[Editor's note: A new Thai administration was sworn in Monday, including a prime minister, Abhisit Vejjajiva, but a monthslong border dispute centered around the Preah Vihear temple area remains unresolved. VOA Khmer spoke with Cambodian Council of Ministers spokesman Phay Siphan about expectations for Thailand's new government.]
Q. Do you think the new Thai leadership will bring even more obstacles to Cambodia in the process of negotiating the border issue?
A. I would like to tell you that this is the third prime minister following the conflict over the Preah Vihear temple area. What is happening now is that the new Thai prime minister has just made his vows in front of the Thai king, as well as in the Thai parliament. We see a [chance] to practice two goals. One is what we call international relations between Cambodia and Thailand, with an agreement we had already reached in 2000 through a memorandum, saying that we need to resolve the border issue peacefully and legally.Altogether, we had respected this, depending on the treaty and pact in1904 and 1907 between the French republics and Siam at the time. If we look up to now, for Cambodia, the new Thai foreign minister said this is a [situation] between Cambodia and Thailand that continues to need solving. This is not just a Thai but an international obligation.
Q. Near Preah Vihear temple, there is a mountain with a guardhouse built by the late Khmer Rouge commander Ta Mok. Now that mountain is controlled by Thai soldiers armed with rifles. The Thais are even building a new road across the mountain. If border negotiations were based on a 1904 and 1907 map, would Cambodia be able to bring back that mountain and some other land that is currently occupied by Thailand?
A. Cambodian Foreign Affairs Minister Hor Namhong has already stated during discussions that the basis of the treaty and pacts during 1904and 1907 by the French border committee and Siam at the time can be a basic principle to consider. So the negotiation is based on three basic principles, and one is a political principle. That political principle is that the Cambodian party and the Thai counterpart agreed to end the border disputes by setting border demarcation, since we've already agreed on this in a memorandum in 2000. So this is a political solution to the border dispute. Second, because the dispute over the Preah Vihear temple area, as well as border disputes between Cambodia and Thailand, are in a new political situation, the Thais are using this to gain Thai political popularity. So Cambodian land and a Cambodian temple are becoming hostages of internal Thai politics.Prime Minister Hun Sen obeys three principles, and one is that the dispute between Cambodian and Thailand, and the land territory situation, needs to be quickly ended through meetings from the low levels and up to the level of foreign minister.
Q. Has Thailand deployed new soldiers around two contested areas, Eagle Field and the Keo Sikha Kiri Svarak Pagoda?
A. Yes. There was a small number of Thai soldiers there, but Cambodiansoldiers there already pushed them out. They are withdrawing now. Weare waiting for the working group of the joint border committee for Cambodia and Thailand to go to that area to re-examine, so at thattime we can find the exact border that we've already had for the last 100 years.

The time has come for Cambodia to wage war on all fronts by aligning economic, military, and political with other major powers beyond Thailand border!
Cambodia under AH HUN SEN is too kind to the Siem and too mean to his own Cambodian people and for this reason I can never forgive AH HUN SEN by taking side with the Siem while watching his fellow citizen slaughter by the Siem army!
If AH HUN SEN want to be kind and kiss the the Siem's arse and I recommend that he should go to live in Thailand for Cambodia is at war!

Cambodian-Thailand Border Dispute has become exacerbated because of Chheang Vun
Who is Chheang Vun? This guy has weiredly appeared in his public affairs since he was a Cambodian representative at the UNs.
Recently, this guy proclaimed in the public and in front of the news agents that Cambodia has already allied with Vietnam in order to condemn the ongoing border land encroachment of Thailand. In the news, Vun also elaborated that if Thailand still occupies Cambodia border land, Cambodia will take this issue to the UNs as well as the international world.
What is happening to Cambodia now regarding its foreign policy in dealing border dispute with Thailand?
Primarily, we observed that CPP has tremendously exploited the border dispute of Cambodia-Thailand to gain its popularity in recent national election. CPP had also reprimanded Thailand that they will take this case to the UNs, but it has never obligated that statment.
Now it is occuring again that by allying with Vientam, CPP repeatedly reprimanded Thailand to raise the issue to the international communities. Vietnam might have gain huge popularity among some Cambodian people because they might understand that this country is so kind for them regarding dispute with Thailand. Is this CPP's nationalism policy? Or this is just CPP who is trying to legitimize Vietnamese domination in Cambodia?
As a young Cambodias, and I want to tell every Cambodian that, border dispute has become a useful tool for CPP and Vietnam to utilize for their benefits. They have used the international laws as their pretext, but why they have never implemented it.
Or because it is CPP who are so afraid of international laws particularly the stipulations of Paris Peace Agreement? CPP might not so afraid of international laws and Paris Peace Agreement, but Vietnam is so afraid of it because of its numerious illegal agreements with CPP, and the top incument CPP leaders have numeriously signed with Vietnam.
We are Cambodians are just their political tools particularly CPP's tool who is working for Hanoi. And we loss hope for the CPP to deal with Thailand by using international laws and Paris Peace Agreement.
Predictably, through Chheang Vun's public statement, Cambodia can deal with Thailand to settle down this border dispute unless Cambodia, Lao and Vietnam becomes the single strongest union to lobby Asian...
So this is the fate of Cambodia under CPP's leadership...

I find it funny, but yet at the same time, disturbing and sick at how the CPP is handling the border situation with Thailand. The CPP's "This is Cambodia's territory! Get out or face the consequences!" is all for show and to garner up Cambodian people's support for the CPP.
The CPP dares do nothing if Vietnam were to do what the Thai are doing to the areas adjacent to Preah Vihear. Honestly, if you go down to the border crossing between Cambodia and Vietnam in Svay Rieng province, every day you can see uniformed Vietnamese soldiers and officers walking back and forth freely (IN THEIR UNIFORMS WITH THEIR WEAPONS) to eat lunch and buy cigarettes. You never see Cambodian soldiers doing the same because if they do, the Vietnamese (not just soldiers, but even villagers and farmers) would point their weapons and tell them to turn away or be killed on the spot.

Furthermore, if they wanted people from the flat land to have use of the temple, they would have build road for them to get there, but that wasn't the case, was it?
