On Thursday 25 September, during a press conference at the French Cultural Centre, the architect presented his achievements dating from the periods between 1957 and 1970. He also called for the respect of structured city planning laws in the Kingdom.
After the visit on Sunday 21 September, Vann Molyvann once again attracted a large audience at the FCC’s cinema on Thursday evening. He opened the session by offering the French Ambassador a copy of the thesis he recently defended in Paris. Using this thesis as an example, as well as his book “Lessons from the Past”, Vann Molyvann retraced 13 years of construction, based on the wish to develop an authentic Khmer architecture. Describing his choices concerning the Chatomuk theatre, the “grey building”, or also the Olympic Stadium, he put the emphasis on natural ventilation at the heart of his works. He also talked in length about the social aspect of his works, mentioning examples like “the white building” and the garden city concept.
The Q&A session was the occasion for the architect to evoke the present and the future of Phnom Penh’s architecture. Reminding the existence of very strict laws, which he established himself as Minister of State in charge of the urbanisation during the 1990’s, he denounced the absence of political will to apply them. “It’s impossible to act as if such laws don’t exist in Cambodia”, he said, while emphasising that it’s no problem to build a tower as long as the law is respected.
Concerning Boeung Kak, he reminded the existence of a project established in cooperation with the town hall of Paris. This project intended to use the lake as a natural space and to preserve the housing of the lakeside residents.
Finally, he defended a urbanisation plan for the capital, as well as for the whole country, which would, according to him, make it possible to fight against the real-estate speculation and to develop the country in a harmonious way.

I swear to God that many of the run away constructions in Cambodia have no artistic value and more of the same cookie cutter constructions are on the way to make Cambodia the ugliest place on Earth!
If people are going to build something and make sure it is harmonious and fit the landscape and the surrounding that doesn't create mental block and physical obstruction where people can go for a walk and enjoy the scenery and feel healthy and happy!
I just don't know what become of Cambodia with the way thing goes right now and it is full of chaos and disorganize and out of place!
I think the Boeng Kak Lake should be developped into a modern place of living style, but we have to keep some space, like small lake and garden for capital city. it's nice landscape for people in PP could go for relax.
I support for this project, but we have to revise the architechture as well before construction.
One more, Have to have big spcae of car parking.

I'm sure that the government all ready had the forceful eviction planned.
I personally support the ideas of preserving Boeung Kak lake as the natural park with trees.. and garden surrounding... I know the government need funds to evacuate the people living there and thus it takes time when we are rich enough... We should keep this lake as it is one of the historical lakes of Phnom Penh since our King Ponhea Nhat and also this lake is so helpful to abosorb flooded rain that all the modern countries even dream to have such kind of lake within their city. If the government is so hungry and want to make money from that, I'd suggest them to move the railway station to a bit suburb and sell the railways land from Chom Chao till TV3 station point (except keep the main head-office old buiding as a memory) for profit or any development project instead. Anyways, forget it if my idea can not compare to your many advisers' ones while what you all cares are your profit & party benefit.

Do any of you even know that PP was once a big lake lol? The whole city was a lake. That's why you always need lots of soil to pump into the ground when you do any kind of foundation to build something because the ground is soft and wet.

Construction in Cambodia cities everywhere is freestyle. They can build whatever they want. A bit late to provoke for the rule of law re building in this country, but worth a try. Dr Van Molivan has his point. We should consider his idea of preserving the nature and cultural heritage.
