BANGKOK - Thailand's Prime Minister Samak Sundaravej said Sunday that intense negotiations were needed to defuse a border standoff with Cambodia over a disputed Khmer temple.
More than 500 Thai troops are facing off with at least 1,000 Cambodian soldiers around a small Buddhist pagoda on disputed land near the ruins of the 11th century Preah Vihear temple, which belongs to Cambodia.
"The situation at no man's land needs negotiation," Samak said, adding that it will take time and effort to reach any agreement.
"It has to be step-by-step," he said on his weekly television address.
"They claim the area belongs to them. We claim it belongs to us."
Officials from both countries plan to meet on Monday to try and defuse the nearly week-long crisis, but a Cambodian army commander has said they have little hope that the talks will produce results.
Cambodian government spokesman Khieu Kanharith told AFP on Sunday that his country had sent letters to the United Nations Security Council and General Assembly informing them of the situation, a move that appeared to irk Samak.
"They (Cambodia) are trying to solve it by going to United Nations," Samak said.
"I will say no more -- the complaint has reached the UN, the Thai foreign ministry will take care of the matter."
The confrontation began Tuesday after three Thai protesters tried to jump a fence to reach Preah Vihear and the situation almost erupted into violence Thursday when witnesses said troops twice pointed their guns at each other.
The World Court ruled in 1962 that Preah Vihear belongs to Cambodia, but the most accessible entrance lies in Thailand and 4.6 square kilometres (1.8 square miles) of the surrounding land remains in dispute.

PM Samak Sundaravej, for this matter peace talk does not require much time. Actually require no time since the 4.6sqkm you claim to be a disputed zone, has never been your and will never be your. It has alway been Khmer land and it will alway be Khmer land. So I suggested you call back your black clad soldiers back to your country.

Interesting, Thailand now has not leader. The Prime Minister has no power at all. Mr. Samak, you are elected to be Thialand's leader by election why you allow a small group of the extreme-nationalist to lead you? They represent the small portion of Thai population. I could not believe Thailand has become a state of Anarchy - no leader at all and some of your people behave as thieves in 21 century.. I could not believe. You should be look down by even Cambodian children. Come on Thai... look at your economy. You want to be surounded by enemies who are your neighbour?
I hope Thai interlectual people can educate your politician and give Samak his leadership roles.

The recent Thai PM is complicit with the nationalists. No doubt that more troops are coming along to reenforce the old bunch.
No solution will be found simply because Thai has an evil intention to encroach Cambodia. The history is repeating now. Cambodians should fight back to stamp out these thieving Thais.
Cambodia leaders must give diplomacy a chance! But how can Cambodian leaders give diplomacy a chance when the Thaicong government blatantly violent Cambodian sovereignty already without giving peaceful diplomacy a chance! At the end of the day, Cambodian leaders and Cambodian people must come to term that the Thaicong government never want any Cambodian peaceful diplomacy and Cambodia must prepare for war!
There is no need for diplomacy. Just get your monkey asses back to Cambodia. You don't have anything in the area. Therefore, you can't possibly own anything here. Stop making a fool out of yourself before the world.

Cambodia should not allow this matter to linger, because the Siam government may use this as another trick to support the so-called disputed zone.
If they don't withdraw will call for the assistance the UN.

I would like to share my own opinion about the disputation between Thai and Cambodia. I have the pessimistic feeling for the meeting of the both country on monday next week in Sra Keo province. WHY? Because there are many reasons:
1) The General Anupong Padjinda, supreme commander of Thai Army said we must send more soldier to the disputed area to presure on Cambodia side for their negotiation.They don't have willing to deal this problem by fair and equality.
2) The prime minister of Thai, Samak Sundaravej said for replying letter to Mr. Hun Sen that The Kirisvarak Pagoda called ( Wat Pra Sat Preah Vihear) is locted in Thai sovereignty. But the real situation, it is in Cambodia sovereignty by legal of international law (ICJ decision 15 June 1962, The Franco-Siam treaties in 1904 and 1907, 46 years without proclaim this area belong to their country) and the historical area ( The Cambodian people have been living there too long year ago).
3) The representative of Thai for this meeting is Genaral Boonsang Niempradit. He is just a deputy chairman of Thai's GBC only, he does have the power to decide their decision and ordre to the thai soldier. the main powerful is in the hand of General Anupong Padjinda, a supreme commander of Thai Army.
4) The most powerful man is General Anupong Padjinda, not Prime minister Samak Sundaravej. Samak is hasitate to decide because he faces many enemies such The General of Army group, politicians of opposite party, King Phomvibol Adulyadeth, Adhisit Vejjajiva, leader of PAD and so on.
So it mean this meeting on monday in Sra Keo in null value for the both country.
According these points, we put the question how to deal this tension? the answer:
The firstly, the both country must try to find the solution by faithful negotiation. if no solution the both country must complain to ASEAN, UN's security council, ICJ(international Court for Justice) and UN because the both country are a member of ASEAN and UN. So the both country must respect the UN rule and UN's decision. if the any country don't respect the UN's desicion, The UN must kick out that country from the UN's member like UN has done on Taiwan and then UN must the UN's force to disputed area such KFOR at Kosovo in Serbia, UN's force at Darfu in Sudan and Estern Timor and so on. UN must protect the small and weakness country by international Law. I think it is the time for Cambodia follow this way to prevent the civil people and soldier life of the both country.
I hope the both will be glad to get this cool solution, they don't want to fight because of provoking of some small ultra-nationalist group. These small group don't represent the whole country. They are a just a small group who want to get power by using the extreme nationalist idea, they don't care the civil people, soldier life, economic in their country and whole area. They are the idiot people!!!
