Original report from Phnom Penh
05 August 2008
A UN oversight committee is reviewing allegations of corruption from Cambodian staff at the Khmer Rouge tribunal, a UN spokesman said Tuesday.
The review comes following allegations brought forward in June.
"They came forward themselves, and we applaud them for their bravery and for their willingness," the spokesman, Peter Foster, said. "It is not only important for the United Nations, it's important for the government of Cambodia and for the entire court. At UNDP and the donors, all of them have said that corruption and irregularities will not be tolerated."
The tribunal monitoring group Open Society Justice Initiative in 2007 raised allegations of kickbacks, claiming some Cambodian officials allegedly paid money to join the hybrid tribunal.
"The file is now in New York and is being reviewed," Foster said. "What is being reviewed is to make sure this allegation has merit or does not have merit. And then action will be taken based on the review."
More than one allegation of irregularities and corruption has been filed, he said, declining to comment further.

No shitzt. 87million to put away half dead killers? Cambodian justice system is a mockery to the world court. Those judges are no exception, this is away for them to make a quick buck. Might as well change the name Cambodia to camruptia.(corruption)
It is good that our communism tribunal helps tackle corruption within its midst. But a lot more work must be done to eradicate this social ill when our education keeps producing corrupt minds (see next article:Cheating Continues on Exam Week). This is the case of young (rotten) shoots replacing (rotten) bamboos. Are we not living in a society where "shit floats to the top"?

Cambodia is a society of fear and survival. This is the communism doctrine. The public perception is not to trust the government but to work with the government because there are no option in communism.
In a democratic society, the government is the servant of the people. There is check and balance.
But in Cambodia, corruption is learn and taught. and until Cambodia break away from this type of schooling, corruption will always be the greed, the temptation and driving force which lead to power and money.
Even family will choose money over each other. case in point. LAND Profit.
It's amazing how Hun Sen has no honor, no shame, nothing.
How to reduce corruption in Cambodia? Even USAID and others donor funded some NGOs/INGOs to implement this project, but the impact still not cost effectiveness.

I think we need to identify factors that contribute to corruption in Cambodia. I have identifed the following, and they are all interrelated:
1. Cultural factor which is very much related to morality and individual character, that is, the recognition of what is right, what is wrong, what is good, what is bad. Gandhi said: "wealth without work is a deadly sin". Does one agrees with him? Does one think that wealth or good deeds give one's high social status?
2. Social factor which is related to clanistic behaviour, that is, one's or the community's expectation of help and support from one's relatives, close friends, or members, and the obligations to meet these expectations: One is compelled to extort or take bribes or practice nepotism in order to help one's relatives, friends, or community.
3. Econmic factor: acquiring wealth at the least cost or the easier way, meeting basic needs, having a better standard of living.
4. Legal factor: do laws reflect and protect morality? Absence of law to punish corruption ab]n other bad deeds, ineffective law enforcement, absence of the culture of obedience to law.
5. Political factor: rulers'sense of responsibility and duty to deal with corruption and othr bad deeds. Soon the old and new rulers will be sworn in their different offices. In the oath they'll take, they'll pledge, among other things, to combat corruption (see the Constitution's annexes on the oath for Members of Parliament, Senators and members of the government to take). Rulers have repeated the same pledge since 1993, but corruption has continued to win.
Let's deal with all these factors, and we may begin to defeat corruption.
