Absolutely, this is showing exactly what is Cambodia's role in the eyes of Americans. Cambodia play little role compare to Thailand and Vietnam in expanding US's influence in Asia.

However, why did Hun Sen sign this agreement?
This make Cambodian Americans bend their knee to Vietnamese Americans to stop beating them or stealing them because even small fight can lead to Deportation!

Now, our foreign relations position is in danger because of this.
