International Donors Pledge Nearly $1 Billion To Cambodia

PHNOM PENH (AFP)--International donors Friday pledged nearly $1 billion to Cambodia, its government said, their most generous aid package ever to the impoverished Southeast Asian nation despite the global economic downturn.

In a statement ending a two-day donors' meeting in Phnom Penh, Cambodia's finance minister Keat Chhon announced pledges totaling $951.5 million in development aid for 2009.

Keat Chhon expressed "appreciation for these indications of support," and said some countries were still to make their pledges, including the U.S. as it remains in transition between presidents.

Cambodian Prime Minister Hun Sen on Thursday opened the meeting promising foreign donors he would fight corruption with a new anti-graft law as soon as possible.

Donors last year pledged $689 million to the country, despite strong concerns over rampant corruption and demands by rights groups that donors get tough on the government's apparent refusal to reform.

While still among one of the world's poorest countries, Cambodia has emerged from decades of conflict as one of the region's rising economies.

It has posted annual economic growth averaging 11% over the past three years on the back of strong garment and tourism sectors.

But the International Monetary Fund recently said Cambodia's economy was expected to flounder next year as the world crisis deepened.

Use this for education, social services, especially the elders and orphans who have no means to support themselves. The revenues from taxation and investments can go to the military and physical and technological infrastructure projects. There should still be money left to fatten the pockets of politicians and bureaucrats. Come on, this should be good for everyone! Do the right things, Mr. Prime Minister!

The CG (donors) are blinders than Mr. Hun Sen. China flux into Khmer Society with ONLY ONE INTEREST TO DEVOUT THE NATURAL RESOURCES THAT WAS LEFT UNTAPPED.

Cambodia will be soon FULL of Holes once China allowed to explore the Ores that China is starving for in the last 5 years or so. The people of Cambodia definitely will not be the one to benefit from MINING EXPLORATION. ONLY the elite officials will be such as CPP & his Kloptocratic family ans strong tied to him.

sound like even some donors were caught in the middle of this cambodian dilima, whether to trust or not to trust. perhaps, trust but verify is a good philosophy to live by. it is the country of cambodia and its beautiful, but somewhat helpless people that these donors wanted to help, however, the leadership is something else. perhaps, if i may suggest, donors must try to influent the gov't to implement reforms and more reforms as cambodia cannot afford not to make reforms and more reforms. in cambodia, there is no such thing as too much reforms. thanks to the KR genocidal policy and backward economy, etc... they made cambodia what she is today. i'm sure the people of cambodia are forever greatful to all the donor countries who have always care deeply not only for cambodia but for the good of the environment, the wildlife, and the world renowned cambodian arts and temple monuments that our great khmer ancestors had built and left for the world to marvel with. please, donor can put a lot of pressure and demands on the cambodian gov't to reform and to look after its people, and especially to put into place good governance practices and most importantly to really establish the justice system as the people of cambodia had been suffering for too long already and need the justice system to bring them hope and trust and peace of mind in cambodia. thank you very much and god bless.

Better to owe any of them by selling what we have than by getting their waepons to kill one another among us Khmers. Even some OPEC countries are still being influenced and courted by big money. The importance here is that the current government and officials must use these monies wisely, otherwise history and laws will catch up with them sooner or later.

You tell me how better it is when you dumbass are earning a losss of 1 billion, instead of 10 billions. I guarantee you without foreign aids, the current regime won't sustain. Changes will take place although I don't guarantee the outcomes, but I'd rather take risks than waiting hopelessly to see my country industrialised. Anyhow, between the regime and the donors, I'd rather blame the donors for not doing their best to make sure the money go to Cambodian citizens. Go to hell donors! I'd rather get 0 penny from you and keep my natural resources in place than to get 1 penny while regime gets 99.

Really, can you guarantee? They were there before any of donor or NGO, or even Mr. Rainsi started to see the sexiness of Cambodia’s politics! And Absolutely, they were okay before you developed your grand plan of regime change.

Did you mean the government with all the ministries responsible for different aspects of the country’s functions when you said “regime?” If that was so, should not they get 100% instead of 99%? Now, if the donors planned to give directly and literally to the people, don’t you think they can also do that? Just like different NGO and charity/religious organizations have been doing?
