E-Commerce to wait until the Cambodian Postal Service is ready
Over the past several years, news on Cambodia Ministry of Post and Telecommunication (MPTC) in the media tends tend to be less except a few news on giving new licenses to new telecom companies.
Most of the Cambodians, who are involving in mailing, doubt about what exactly MPTC is doing at doing. One of the most criticized functions of the MPTC is The Postal Service. Postal Service is most important in every country for E-commerce. Malaysia for example has enjoyed E-commerce from their most reliable postal services and if the country's postal service is not reliable and uncountable then Cambodia has two wait for 10 more years until those people at the MPTC retire and new next generation of professionals are in place.
The current civil servants at MPTC tend to be those old sheep who try to take the opportunity, before their retirement, to make extra money popularly called "corruption" in Cambodia. Their works is of most inefficient and bureaucratic.
Taking money from mailers is not as much important than the value of the lost mails and packages that never reach their destinations. Tourists and local people are having similar complaints on the Cambodian Postal Service but they keep such disappointments inside their hearts because they do not know how to file their complaints and with who.
The above mentioned complaints on corruption, bureaucratic and inefficiency are not much worse than the bad attitudes and habits of opening postal customer' mail or package for valuable items. If the items worth what they want, they would keep the item for themselves (better to rephrase this as theft) and throw the mail or package into the rubbish bin.
One story of a man who won the US DV lottery several years ago was perhaps the worse case and painful. A mail containing important document was sent to him from the US States Department but the mail never reached him while the guy had to go to Bangkok to check with the US embassy in Thailand. He spent a lot of money for his trip to Thailand but he lacked additional supported documents. He was disqualified.
Recently I ordered online a small item from Malaysia for my hobby. Due to the size and weight of the item, the vendor provides free shipping to customers through Airmail. Twenty three days after the date of order, I got no news about my package from the Post Office of my package which should be within 7-15 days at the latest to business address.
So what would the ongoing operation of MPTC contribute to the development of the country and e-commerce? What are currently the development of postal code and people mailing address? Who at MPTC is responsible for the postal service?
The Cambodian postal service website is amazing sometimes works and sometimes not working with the slogan boasting of their reliability and best practice.

These individuals who work at Postal Office are suck. They got no respect at all to people’s properties. They should know that stealing, opening mails and items is a crime and felony. Most people complaint about things got lost and never reaches to recipients. They don’t know anything whatsoever. I wish the government could do something about thievery practice and behave.

I stopped using the Cambodian Postal Service long, long time ago. Before, I sent some valuables in the mails, the mails were opened and all my valuables were stolen. later, I just sent photos, again the mails were opened and the photos thrown in the rubbish bins. Now, will never use the Cambodian Postal Service anymore because it is very corrupt. If the Cambodian govt. want the postal service to be profitable, the govt. must reform the system and severely punish those who tamper (open/ stealing) with the customers' mail.
10 years ago, my mum sent $100 US dollars embeded in the envelope and sent it to my uncle in Battambang via Cambodian Post. They called my uncle and gave him a severe penalty. They took his $100 US away and asked him to pay extra $35 US dollars as a penalty. They advice him to contact us in Australia to not send money embeded in the envelope again.
6:35 AM – I’m 100% convinced that $100 ends up in that officer’s pocket if it doesn’t go to the government. It’s illegal to send cash via mail but it will become legal when it goes to individual’s pocket. I wish whatever item is prohibited and confiscated, should treat it as government property. But for Cambodia… no way Jose.

cambodia should strengthen its postal system again. postal services could bring in lots of money for the gov't if manage wisely. just look at the postal system in the USA, which is control by the federal gov't fetched in billions of dollar annually for the USA. if cambodian gov't can run its postal system properly, then millions of dollars in services can be collected by the gov't from sell of stamps, etc... something to think about rehauling in cambodia. god bless.

Cambodia runs the postal service just like it runs the rubbish collection service, just like it runs the country. What do you want to change?
my dear, it's time to call for an overhaul of the cambodian postal system. if so lack of innovation, please learn from the USA in postal services as the USA and certain other countries out there have better postal system that cambodia can adopt from. for crying out loud, we all want cambodia to be better in improving the way people and businesses operate in the country. i don't think it is to much to ask for reform so we all can enjoy the good life in cambodia. that's all. thank you.

I used to send lots of stuff to my relatives in Phnom Penh. Say 99% of valuable pakaged stuffs were lost, except a normal letter.
I condemn those who committed these crimes at The MPTC. And I hope this corruption would be solved quickly.
I totally agree with this article about the Postal Service in the awful Cambodia. Apart from that, you all should be careful with the credit card used in Cambodia as well. The code can be cracked easily even though it is operated by private commercial banks.

Don't curse or blame them. It's call surving skills. If they don't steal, how are they going to feed their kids and wives. It happens everywhere when you are living in the poorest country in the world.
The government should review their salary.

absolutely true , just remember " Don't send valueable stuff to Cambodia through MPTC , You better pay big higher but reliable service from provider such as Fedex etc. " . I was thinking to take over post office system from government , Only operate under private company just can make it better but It's not easy and need lots money I just think but I wish someone can make it true one day :)
I watched a film "Mr Postman" has given hope to everyone who live far apart by spreading mails to everywhere. But in Cambodia is different, Postman from MPTC always give you heart-attacked. If you send a brief there don't forget to give tip to Postman. If you send used stuff just a one piece u have to pay high tax. It is more expensive than your stuff. When this fucking government can solve this thing? I am full now.

Theft of my package to my wife along with documents happened twice. please just execute all Cambodian polity officials.
