AT LEAST SEVEN IRREGULARITIES
IN A TERRIBLY FORGED 1018 VOTER IDENTIFICATION FORM

The document with relevant explanation is presented at http://tinyurl.com/57vdu8

The seven irregularities are related to:
  1. Holder's name
  2. Holder's age
  3. Holder's place of birth
  4. Stamp on the holder's photo
  5. Document's issuing date: July 27, 2008 (Voting Day). The document is backdated March 11, 2007 .
  6. Witnesses: They did not put their thumbprints on the 1018 form as required by the law, but two other persons thumbprinted in their place.
  7. Commune chief's signature: The person who signed and stamped on the 1018 form was Kheng Koeur, a CPP commune councilor who is neither the commune chief nor a deputy commune chief, and therefore is not entitled to issue any 1018 form.
Holder's real identity as known by everybody in her village:

Name: Doeung Kea
Gender: female
Age: 13 year-old (born in 1995)
Place of birth: Sraeung commune, Prasat Sambor district, Kampong Thom province.

Holder's fake identity as shown on the forged 1018 form:

Name: Dy Aun
Gender: female
Age: 18 year-old (born in 1990)
Place of birth: Sraeung commune, Santuk (sic) district, Kampong Thom province. Sraeung commune is actually located in Prasat Sambor district.

The seven irregularities show that this 1018 form was hastily issued on Voting Day to allow, at the last minute, an illegitimate voter, underage Doeung Kea, to cast a fraudulent ballot for the CPP by taking the identity of a ghost voter named Dy Aun.

We have got hold of a large number of such forged 1018 voter identification forms issued by the CPP local authorities throughout the country, which reflects a general pattern of election fraud designed to substantially inflate the CPP votes. I think SRP and HRP should refer these problems to international communities who have been signatories to the 1991 Peace treaty in Cambodia about CPP and to deismanth this Party and it members to join any election in Cambodia for ever. Areak Prey

They did referred these irregularities to the international community, but it's meaningless because the scale of irregularities is too small to be considered anything. Even Sam Rainsy is ashame to disclose the actual number. He's just making an ass out of himself by talking nonesense.

No surprise at all, as NEC with the cons Tep Nitha and Im Suorsdey, is the Central CPP's infernal machine, which main job is to trig the Election votes.

We must show to the whole world this tricky machine and the CPP's hypocrysie(the Lovea Fruit CPP people).

Never having fair or just election happening in Cambodia. NEC and Constitutional Committees are just the CPP's dropping.

SRP and HRP have done the right thing, in the right time, and right legal movement.

Consider vote-fraud by these 6 categories:

1. The NEC passed the duties to the communals and villages heads to register the voter-names is intentionally to monitor the votes for CPP.

2. Psychologically understandable the truth through NEC's agents' speech such as: do accordingly to the legal system(sic), and importantly to divert the attention of Cambodian peoples by appealing them to check their names immediately this October to have rights to vote. This statement has been repeatedly mentioned by NEC because millions of Cambodian people lost their rights to vote.

3. These 7 irregularities are just the sample which are the primary evidences to point out many other offensive irregularities incompatible to the standard and fair election. Many other issues are uncountable such as vote-buying, public officalization to become CPP's active agents by forcing and intimidating, populatization of illegal Vietnamese immigrants to increase their votes, as well as to use national asset for the CPP's interest etc

4. Hun Sen organized national election solely in the intent of legitimizing his power in front of Cambodian people and international communities. In reality, Hun Sen will never quit from his job in any conditions until he is 90 years old. This is the REALITY.

6. Why NEC and CC promptly rejected the complaints even though one ballot-box dare not to recount. This means, NEC and CC have been clearly known before hand that there are much more fraudulent vote-ballots in that box.

I don't understand what SRP & HRP meant by saying that they don't recognize the result of the election while they are ready to take oath on 25 Sept, just a day after CPP's MP members attending the first session of the new Assembly.

This makes no sense indeed. And The move just confuses people and their followers...

To convene people to continue to beleive the oposition, they must not only reject the result but also not to accept any seat in the parliament...

Perhaps, Mr. Rainsy and Mr. Sokha have been aware of no international support despite their complain have been brought up for the attention of the concerned UN body.

To my understanding and as I betted a few times since last month, SRP and HRP clans would join the parliament. Now, it proved but they just chose a different approach to legitimate themselves as members of parliament.

Taking oath with CPP members or with separation from CPP make nothing different. It's just a childish politic. If they moved to the same end, why don't they negotiate with CPP to take some positions in the parliament, so they can play significant role in promoting democracy and could advance their popularity for the next election?
