Through three royal “krets” (decrees) approved in October by King Sihamoni, 50 government advisors, including two women, were nominated.
Among these advisors, four will benefit the rank of state ministers, 19 of ministers, 11 of state secretaries and 16 of under secretary of state.
Among these advisors, there were numerous defectors from the opposition parties. Former members of the Funcinpec party, NRP, SRP or HRP, as well as those from other parties, these men and women joined the CPP shortly before the general election, or shortly thereafter.
The large number of nominations is considered by some as a reward distributed to these new CPP members who belonged to other political parties in the past. Hun Sen issued a very clear principle: “welcome with warmth the new members, while keeping the old members.” Some political observers noted that the perspective of such nominations pushes members from other political parties to join the CPP. “Seniority has no meaning in this party (CPP) in order to become a government official. It’s best to belong to the SRP first, for example, before defecting to the CPP shortly before the election,” an anonymous NGO official indicated.
According to Rong Chhun, President of the Cambodia Independent Teachers’ Association (CITA), this practice creates a source of waste for the state budget. He noted that “Cambodia holds the world record for useless nominations to government positions.”

not only does Cambodia holds the world record for useless nominations to government positions, BUT also Cambodia is a country with ONE OF THE MOST MILITARY GENERALS PER SOLDIER in the Royal Cambodian Armed Forces. What's worst is that there's even more high ranking officers underneath them. So many useless high officers and why the hell does there need to be so many damn generals? What a bunch of useless bastards.
REASONS:
1) By rewarding useless "high positions" to opposition party members, the CPP is able to further consolidate power.
2) Hun Sen must be very stupid and needs so many advisers.
3) In the military, "General" status and other high ranking positions are given away freely as political rewards, and not by merit. That's why the RCAF has so many generals and other high ranking officers. The officers rank in number is way too bloated for a military the size of the RCAF. Plus, by being high ranking military officers, these guys are able to leech more money from allocated international aid used for military spending. These fake high ranking officers take all of the money and the soldiers at the bottom never receive proper pay stipends, meals and money to purchase proper military uniforms and gears. Even their weapons are outdated.

At first I think this is an OLD-SCHOOL POLITICAL GAME PLAN however it is too beyond my capacity to believe that THIS IS STILL THE MOST EFFECTIVE WAY TO EARN TOP GOVERNMENT POST FROM CPP!

Thanks for his information. I know where he currently stays but i really want to know what party he defects to now or he still stays with his Funcipec. This guy has no more future since he has betrayed his family in order to live with his new slut whose age is only 22 or 23. Whereas he is already 78 years old. He is doing good but he is very tricky inside. A man is useful only when he is used. After that, Mr. Kim Vien curses n chases that poor guy away.
A lot of bad about Kim Vien especially to his loyal family. He stole property titles of family. He sold parts of them in order to support his slut. He curses his wife because of his new girl, n so much more. His help does not mean charity.
It certainly looks like a bit overboard with those 50 advisers. This is the reward the CPP hands out to those who helped them in the election and otherwise.
You guys shouldn't be so indignant about it. Other countries do it too. Just look at the by overseas Khmer so beloved U. S. They hand out ambassadorships and the like. Cambodia can't do that. The advisers have the rank but no power, believe me, at least most of them don't, some don't even get any money, it's just for the title.
