Sub-regional summit explores co-op potential

HANOI, Nov. 6 (Xinhua) -- The heads of Cambodian, Lao, Myanmar and Vietnamese (CLMV) governments met in Hanoi on Thursday for the4th CLMV Summit to explore ways of enhancing cooperation for better respective growth and stronger ability to deal with global economic challenges.

Cambodian Prime Minister Hun Sen, Lao Prime Minister Bouasone Bouphavanh, Myanmar Prime Minister General Thein Sein and Vietnamese Prime Minister Nguyen Tan Dung attended the summit.

In the opening speech, Vietnamese Prime Minister Nguyen Tan Dung said the current global economic situation has posed challenges to all the countries, including CLMV. In this context, cooperation is particularly important and CLMV should maximize the development potential in this regard.

CLMV mechanism was formed in 2004. Due to historical reasons, the development in the four member countries is lagging behind other southeastern Asian countries.

The 1st CLMV Summit adopted the Vientiane Declaration, which laid out seven key cooperation areas among CLMV and called for international assistance to implement projects in the four countries and narrow the development gap between them and other countries.

According to the Declaration, CLMV cooperation areas include trade and investment, agriculture, industry and energy, transport, information technology, tourism and human resource development.

Leaders attending the 4th summit reviewed progress made since 2004. Cambodian Prime Minister Hun Sen said at the summit that cooperation among CLMV has evolved from designing mechanism to action plans. He is confident that CLMV cooperation will continue to move forward.

A joint statement was issued on Thursday as the outcome of the summit. According to the statement, CLMV countries will work together to facilitate trade and investment, and further enhance cooperation on transport, agriculture, industry and energy, tourism and human resources development.

"CLMV will strengthen close coordination in trade and investment promotion through organizing trade fairs in member countries to increase trade and investment flow within the four countries," said the statement.

The four countries will facilitate investment by the CLMV investors in terms of licensing, labor procedures and others in areas including agro-industries, industrial crop processing, mineral industries, hydropower, infrastructure development, logistics and services, the statement said.

Leaders attending the summit have agreed in the statement to encourage development of air linkages among major cities, cultural and natural heritage sites in the four countries to expand trade, investment and tourism flows.

But leaders have also expressed their concern in face of the global economic downturn at the summit. It might be harder to mobilize financial resources outside CLMV for projects in the four countries, they said.

The statement called upon the international community to substantiate their assistance to complement the resources in CLMV for development and integration.

"Priority should be given to infrastructure development, poverty reduction, human resources development and environmental conservation," said the statement.
