UNESCO: “Too Late” For Thailand To Oppose The Listing Of Preah Vihear

The Unesco office in Bangkok thinks that it is “too late” for Thailand to oppose the listing of the Preah Vihear temple. Meanwhile, in Cambodia, the government has asked the Cambodian people to remain calm and not to do anything that would harm Thai interests in Cambodia.

On the 3rd of July many Thai newspapers reported that, after some Thai senators wrote a letter to Unesco requesting the suspension of the Preah Vihear listing, Unesco replied in a letter stating that it is “too late” for Thailand to oppose it.

The Bangkok Post daily has quoted Mr. Sheldon Staeffer (spelling?), chairman of Unesco in Thailand, as saying in the letter that the formal agreement and the joint communiqué to list the Preah Vihear temple had already been signed by Thai Foreign Minister Noppadon Pattama and Cambodian Deputy Prime Minister Sok An in Paris on the 22nd of June 2008. All the agreements and the joint communiqué had already been forwarded to the World Heritage Committee for consideration and final approval.

Mrs Vimon Phornpitwatchai (spelling?), advisor to the Thai Journalist Association, said that Thailand and Cambodia had signed many agreements and joint communiqué already, especially the communiqué signed on the 18th of June. She said that the Unesco reply clearly confirmed that “your objection is too late”. As for the decision of the Thai Administrative Court ordering the Thai government to suspend its support for the listing, it is an internal matter of Thailand. She said that Foreign Minister Noppadon must take full responsibility and must resign.

Spokesman for the Thai Foreign Ministry said that the agreement signed by Mr Noppadon on the 22nd of June was not a formal agreement because it was only an agreement on the meaning of the texts. The same spokesman said: “All ministers agreed that what Mr. Noppdan signed was only an agreement on the draft of the texts before the cabinet approved it, so what power does he have to formalise the agreement? In my opinion, if the agreement was signed before the approval of the cabinet, that agreement is invalid.”

Reactions In Cambodia To The Thai Opposition To The Listing Of Preah Vihear

Mr. Son Chhay, MP from the Sam Rainsy Party, on 3rd of July has asked the Cambodian government to react on the international stage on what he called Thailand’s interference in the sovereignty of Cambodia and Thailand’s violations of Cambodian borders in the vicinity of the Preah Vihear temple complex. He has called on the Cambodian government to stop any border negotiations with Thailand. He said that there must be international participation in any border negotiations in order to ensure that the territorial integrity of Cambodia is respected. He had asked that any negotiations should be facilitated by the UN or by the co-chairmen (France and Indonesia) of the Paris Peace agreements.

If they say, they are Khmer-Issan, that mean they accept Thailand as Khmer Land. Isan means East. Khmer-Issan mean Khmer East. The geographical location where they stay is west to present Cambodia. So if they are not ignorant or stupid, they accept Thailand is Khmer land.
Not even Khmer where is East vs West, and claim oneself Khmer-Issan

Issan province was one of Khmer province, but no longer. The Khmer who live there is called Khmer-Issan for short, instead of calling Khmer in Issan Province, but you can call them Thai if you like from the fact they are citizen of Thailand. However, they are not Thai by blood, or by appearance. True Thai looks more like Chinese, and you know what Chinese looks like, right?

Khmer-Issan is a derogatory term for Khmer in Thailand just like Issan uses to categorize Laotian in Thailand. It has no associate with the term Khmer.

There are Khmer-Surin and Khmer Krom uses by Khmer to categorize fellow Khmer in Thailand and in Vietnam. But no such word as Khmer-Issan. And if there is Khmer-Issan, then it is only for Khmer-Laotion ( Khmer-Issan). This is because Issan typically referral to Laotian in Thailand controlled.

Khmer-Issan is not Khmer, but Thai/Siam. If they considered themselves Khmer why don’t they protest against Thailand government when Khmers are killed Thai border guard around the border and why not support Khmer by protesting against Thai government when they refused to support Khmer to list the temple on the UNESCO?

Let me add my comment. Khmer surin and Khmer Krom have always maintained their tie with mother Cambodia, the heartland of the original Khmer people. So now there is this one Ah Nan Chao Siem who claims that Preah Vihear should belong to the Khmer Issan people in the Issan region? If this person is of a Khmer origin, then this one person is one cheap bastard who has no Khmer pride and dignity. Why would a person of a Khmer origin be arguing for the foreign DOMINATION over the Khmer ruins, region, and people for???? I simply don't get it, unless they are the SLAVES of Ah Nan Chao Siems who stole and grabbed land from the Khmer people. I am really surprise that in this day and age, I still see some people who claim to be of Khmer origin arguing for Ah Siem domination over the Khmer people and territory. This is STUPIDITY at its best manifestation. Just like someone said, if you are truly "Khmer Issan", then you need to start behaving like Khmer Surin and Khmer Krom people. That is you must REASSERT your Khmer pride and dignity and reclaim your AUTONOMY and INDEPENENCE and stand proud and tall so that the Khmer in Cambodia can be proud of you. You must reunite with Mother Cambodia if you are a true Khmer Issan. You must STOP dismembering the Khmer territory for the foreign domination. This message also go to the Khmer people in the South of Laos. If you still claiming to be of the Khmer origin, you need to stand up and reclaim your Khmerhood and Khmer humanity and you must look to the Khmer in Cambodia as your source of inspiration of what it means to be Independent and Free. Stop slaving for ah Nan Cho Siems, ah Nan Chao Lievs, and ah Red Delta Youns. Enough is enough. Khmer must united and reclaim our Khmer nation and Khmerhood and Khmer glory. Ah Khmer-Yuon only pretended to be close to us because their relationship with their protectorate sours, and that is not the case with Khmer in Issan.

Hypothetically, if we managed to take the ancient territory back from Vietnam, do you really think Ah Khmer-Yuon will let us governed it? Not in the million years, they will waged war against us for their land back, and be independence from us. So stop the bullshit, will you?

Here is a history of the Khmer people in Thailand and Khmer in Issan. Actually, Issan is strictly referring to Ah Liev, not Khmer. Here read it below:

"The Khmer in Thailand is one of the minority groups. The Khmer is a long-time inhabitants of Thailand. By the midfifteenth century, much of the western region of the Khmer Empire had come under the control of the Thai. As a result, the defeated Khmer peoples remained in the area had come under Thai domination. Theravada Buddhists and wet-rice cultivators, the Khmer spoke a language of the Mon-Khmer group and were heirs to a long and complex political and cultural tradition. Since Khmer language was discouraged by the Thai government, many of the long-resident Khmer speak Thai as a first language, and religious and other similarities contributed over time to Thai-Khmer intermarriage and to Khmer assimilation into Thai society.
Isan is the northeastern region of Thailand. In Isan, Khmer (the language of Cambodia) is widely spoken in regions near the Cambodian border (Buriram, Surin, and Sisaket). However, most of the Isan population is of Lao origin, and the region's incorporation into the modern Thai state has been largely successful. Isan is Thailand’s poorest region. The main language of the region is Isan, which is similar to Lao. Considered by some to be a dialect of Laotian, but written in the Thai alphabet Isan is among the Chiang Seng and Lao-Phutai languages, which are members of the Tai languages of the Tai-Kadai language family. Central Thai Thai is also spoken, with regional accents, by almost everyone.
The Isan region was a part of the Khmer empire, which left temples at Phimai and Phanom Rung. However, after the Khmer empire began to decline from the 13th century, Isan was dominated by the Lao Lan Xang kingdom, that had been established by Fa Ngum. Thereafter the region was increasingly settled by Lao and Thai migrants. Siam held sway from the 17th century, and carried out forced population transfers from Laos to Isan in the 18th and 19th centuries. Franco-Siamese treaties of 1893 and 1904 made Isan the frontier between Siam and French Indochina.
In the 20th century a policy of "Thaification" promoted the incorporation of Isan as an integral part of Thailand and de-emphasised the Lao origins of the population. This policy extended to the use of the name "Isan" itself: the name is derived from that of Iśāna (Sanskrit: ईशान), a manifestation of Shiva as deity of the northeast, and the Sanskrit word for northeast. The name therefore reinforces the area's identity as the northeast of Thailand, rather than as a part of the Lao world. Before the central government forcibly introduced the Thai alphabet and language in schools, the people of Isan wrote in the Lao alphabet. Most Isan people still speak the Isan language which is closely related to the Lao language."

Listen Ah Nan Chao Siems. Legally, the temple belongs to the Khmer of Cambodia. Just like the Khmer islands that the French ceded to Ah Red Delta Youns. It is a legal treaty. Thai historian Charnvit mentioned that Preah Vihear was given to France by Chulalongkorn in order to preserve the rest of Thailand from being a western colony!

I'm a real kol botr Khmer surin and I know that Charnvit is a respectable Thai historian currently a professor at Thammasat University in Bangkok.
