JOEL BRINKLEY: The world leader in corruption is - Cambodia

PHNOM PENH, Cambodia — Hun Chea, a nephew of Cambodia's prime minster, was speeding along a busy downtown street a few days ago when he ran down a man on a motorbike.

Phnom Penh's streets are teeming with motorbikes, hundreds of them, criss-crossing busy traffic without seeming to look or care where they are going. Collisions are inevitable. But that's not the point of this story.

Hun was tearing down the street at high speed when he hit the biker, witnesses reported, and his car ripped off an arm and a leg. The biker, Sam Sabo, was killed. Hun began to drive off, but running over the motorbike had shredded a tire. He had to pull over, so there he sat in his big black Cadillac Escalade SUV.

Now, listen to how the Phnom Penh Post newspaper described the events that followed.

"Numerous traffic police were seen avoiding the accident scene, but armed military police arrived. They removed the SUV's license plates and comforted Hun Chea" while Sam Sabo lay bleeding to death in the street. A military policeman was overheard telling Hun: "'Don't worry. It wasn't your mistake. It was the motorbike driver's mistake.'" A few days later, Hun gave the dead man's family $4,000 in hush money, the paper reported. Case closed.

It's no secret that Cambodia is thoroughly corrupt. As an indirect result, the rich and the powerful can commit, well, murder and face few if any repercussions.

A primary rule of foreign correspondence is to avoid applying the values of your own country on the nation you are covering. But then, some events appear so outrageous that the rule does not apply. Police actually removed the car's license plates, to conceal the driver's identity? So I asked Khieu Kanarith, Cambodia's information minister, about the case. He fumbled about for a moment and then explained, "I understand he had his wife in the car, and I don't think he was paying attention to what he was doing." OK, but the police removed the license plates? Khieu had to think about that for a moment but finally managed to say, "You try to cover the plates because it's harder to sell a car if it's been in an accident." As a reporter, sometimes it's hard to keep a straight face. But then, being Cambodia's information minister is a tough job.

Later I asked Joseph Mussomeli, the U.S. ambassador, about this, and he shook his head.

"This goes to the whole culture of impunity here. Who you are, who you know, is more important than following the law. And the police are too intimidated, too deferential, to the wealthy and powerful." Why else would the traffic police assertively avoid the scene of the accident, even with a dying man lying in the street? They knew full well that the owner of a Cadillac Escalade SUV in this exceedingly poor country is quite likely to be well connected.

Impunity is a word that comes up over and over in Cambodia. Last month, two men speeding by on a motorbike shot and killed Khim Sambor and his 21-year-old son as they walked down the street. Khim was a reporter for Khmer Conscience, an opposition newspaper, and not surprisingly the paper had been writing critically about the government.

No one has been arrested. That is true for dozens of apparent contract killings in recent years just like that one. No one has proved that government officials are behind them. But then, why else would the police make no effort to solve any of these crimes? Cambodia has come a long way in the last several years. Phnom Penh is teeming with tourists. The economy is growing. The nation has been stable for more than a decade now, which is no small accomplishment.

Over the years, I have worked in many corrupt states - Iraq, Sudan, Afghanistan, among others. But in none of them is the corruption so pervasive, even pandemic. Prime Minister Hun Sen just won re-election to a new five-year term. For a decade, the United States and many other countries have been pressing him to pass a comprehensive anti-corruption law. Hun continually promises but never delivers.

Cambodians deserve better. If Cambodia hopes to join the ranks of the world's prosperous and respected nations, it must enact - and enforce - an anti-corruption law. With that, in time, the shiny mantle of impunity resting softly on the shoulders of the rich and well-connected will begin to fall away.

Only idiot children will appreciated the wealth brought in to the family by their corrupted parents. Good children with good education and good way of up bringing will denounce all the wealth made by their parents illegally. They will reject all these wealth and place all these corrupted monies and assets into the charities. They will live by their own strengh and their own hard earn income for their own dignity. We must change the mentality of these idiots animals to understand that corruption is a shame and not a success life. Living by corrupted monies is a most shamefull person on earth because that person dare to have thick skin and stick face without shame.

Cambodia of uncertainty: economic is booming, but sovereignty is dooming

Cambodian peoples might be so happy with the economic growth of at least 7.00% annually. But in reality, this growth is just the shadow of failure because the inflation is soaring up to 10-15%. The fruits from this growth is not equally distributed. 80% of Cambodian farmers are significantly deteriorated by this growth.

1. The social gap is appearing every aspect of Cambodian society. The poor and the rich is gradually widened from such tricky economic boom. Many poor children quit school because they cannot afford to pay tips for teachers.

Private schools are booming to attract the rich children while poor children are dooming under the act of teachers who receive unjust salary in public schools.

There are many expensive cars such as lexus and land cruisers drive across dumped street children and beggar children.

2. Cambodia has become the "Police State"since the failure of UN to crack down this tactical structure. Vietnam invaded Cambodia in 7 January 1979 to structure Cambodia society as a Police State. They withdrew the uniform military because their bottom structuring was complete. Currently, this structure is gradually strengthening. Major Cambodian policemen are Vietnamese by origin who have been well trained to carry gun to safeguard Cambodian citizens.

How can we say Cambodia is free and independent when Cambodia has foreigners to safeguard our peace and security?

3. National election is just the political game to legitimize Police State leader. By conducing votes, the Police State leader can legally claim their leadership and inspire more aids to last their power.

Their power and wealth are not only gained by exploiting national treasures but also accrue from the foreign aids and loans. New acceptance of decentralization and good governance only sustain their power to last forever.

4. Cambodian peoples should not be easily deceived by the Khmer Rouge brutality. How good is it when communists come to free us from another communists? They both are communist. Their characteristic is still communist and their leadership is absolute. How is different between Khmer Rough communist and Vietnamese communist? It is different only the color (red & white) but the nature of these two communists are totalitarianism regime.

Khmer Rough regime is passed, no KR regime will come to power again; and during KR regime, Khmer can protect its border land. White communist Vietnam is foreigner and this country has long time attempted to swallow Cambodia. Now their ambition is on the right track.

Cambodian people do know what is right and what is wrong but they can't say it under HUN SEN regime the same way under Pol Pot regime and under the Vietcong regime! And Cambodian people can only repeat what HUN SEN, POL POT, and the Vietcong have to say!

Sadam hun sen is the god father mafia government of cambodia. He know very well how to kill cambodians people. First he learned from his teacher pol pot. He arrested people from the village tortured them and killed them. Second, He's learned from his master and his god father in hanoi of how to to threat, arrest, intimidate and kill cambodian people through the years as a communist hard line leader. Third, he's now learned from a new capitalist development from various countries in south east asia, europe and the west how to take the land from cambodian people and sale to those he's learned from. If any cambodian protested against him, he would send his dog to kill cambodian. it was Pol pot and his regime only murdered cambodian people from 1975-1979. Unlike pol pot hun sen has murdered cambodian people with full support from asian countries, the European union and the west U.S.A. The more he take the land from cambodian people and kill more cambodian people they call him the strong man in cambodia.
Now the thai government want to take cambodian land so the world can call them the strong thai. The Russian want to take Geogia country to come back to become a strong Russian. Who's going to be the strongest nation to take over the world?

Will lives of these criminal last forever?. I don't understand at all. I'm sure at the new term of the government will bring more problem to powerless people...

Impunity among Hun Sen's family has been way too far. These people have made numerous major mistakes and the victims are the ones who got abused and punished. I swear to god, I will put an end to this once opportunity presents itself. I will use what I've learned from my training to eliminate you one by one until justice is served.

When we compare the Siam Khmer Border Dispute/Agression... to land Grabbing by high Rank Government Officials with Poor people and Compare to the Local traffic Accident(between a High Rank Clan and normal MotoCyler I met yesterday..... the strongest use Gun to fire and the Poor Motocycler be quiet.. and drove away however he respected to trafic Law...

This situation isd very similar to Border Dispute with Thai while Cam Party keep quiet.......

I am so sorry to hear the very sad news and my heart goes with those who suffer.
Sadam Hun Sen and his families and of course all of his gangters will go down some day like in Iraq.

I believe that that western counries as well as the USA just care for their own interested disregarding the suffering people like Cambodians. Do they REALLY care for Cambodian people? It perhap NOT. We are the Cambodian people shall have another revolution so it can root out all the crooked gangsters.
Event I have live abroad more than of my life and event I was born in Cambodia but I love and care for Cambodian people. My ancestors were came from Khmers.
God will destroy the Evil and Buddha will bless for those who acts good thing in life.

Peace be in my heart. Peace be with Cambodian people in Cambodia. May Cambodia will rise some days.
