The World Heritage Committee (WTC) meeting in Quebec, Canada has approved Cambodia's application to list the 11th century Preah Vihear temple as a World Heritage site.
The Monday meeting did not take into account the controversial joint communique between Bangkok and Phnom Penh, a Thai delegate to the meeting said before the decision was made.
Earlier, Foreign Minister Noppadon Pattama explained the Administrative Court's temporary injunction to the 21 WTC members, Pongpol Adireksan, chairman of the Thai World Heritage Committee, said.
Mr Pongpol is there as an observer. The court issued an injunction against the cabinet's June 17 resolution, which gave approval for Mr Noppadon to sign a joint communique with Cambodian Deputy Prime Minister Sok An the following day. Mr Noppadon's signature conveyed Thailand's support for Cambodia's bid to list the temple as a World Heritage site.
The WHC only considered the report of the International Council for Monuments and Sites as a basis for making the decision, Mr Pongpol said.
Bangkok was opposed to Phnom Penh's proposal, instead favouring a joint nomination of the site.
Thailand had been unable to convince the WHC to postpone the issue and wait for a joint nomination, or to defer it until the next meeting.
The WHC said the Preah Vihear issue had already been postponed once, at last year's gathering in Christchurch, New Zealand.
The meeting also inscribed the cities of the Straits of Malacca: Melaka and Georgetown in Malaysia, and the Kuk Early Agricultural Site in Papua New Guinea, AFP reported.
The WHC had sent its representatives to talk with the Thai and Cambodian delegates to clarify their positions.
Mr Pongpol said the temple listing would have no effect on the demarcation of the border between the two countries. It was specifically only the temple site.
Mr Pongpol said political problems in Thailand had affected the country's ability to lobby committee members.
"We are at a disadvantage. Cambodia regards Preah Vihear as a national issue and continued lobbying when Thailand was undergoing a coup," he said.

We, Khmer American wish to congratulate H. E. Sok An for a job well done. It is time for Thai people to know that we mean no ill will. We just want the Thai side to respect all bilateral treaties including the 1907 Franco-Thai and return our 4.6 sq-km also, and to return all artifacts taken from Preah Vihear temple as stipulated by the World court order of 1962.

apparently the siem already knew in advance the inevitable approval of the listing of cambodia's preah vihear as world heritage site, that is why they want and wish that they would do something to try to stop or slow down the process, especially when they used the term "joint listing" or listing together as two parties for something that isn't their anyway. clever, huh? anyway, i'm sure glad unesco think otherwise.
maybe this is a good learning lesson for cambodia to put more afford into our khmer ancestral heritage and to be more vigilant about protecting and safeguarding them as they are truly priceless, not only to cambodia but to the entire world as well, believe it or not! cheyo khmer samaki k'nea! god bless all.

9:35am, i total agree with you great comments. i am a khmer person and well-educated all over the world. yes, if cambodia were to be a truly democracy like the way some political parties are saying and fighting hard for, then no one in this new cambodia should judge people by their national origin, their skin color, or accent or whatever because that is so counter-productive to a true democracy like the one in the USA. everyone in cambodia should only be judged by the content of their good character, their achievement that help to heal our nation, their national interest or personal talent or achievement etc., however, not racist, given of course, those individuals respect the local laws of cambodia and at least try to assimiliate, etc..., please encourage this kind of true democracy as it will be wonderful and beneficial for cambodia to be able to welcome people from all over the world to help contribute to our country's development in all fields. god bless cambodia and all people in it.

The three terms office that Mr. Hun Sen has been in power have given us the bird�s eye view of the pattern of political activities in the Hun Sen Government. He and his government officials have been continuously silencing the dissident voices of our Cambodian people and their fundamental rights to freedom of expression, press, assembly, association, and religions are being violated and suppressed. The gap between the rich and poor is wider. The social issues such as land grabbing, illegal evictions, illegal logging, lack of health care and treatment, unemployment, inflation, and poverty are unresolved. On May 29, 2008, we learned that a man�s wife had to sell two of their 7 children to bail her husband out from [police] jail. While the Senate had shoveled off the corruption law proposals and buried them under their desks, the corruption activities are being fully conducted by government officials. Irrefutably, there has been no sign of any intervention from Samdach Akkak Moha Sena Bat Dey Dek Cho Hun Sen.
The political campaign for the fourth National General Election has begun and so did the illegal political maneuvering made by the Hun Sen government: vote buying, threats made against innocent citizens, political activists, and journalists. The elected officials from the opposition parties are being intimidated, extorted, ransomed, and blackmailed, and others have been threatened by lawsuits and jail. On June 28, 2008, while Deputy Secretary General, Mu Sochau and her SRP supporters were actively campaigning in Kampot province, the CPP Deputy Village Chief rode his motorcycle at full speed toward her in an attempt to run her over.
To our Khmer compatriots, when you consider the threat we face from the Hun Sen government who are hoping to not only use any means possible to strengthen their grip on power but also flooded our country with the illegal Vietnamese immigrants and has allowed the neighboring countries to encroach into our land and draw a new borders, this is clearly one of the most important elections of our lifetime. Each and every one of us, as a Khmer people, has a moral and ethical responsibility to contribute what is in the best interest for our Khmer people and Khmer nation.

PAD fooling the people
I cannot believe the lunatics at the PAD have actually got the Thai people and the Puea Pandin party fooled over the Preah Vihear temple.
(HIGHT TREASON OF AH KANCHEAS YUON SIAM HUN XEN. HE AND HIS FAMILY WILL BE DAMNED FOREVER FOR SELLINGOUR COUNTRY. IN A COMPROMISE IN MAY, CAMBODIA AGREED TO REDRAW THE INSCRIPTION MAP, INCLUDING ONLY THE TEMPLE, AND GAVE 4.6 SQUARE KILOMETRES TO AH CHOR SIAM).
“The line was drawn by the French in 1904, the International Court of Justice ruled on it in 1962, and the new line agreed by the Thai and Cambodian government actually brings more land into Thailand than the old map. If the Cambodian government is happy to concede some land to the Thais while retaining the temple that is, and has always been, on Cambodian soil, then it is a win for the Thai government.”
This is just another example of the PAD stirring up issues trying to validate its existence. The fact that Puea Pandin party has weighed into it is disappointing; you would expect them to know better.
As for the Democrats, I hope they find the same demise the Australian Democrats recently have. Throwing stones at the government is good fun, but if you are never going to get a chance to run the country then it's a choice you can make without fear of having to prove you can do a better job.
The last Australian Democrats were voted out in November from the Senate and, as of July 1, the Democrats will be dead in Australia. Hopefully, the Thai Democrats will become history in the near future.

Nationalist bombast a little too late
I don't know what possesses the Thais lately who have started reclaiming the Cambodian Preah Vihear temple, 46 years after an international tribunal awarded it to Cambodia.
Anyone with more than a bird's brain will surely understand that this temple is clearly Cambodian (ever visited the site and compared it to Angkor?) and realise it is rather late to fire up their nationalistic bombast in order to get back the temple, as a spoilt brat would do.
By the way, the disputed 4.6 square kilometres around the site represents less then 0.01% of Thailand's territory.
As if common sense weren't enough to let the issue drop, just imagine the damage this whole issue could do to the relationship with Cambodia and the backlash from the international community, where Thailand already commands very little respect.
Wake up and don't politicise the issue to topple the government. The current administration hasn't done a lot lately, but their handling of the temple issue should probably be the least of the Thai people's worries.

My struggle for the revival of Cambodia

Ravaged by genocide, coveted by powerful and predatory neighbors, submitted to a corrupt nomenklatura, choked by a neo-feudal regime, Cambodia is a martyr country, and no one knows this better than Sam Rainsy. Born into a patrician family in Phnom Penh, close to King Norodom Sihanouk, young Rainsy lived an opulent life but then also lived through decline, when his father, a major politician, was brutally dismissed and had to live in hiding before being assassinated.
Taking refuge in Paris, the Sam family resigned themselves to live as poor immigrants. However, they never lost their hope or dignity. A gifted student, Rainsy undertook brilliant studies that led him to become a high level finance expert, specializing in mergers and acquisitions for the luxury industry�
But, how could he be happy earning money and making money for others, when his country was sinking into cruelty in the hands of a regime practicing mass murder? From humanitarian action in Paris for the victims of the Khmer Rouge regime to election campaigns in the field following the fall of the communists, Rainsy and Saumura, his wife, launch themselves into political action, taking over the torch from their respective fathers, both of whom were signatories of the 1954 Geneva agreements on Indochina.
However, for these two westernized Cambodians, their return home was rough. Facing with difficulties, aggressions, and even assassination attempts, Rainsy countered them with Buddhist-like pacifism, while constantly seeking for calm and compromise. Becoming the Minister of Economy in the first post-war mandate government, he was able to bring order to the State finances which earned him more hostilities. It was in the opposition that he found his calling when he founded a democratic and liberal party involved in the defense of freedom. Facing the unleashing of violence prompted by such provocation, Rainsy stays the course, unperturbed and smiling, unshakable and frugal, just like the trees deeply rooted in the stones of the Angkor temples.
In May 2008, Sam Rainsy�s 300-page long autobiography detailing his struggle for the revival of Cambodia, �Rooted in stone,� will be published in France by Calmann-L�vy. This book can be pre-ordered through SRP-France at a cost of 20 euros, or 22.97 euros including shipping.

Le Comité du patrimoine mondial a bien officiellement inscrit le temple de Preah Vihear sur sa liste universelle mais sa décision est assortie d'un appel au Cambodge à collaborer avec la Thaïlande en vue d'une nouvelle "inscription transfrontalière" de la zone, destinée à assurer la conservation de la totalité de ce site "d'une valeur exceptionnelle".
Reconnaissant "que la Thaïlande a exprimé à plusieurs reprises le souhait de participer à une proposition d'inscription conjointe du temple de Preah Vihear et de ses abords immédiats", les membres du Comité soulignent dans leur décision "que le bien proposé pour inscription [par le Cambodge] est réduit et comprend uniquement le temple de Preah Vihear et non l'ensemble du promontoire avec ses falaises et ses grottes".
Le même document laisse entendre que tout nouveau classement du site dans son ensemble, bien que souhaitable, ne serait désormais envisageable qu'avec l'accord des deux Etats voisins. "Des recherches archéologiques [...] en cours, qui pourraient se traduire par de nouvelles et importantes découvertes, [permettent] d'envisager l'éventualité d'une nouvelle proposition d'inscription transfrontalière, qui nécessiterait le consentement tout à la fois du Cambodge et de la Thaïlande."
Dans le même esprit, le Comité "encourage le Cambodge à collaborer avec la Thaïlande à la sauvegarde de la valeur du bien sachant que les populations de la région avoisinante sont attachées depuis longtemps au Temple de Preah Vihear, et s'accorde sur le fait qu'il serait souhaitable à l'avenir de refléter ses valeurs intégrales et son contexte paysager grâce à une nouvelle inscription possible sur la Liste du patrimoine mondial". "Les attributs du site sont constitués par l'ensemble du temple ; l'intégrité du bien est compromise, dans une certaine mesure, par l'absence d'une partie du promontoire dans le périmètre du bien", ajoutent encore les auteurs du texte.
Dans sa décision datée du 7 juillet, le Comité précise qu'il n'a pas pris en compte le soutien initial de la Thaïlande au dossier cambodgien, formulé dans "un communiqué commun signé le 18 juin" par les deux gouvernements, mais que la partie thaïlandaise avait finalement décidé de suspendre quelques jours avant l'ouverture de la session à Québec (Canada) à la suite d'une ordonnance du Tribunal administratif.
Le litige opposant les deux Etats voisins concernant les abords immédiats du temple de Preah Vihear est donc loin d'être réglé.
Il n'en reste pas moins que le temple lui-même est enfin reconnu mondialement comme étant "un chef-d'oeuvre remarquable de l'architecture khmère". "Il est très 'pur' dans sa configuration comme dans la finesse de ses décors", est-il précisé.
L'Etat cambodgien doit désormais réunir un Comité de coordination international pour la sauvegarde et le développement du temple de Preah Vihear avant le mois de février 2009... "en invitant le gouvernement thaïlandais à y prendre part", ainsi que sept autres partenaires.
