with their foreign ministry department. of course, it is thailand's internal problem and cambodia was just a scapegoat in all of this. still, preah vihear is not theirs in the life of the planet.

Yes,Mr YEO, if Malaysian take over your country ,are you going to beg them to leave ,or you go to the U.N.for help ?. We did talk to the Thai but they won't budge.

Just a question to Foreign Minister Yeo:

- what would you do if Malaysia lands its troop on Singapore soil?

- Is it really a small matter, if malaysia said they use their map instead of singapore's one and they don't widraw the troop?

- Would you keep negotiate with malaysia if it said that they don't widraw troop if Singapore not use Malaysia map?

- Would it be premature if Singapore complain to UN instead of ASEAN when Singapore knows that there will be no consensus in solving the problem in ASEAN level as Malaysia would vote against any solution to create 3rd party intervention?

If this is the will of the UN Cambodia should go back and reason the Siam government to pull their troops. If nothing come out of it the Hun Sen government must must go back to the UNSC to solve this issue.

If Mr. Yeo have any plan that might help solving this issue, he should come forward, without any hesitation.

I am sickened tired of AH YEO for trying to play Cambodian expert! I resent that very much! Nobody knows more about the long standing historic conflict between Cambodian-Thai or Cambodian-Vietnam conflict than Cambodian leaders and Cambodian people!

There are bad blood written in Cambodian history on the Thai and the Viet and there is nothing can change that! Since it is Cambodian leaders and Cambodian people who are the first to experience the situation first hand and they have every right to pursue any avenue the end the conflict! Otherwise today conflict is the beginning of tomorrow conflict! So don't take Cambodian leaders request so lightly!

You better think twice before you want to dictate over Cambodian leaders and Cambodian people!

Cambodia asks UN to put off border dispute meet: diplomat

UNITED NATIONS (AFP) - Cambodia has asked the UN Security Council to postpone a formal meeting on its tense military standoff with Thailand pending talks next week between the two countries' foreign ministers, Vietnam's UN envoy said Thursday.

Le Luong Minh, who chairs the council this month, said he received a letter from the Cambodian UN mission asking him to put off the meeting "pending the result of the meeting between the two foreign ministers."

"I received a letter informing me that Prime Minister Hun Sen of Cambodia has agreed with Prime Minister Samak Sundaravej of Thailand that there will be a meeting between the foreign ministers on July 28 to find a peaceful solution to the situation," he noted.

As a result, the Cambodians wanted a council meeting postponed, he added.

Some 4,000 Thai and Cambodian soldiers are facing off over a small patch of land near the 11th-century Preah Vihear temple , in one of the most dangerous flare-ups of regional tensions in decades.

More than 500 Thai and 1,000 Cambodian troops are stationed around a small Buddhist pagoda in a disputed patch of land on a mountain slope leading to the temple, which is owned by Cambodia.

Wednesday, the council held a preliminary discussion on Cambodia's request for a meeting of the powerful 15-member body but decided to revisit the issue Thursday as some delegations sought instructions from their capitals on how to proceed.

"We are worried about the situation," France's UN Ambassador Jean-Maurice Ripert said. "We think the council should meet as fast as possible" to deal seriously with this formal request from a member state.

Ripert said that France backed a mediation by the Association of Southeast Asian Nations (ASEAN), of which both Cambodia and Thailand are members.

But he made clear that the Security Council, as a guarantor of international peace and security, had "to assume its responsibility" to help reduce tension, given the risk of a deteriorating situation "with serious consequences".

Thailand and Cambodia earlier Thursday announced they would resume high-level talks in the Cambodian town of Siem Reap on July 28 to try to settle their dispute.

And Singapore Foreign Minister George Yeo said Thursday it was "premature" to bring the Thailand-Cambodia border dispute to the UN Security Council and urged more bilateral efforts between the rivals.

Yeo said that both sides were urged to exercise restraint when the issue was discussed during the just concluded ASEAN Regional Forum (ARF).

All 27 members of ARF "called for restraint, a speedy resolution and to maintain the status quo," Yeo told reporters.

Earlier Thursday, Cambodia called for all soldiers to be withdrawn from the disputed border area near the ancient temple at the center of the week-long military standoff with Thailand.

Talks aimed at resolving the crisis ended without resolution on Monday, raising fears that the crisis could erupt in violence.

We all know that Samdech Decho Hun Sen likes to use the Win Win politics, which means that a party has to loose something in order to gain something. Let's hope that in the meeting scheduled for this Monday the 28th, Samdech Hun Sen will not negotiate with Siam by giving up other territories along the Thai-Cambodian border in exchange of the withdrawal of the Thai troops from Preah Vihear. If that is the case, then Hun Sen is really Hun Xen!!!!!!!!, not Decho Hun Sen.

Mr. Yeo, you are doing right to save the credibility of the ASEAN though it is a bit late.

However, no matter for what everreason, Thailand must withdraw their troops from Cambodian territory, and Thailand must be punished for thier guilty and aggrressive. Otherwise, Asean is the Association of Chicken Ass.

ASEAN is a Jr. High School Club. A doing nothing. The whole ASEAN Principal Charter "No Inference...It is Internal Affair). There is massacre in Burma. During the monk uprising, monk got shot, Japanese journalist point blank shot on the back, just like Thai Black Clade kill the innocent, and all ASEAN did was, heh, it was internal affair, sic. And here it is Thai blantly occupying Khmer land, what a suprise, do nothing. Now ASEAN lead by Mr. Yeo took the side of the aggressor who invade Khmer land. Thai is one of the founder, and when the founder of the organization is a crook, ASEAN is pretty much...has no credibility. Let see what is next trick ASEAN and Thai can pull to cheat, violated Khmer right.

I believe Cambodia has an incurable cancer and dying.The viruses are called YUON and CPP.CPP allowed yuons in millions to come and live in Cambodia at will .In the long run the yuons population will be outnumbered the khmers, when that happen,the yuons will no longer obey khmer's law and they will rise up and revolt because they are stronger , and that will spell the end of KHMER.It did happen to the state of TEXAS and CHAMPA. If THAI is smart and have patience,they will get PREAH VIHEAR and the overlapping area without a single shot because khmers are gone. CPP is so dangerous to our survival.

you need to look further into Khmer history. We hurt so bad that Siam and Veitnam invaded back those years. Because of King Khmer Ang Doung, he knew neighbors aggressive very well and he smart that's why he signed under French protection. But it's too bad that he passed away before he seen Cambodia independence,and it's too sad to see Khmer Krom handed to Vietnam.
Mr YEO, you never understand our culture. Khmer people has to defend whatever it's right for our country that's why we wouldn't give up.
