Military officials participated in the meeting for border cooperation on 23 October, however, Thai officials declared themselves “incompetent” when the border issues came up.
General Chea Morn, responsible for Cambodian army region 4, and General Wiboonsak Neeparn, the representative of the Thai military authorities for zone 2, met each other on Thursday 23 October in Siem Reap.
The meeting of the representatives of the border zones (Siem Reap, Oddar Meanchey, Preah Vihear and Kampong Thom for Cambodia; Surin, Buriram, Ubon and Si Sa Ket for Thailand) takes place at regular interval to discuss about economy and security.
“When we started talking about the border issue, at about 3:00 PM, the Thai party put an end to the meeting, saying that it did not have the competency to discuss this issue,” a participant of the meeting told “Cambodge Soir Hebdo.”
“Normally, during these meetings, we discuss mainly about trade and tourism, but this time, we will focus on border tension,” Neang Phath, the secretary of state for the Ministry of Defense, said in the morning.
This is the 11th meeting of this type, participants will meet again on Friday 24 October, but the agenda has not been established yet.
Hun Sen and Somchai Wongsawat should be talking about the Preah Vihear issue on Friday 24 October in Beijing as well. The two men travelled there for the ASEAN-European summit meeting.

if they (the thai) can't talk about the border issues with our khmer counterparts, what do they want a bilateral talk with us for? the way i say it is that the thai thinking is so full of shit to put it nicely!! they forget that the 1907 treaty map was official maps in comparison to their own unilateral maps, that is the problem for cambodia to accept!

No gain to Cambodia by going to war with its neighbor... We must play smart here. Bring the issue to International Court of Justice. And let them redraw the map of Cambodia. Bring both criminal thief : Thai & Vietnam to the justice. They must stop still its neighbor land. This must stop. If the current government can not do this. The opposition leader (Sam Ramsy) must mobilize its citizen to bring the issue the ICJ. This is your chance to your khmer that you at good at something. All khmer will follow your lead...
The Thai are playing games. 100 more talks won't produce anything because the Thai don't want to withdraw, they want to occupy Cambodian territories forever. Cambodia should accept international mediation or take the matter to the UN or International Court. At the same time Cambodia should re-arm and modernize its army in order to counter Thailand's bullying. The govt. has said it will increase defense budget substantially. These money should be used to purchase new weapons, helicopters and fighter jets. Cambodia must get serious with Thailand.
