Government Plans Export Reserves of Rice

The government hopes to gather 2 million tons of export-quality rice in 2009.

The government will prepare a reserve rice stock of 2 million tons for export overseas in 2009 in an effort to prevent price shocks and shortage rumors, officials said Thursday.

Prime Minister Hun Sen in April ordered a temporary ban on rice exports, as a perceived domestic shortage of the staple drove prices in Cambodia's markets uncomfortably high.

Ministry of Agriculture officials said during a rice conference Thursday they would seek to prevent a similar scenario in the future with their export stocks, which would be under the control of the Ministry of Commerce.

In March this year, as prices rose in Cambodia, other Southeast Asian nations sought to buy up the stocks of rice producers like Thailand and Vietnam.

Cambodia has the capacity to export its own rice, said Chan Tong Yves, secretary of state for the Ministry of Agriculture.

In the first nine months of 2008, Cambodian farmers exported 5,400 tons of rice directly to the European Union and an unknown amount through Thailand and Vietnam, he said.

However, Yong Saing Koma, president of the Cambodian Center for Study and Development in Agriculture, said he did not believe Cambodia could set aside 2 million tons of rice for export.

"We are not able to mill the rice for export," he said. "Until now, our capacity to export rice is still weak. I hope that in a few more years, we can solve this problem, if there is investment from the private sector."

Rice production in 2008 had decreased compared to 2006 and 2007, he said.

I keep hear surplus rice, but yet there are poor children without food at school.

It's easy to have surplus. You just increase the number on paper.

I am very interested in Rattanak Kiri (Kong Yu's villagers)and Mrs Keat Kolney (Keat Chon - Finance minister's sister) who tricked those villagers to sign the selling of land papers without any legal witnesses.

Shame on you greedy lady.

I just want to know. Are these people in this forum khmer people or not? if they are khmer why don't make any good idea to helping khmer? I belive they are not khmer 100% They are foreigner people.That why any words in this forum no any words helping khmer people just want khmer go back to the past.

It is good to hear that Cambodia is a rice export country. However, other organization is helping the children at school by providing the breakfast. It is good actually we get the money from export rice and also get the money from international community for student. In my point of view, it seems like parents do not feed their chile but the other peoples is taking care of that. Do everybody think that it is good when parents giving food to other people rather than giving to their child first? It sound funny to me. However it is my opinion only. As a buddishm, budda always tell that please help yourself first before helping other. However it is not apply in this situation. Just want to release some opinion wether it is correct or not please apology.

I don't about others but I am Khmer from overseas. I have made countless donations to Khmer people in Cambodia in many different ways such as clean water wells projects, build schools, orphanage and medicines. Without us the bottom people will never get these opportunities.

I had been there and I could see most well of people there only care about their diamonds and luxury cars and houses.

before thinking of the surplus rice stock for export next year, why don't you think of others? they are the poor starving these days, the needy - the beggars - everywhere around the city. who are the beggars? are they khmers? if they are , open your eyes wide to see those needy first . besides, you have to improve more irrigation systems nationwide. teach them how to plant rice in a fruitful way.
