Bangkok - Thailand expressed satisfaction Tuesday with the outcome of marathon talks with its neighbour Cambodia over joint claims to an ancient Hindu temple on their border that had threatened to turn into a military conflict.
On Monday Thai Foreign Minister Tej Bunnag and his Cambodian counterpart Hor Namhong spent 12 hours at a hotel in Siem Reap, Cambodia, trying to defuse an escalating border spat over joint claims to portions of the Preah Vihear temple perched on their common border.
Although the territorial dispute was not solved, the two sides agreed to continue to use "utmost restraint" to avoid an armed confrontation and to continue discussion on a bilateral basis.
"Both sides are convinced that the bilateral mechanism is still there for us to utilize," said Thai Foreign Ministry spokesman Tharit Charungvat.
Prior to the Siem Reap meeting, Cambodia had appealed to both the Association of South-East Asian Nations (ASEAN) and the United Nations security council to intervene in the border row, which has drawn more than 2,000 troops to the border between Si Sa Khet and Preah Viehear provinces in Thailand and Cambodia, respectively.
The temple is situated about 400 kilometres north-east of Bangkok.
Cambodia has seemingly "suspended" its push to bring the issue to the international arena, although this will only be confirmed when Phnom Penh informs the UN that it has dropped its petition, said foreign ministry sources.
The two sides also agreed, in principle, to "redeploy" their troops from the disputed area surrounding the Preah Vihear temple, although they will need to convince their respective militarys to do so.
"We carry pen and pencils," said Tharit. "We cannot speak for those who carry guns and weapons."
But Tharit claimed the foreign ministry had received assurances from the Thai military, which has a tendancy to act independently of the government in Thailand, that they would avoid a confrontation at all costs.
"They confirm that they said the first gunshot will not be from the Thai side, and if there is a first gunshot they will not immediately respond but investigate the source first," said the Thai foreign ministry spokesman, who attended the Siem Reap meeting.
According to Thai estimates, there are currently about 1,000 Thai troops in the neighbourhood of Preah Vihear, called Phra Viharn in Thai, while Cambodia has stationed about 1,500 troops across the border.
Cambodia claims the number of Thai troops in the area is closer to 2,000.
An estimated 400 Thai para-military troops have been stationed in the disputed area around the temple, who will be removed if the Siem Reap meeting's agreement is implemented.
Preah Vihear, an 11th-century Hindu temple built on a 525-metre- high cliff on the Dongrak mountain range that defines the Thai- Cambodian border, has been the cause of a border conflict between Thailand and Cambodia for decades.
In 1962, the two countries agreed to settle joint claims to the temple at the International Court of Justice in The Hague. Cambodia won, but the court stopped short of defining the border in the area.
Thailand claims that a 4.6-square-kilometre plot of land adjoining the temple is still disputed.
The ancient spat got a fresh start earlier this month when UNESCO agreed to list Preah Vihear as a World Heritage site. The inscription excluded the 4.6 square kilometres of disputed territory, and Thailand protested the listing.
The spat escalated from a diplomatic row to a potential military conflict in mid-July when three Thais were detained for entering the disputed temple territory.
Although the threesome were quickly released, troops were called in from both sides to protect their border.

The Kampuchea Thmei reported that sound of several gunshots were heard in front of the Sen Chao border gate, located in Samlot village, Samlot commune, Samlot district, Battambang province. The shootings where done by Thai black-clad soldiers from Thai army unit 515, in the morning of 28 July, at 08:20 AM. The report indicated that about 50 fully armed Thai black-clad soldiers came to the Sen Chao border gate and started shooting 9 bullets with their M-16 rifles. Thai soldiers were all ready for a fight, but Cambodian soldiers posted there did not return the fire, they were all standing at their positions. The shootings by Thai black-clad soldiers are taking place while Cambodia was busy providing security for the election. Lieutenant-Colonel Um Dara, chief of the Cambodian military police in Battambang province, said that the shootings by the Thai soldiers were aimed at provoking a return of fire by Cambodian soldiers, then the Thai troop can use this as an excuse to blame Cambodia, however, Cambodia does not fall prey to this trick.

We shouldn't worry too much about Preah Vihear at all because our Preah Vihear cannot be taken Thai at any way. At present, our main problem is about election in Cambodia. We need to fight for a true social justice. We need to know what kind of election system Cambodia has adopted. If we use proprtional system, we must truely implement the proportional system. But if we used First past to post, then we must implement that system too. At last election I found they neither has propre proprtional system nor first past to post.
A proportional system is a party vote system where voters vote for a party they like during election day. For a first past to post, is a system, voters can vote for a candidate of a prty during the election day. I found that Cambodia is more for proprtional system therefore we must argue how many seats each party can entile too according the percentage of their votes. I heard that Khiev Kanharith has declared that his party has won 90 seats. But according to the Comfrel, CPP has won only 58.33 % that means CPP can hold only 72 seats. What a different? I wonder what kind of mathematic, this minister has used to calculate his party seats? Please help !!!! Areak Prey

I have more worried about Hun Sen than Thailand. Thailand cannot atke Cambodia at all because we have :
1-The international court of 1962.
2-We have agreement with Thailand in 1904 1906
3-We have peace threaty of 1991.
But for Hun sen, he gave Vietcong to plante rubbers Cambodia while Cambodian do not has enough land for their own. He has leased ten of thousand of Ha in Kg Thom and Ratanakiri to vietnam army for 99 years.
He has also secretely signed contract to lease land for Thaksin for all Koh Kong Province.
He sold all island near Kg Som to Russia, Australian etc..
He has secretely given Koh Tral to Vietnam.
He has allowed all his friend to land grab millions of ha of land from Cambodia.
He doesn't care about Cambodian education, healthcare, etc..

it is still bullshit to say that the icj ruled that surrounding area is still in dispute. it is thailand who violated the icj decision by claim such because the icj verdict went by the 1907 map and for thailand to still say that the icj did not rule on the surrounding area is contempt of court by thailand for not respecting the icj decision. this needs a serious correction at the UN council. thailand is obviously violated the treaty of 1907 and the icj verdict, and now unesco world heritage as well. my god, just look at the pattern of their criminal behavior, it is in clear, plain sight, to say the least. let the UN scrutiny thailand for their violation of cambodia's rights and the international law.
