Economic officials released the government’s plans for a second stage of public finance reform Wednesday, a day ahead of an annual donor meeting.
Cambodia has long struggled with public finance, and its government operations are supported in large part by the hundreds of millions of dollars in aid from other countries and lenders such as the International Monetary Fund and World Bank.
The second stage of the Public Financial Management Reform Program will “enhance financial accountability,” Finance Minister Keat Chhhon said Wednesday.
The goal of the program is to ensure “the efficiency and effectiveness of public financial management through enhancing the responsibilities of public officials at all levels on the use and management of public resources,” he said.
Cambodia is rated one of the world’s most corrupt countries, losing up to $500 million a year in tax revenue to unofficial collection, such as bribes.

It is long over due. Cambodian people are not stupid but the government is... Even with the the government promise of improving public financing management, I think it is only the lip service of this stupid short sighted and selfish government. In reality, it is business as usual.
Folks khmer now you have to prepare to live in tight security meaning that Cambodia is for sure moving toward totalitarian or Junta's regime.
Consequences:
-Probably another killing field or civil war provoked and fueled by Vietnam and China. Any possible civil war or unrest or the clashed between the gov.t and people power will benefit Vietnam as it can pour more illegal immigrants and ligimate the residence of its own people. And the last phase of Vietnamization will be complete by then.
-Khmers has one big enermy:that is Vietnam. Thailand can only cede the land surrounded Preah Vihea Temple but YOUN can take away all khmers land(stop fooling yourself:YOUN everywhere in Cambodia not to mention in the heart of Cambodia, Phnom Penh)and call the extinction of Khmer race.
