Barely a few weeks after he was confirmed as prime minister of Cambodia, Hun Sen declared that he will again be candidate to this position in 2013 and 2018.
On Wednesday 03 December, in his opening speech at the forum for Cambodia development and cooperation which brought in together the government and donor countries, Hun Sen stressed that he will be only “61-year-old” in 2013 and that he could perfectly hold onto power with the support from the CPP. “Even if the CPP loses 10 seats [at the 2013 election], it will still have 80 seats left. And in 2018, if it loses another 10 seats, it will still have 70 left. We will win then!” he speculated.
Hun Sen also talked about his past 24 years leading the kingdom government, while indicating he is now more at ease than in his previous three mandates where he was forced to share power in a coalition government. “I am like a prisoner who has been freed,” he exclaimed.
Cambodia’s “stongman” also talked about the “difficult budget situation” the country had to face 20 years ago when it was “indebted” and “constrained to print money,” “constrained to borrow from banks,” and sometime unable to pay government workers on time. “During that time, we had only 10 riels in our pocket and we had to borrow 500 riels. Now, we have 1,000 riels and a small 10 riels we owe,” he explained in order to boast his outcome.
On the budget level, Hun Sen made three pledges: not to “explode” the budget limit, not to print money, and not to borrow from banks.
Next, Hun Sen congratulated himself for being able to increase the salary for government workers by 5%, then up to 10%, before showing himself off as being a good tightwad by promising “not to buy cars for ministers” and “to keep this money to develop the infrastructure” in education, agriculture, irrigation … Similarly, he said that he was opposed that Cambodia pays for the construction of the new building for the Council of Ministers which runs between $20 and $30 million. In the end, the cost for the construction of this building was all paid for by China.
Finally, Hun Sen concluded that there “still remains one thing he needs to do” as government leaders: “being a prime minister who gives out money to foreign countries, just like what China, Korea and Japan are doing.” “At least now, we are sending deminers to foreign countries. But, if we were to have money, I would give more than Japan does, up to 0.7% of the GDP [amount that donor countries pledge on several occasions to dedicate for development aid]. Nevertheless, I am aware that we cannot do it…”

When our Samdech Hun Sen passes away, Cambodia will have a grand state funeral much grander than the recent royal funeral of Her Majesty Galyani Vadhana of Thailand. Samdech's body will be placed in a golden urn 'sovana gode' and the state crematorium 'Preah Meru Meas' for Samdech will be held in Veal Men near the Royal Palace in Phnom Penh.

Clearly Hun Sen is showing signs of complacency, and when one is not aware of one's obvious weaknesses, doom is not far. Clearly, Hun Sen believes firmly now that he has the whole country under his control, but as they say, nothing will last forever, and Rome did fall after such a mammoth successes for centuries.
Hun Sen is the least bad leader in Cambodian right now, but he should not be so proud of himself just yet. The country is still plagued by a number of urgent issues: such as the widening gap of the haves and the not haves, the declining social order, the low and anarchic education system especially at higher education level, the stability of economic growth, and the corruption status within the government.
If Hun Sen does not make significant improvement to the country during this parliamentary term, we will see the similarity between him and Robert Mugabe in Zimbabwe. I have already seen some similar traits here: Hun Sen has already talked about occupying the PM post until he is 90 years old, but did he think that he should step down if someone else is more capable? Did you give a condition to the fact that he should remain PM only if it is in the country's best interests? No. He just wants to cling to power no matter what and this is the problem.
We just hope that he still has conscience in him, and just hope that he will not take the same route as Robert Mugabe. I can't understand how Robert Mugabe feel about his country, and I can't understand how he could continue to fight for PM post after the wreck he's done to the country: such as 3.6 million % inflation, widespread famine, diseases, cholera, and lack of education throughout the country.
At least Hun Sen is not there yet, and SRP must improve itself fast, or it will stay in opposition forever.

Guys, I still can’t figure out why most of you spend your precious times cursing Hun Sen. Don’t you think it’s time for most of you to come up with practical/workable ideas to move the country forward. Let’s me ask you these questions – do we have anyone else out there that can do a better job? Do you think Sam Rainsy can solve the problems we’re facing? He can’t even build a team, for crying loud.
I don’t agree with the way the government handling a lot of issues. But I think we got to adjust our expectation and find a constructive way to convey our dissatisfaction. We can offer our advises, and the government can chose either to ignore them or to consider some of our advises. We are not in position to dictate the government. But I believe if we have practical and workable ideas, and we are sincere, there are a good chance that the government will listen and cooperate.

hey, minority parties, it won't help to complain about this, uless you guys demand cambodia to implement the terms limit law for premiership. if there is no such law, it is open season permanent, meaning anyone with network and experience and political skill can keep running for office as long as they want! so, my advice is to have a term limit law in place. that is one of the solution to disencourage this kind of power hungry type or style. if not, then stop complaining, whining or whatever about it. any question? please think about this advice carefully and thoughtfully. god bless cambodia.

Just curious. Did Sam Rainsy bring up that idea when he negotiated and agreed with Hun Sen on the 50+1 majority rule? He should have used the two-term premiership rule as part of the "50+1 majority" negotiation bargain. I guess Cambodia’s education is not bad after all. The home grown grade –seven education guy manages to outmanoeuvre the France high education guy.
