Kep Chuktema, the Phnom Penh governor, issued a note on Thursday 10 July informing all citizens working in the capital that they will be able to return to the province to vote without concerns about excessive travel cost.
In fact, the city hall asked all transport company owners and taxi station managers in the capital not to increase their fare between 25 and 28 July in order not to discourage voters who must return to their hometowns where they are registered for voting.
