PHNOM PENH (AFP) — Cambodia's opposition leader Sam Rainsy went to court Wednesday to refute defamation charges brought by the foreign minister over Khmer Rouge remarks, but no one was there to take his evidence.
The door to the court was locked when Sam Rainsy arrived. After a security guard let him in, prosecutors did not show up to receive the documents he wanted to file in his defence, he said.
"The prosecutors all fled. They are scared by Sam Rainsy," he told reporters as left the court.
Foreign Minister Hor Namhong filed a defamation lawsuit in April at Phnom Penh Municipal Court against Sam Rainsy over remarks alleging that he was a former Khmer Rouge member.
Hor Namhong has long said that he and his family were prisoners at a Khmer Rouge camp, and has successfully sued people in the past for claiming that he had links to the regime.
Sam Rainsy, who leads the main opposition party running in general elections on July 27, went voluntarily to the court on Wednesday to submit documents in his defence.
He accused the court of being "vulgar and a puppet" and urged the people to "open a new page of history in this year's election" to oust the government.
"The election is near and they want to intimidate me but I'm not scared," Sam Rainsy added.
Court officials could not be reached for comments immediately.
Sam Rainsy and his eponymous party are considered the main opposition force when Cambodians go to the polls, but Prime Minister Hun Sen's ruling Cambodian People's Party (CPP) is expected to dominate the election.
Up to two million people died of overwork and starvation or were executed under the Khmer Rouge, which outlawed religion, property rights, currency and schools during its 1975-1979 rule.

The three terms office that Mr. Hun Sen has been in power have given us the bird’s eye view of the pattern of political activities in the Hun Sen Government. He and his government officials have been continuously silencing the dissident voices of our Cambodian people and their fundamental rights to freedom of expression, press, assembly, association, and religions are being violated and suppressed. The gap between the rich and poor is wider. The social issues such as land grabbing, illegal evictions, illegal logging, lack of health care and treatment, unemployment, inflation, and poverty are unresolved. On May 29, 2008, we learned that a man’s wife had to sell two of their 7 children to bail her husband out from [police] jail. While the Senate had shoveled off the corruption law proposals and buried them under their desks, the corruption activities are being fully conducted by government officials. Irrefutably, there has been no sign of any intervention from Samdach Akkak Moha Sena Bat Dey Dek Cho Hun Sen.
The political campaign for the fourth National General Election has begun and so did the illegal political maneuvering made by the Hun Sen government: vote buying, threats made against innocent citizens, political activists, and journalists. The elected officials from the opposition parties are being intimidated, extorted, ransomed, and blackmailed, and others have been threatened by lawsuits and jail. On June 28, 2008, while Deputy Secretary General, Mu Sochau and her SRP supporters were actively campaigning in Kampot province, the CPP Deputy Village Chief rode his motorcycle at full speed toward her in an attempt to run her over.
To our Khmer compatriots, when you consider the threat we face from the Hun Sen government who are hoping to not only use any means possible to strengthen their grip on power but also flooded our country with the illegal Vietnamese immigrants and has allowed the neighboring countries to encroach into our land and draw a new borders, this is clearly one of the most important elections of our lifetime. Each and every one of us, as a Khmer people, has a moral and ethical responsibility to contribute what is in the best interest for our Khmer people and Khmer nation.

La Confédération des syndicats du Cambodge appelle à "changer de dirigeants"

La Confédération des syndicats du Cambodge a lancé un appel officiel invitant "ouvriers, fonctionnaires et enseignants à bien réfléchir et à voter selon leur volonté le 27 juillet 2008 pour changer de dirigeants", dans un communiqué daté du 2 juillet et signé par son président Rong Chhun.
Cette puissante confédération qui rassemble quelque 85 000 membres du Syndicat indépendant des ouvriers du Cambodge (Siorc) et de l'Association indépendante des enseignants du Cambodge (AIEC), réputée proche du Parti Sam Rainsy, s'était jusque-là abstenue de donner des consignes de vote dans le cadre de ce prochain scrutin. Son président avait toutefois indiqué qu'il se prononcerait durant la campagne.
"Il ne faut pas voter en fonction des dons [que font les partis aux électeurs]", écrit Rong Chhun, appelant à renouveler l'équipe au pouvoir sans mentionner clairement le nom du parti vers lequel il souhaite voir les électeurs se tourner.
"Un nouveau dirigeant aura vraiment de nouvelles idées. Il pourra résoudre l'inflation, réduire le coût des produits pétroliers, augmenter le salaire des ouvriers et des fonctionnaires et mettre un terme à la spoliation des terres des habitants par les riches et les hommes au pouvoir", estime le syndicaliste, par ailleurs à la tête de l'AIEC.
"Le dirigeant actuel n'a pas accompli son devoir en laissant les habitants devenir des victimes. Ces derniers n'ont pas de travail. Les ouvriers, les fonctionnaires, les enseignants, les policiers et les militaires ont des salaires faibles alors que l'inflation ne cesse de grimper. Je vous appelle donc à voter pour les démocrates", conclut-il, laissant entendre que les deux partis composant l'actuelle coalition gouvernementale, le Parti du peuple cambodgien (PPC) et le Funcinpec n'en font pas partie.
Contacté vendredi 4 juillet par Ka-set, Rong Chhun s'est montré plus explicite : "La Confédération des syndicats du Cambodge souhaite que ses membres votent pour Sam Rainsy".
Khieu Kanharith, porte-parole du gouvernement et du PPC, répond à cet appel en mettant en valeur les "expériences et réalisations" du parti au pouvoir. "Cette fonction exige que le dirigeant ait une solide expérience et ait accompli des réalisations. Depuis 1998, le Cambodge est stable et l'économie progresse", avance-t-il, avant de lancer : "Si d'autres partis dirigent le pays, ce dernier s'effondrera".

Tha's the way the government of the three monkeys has always done. Monkeys are not smarter than decent human beings, but why these monkeys has strongly dominated decent human beings? The CPP court colluded with each other not to show up... and verdict will be fixed for political reason. This is not a court for justice. It is the political tool.
