Corruption in Cambodia

Tuesday, January 20, 2009
Op-Ed by U. Bun Heang
Translation from Khmer by Heng Soy

Corruption issue in Cambodia is a tale from the “1001 Nights (The Arabian Nights)” for the Cambodian people. It stretches from the top to the bottom levels of the government.

The anti-corruption law is a law that has not been drafted yet because the Tuol Krasaing (Hun Sen’s residence) group and the CPP are still learning how to put consonants and vowels together to spell the word “law.” Interestingly enough, Cambodian government VIPs have received “Ph.D.” degrees from various unknown universities around the world.

Cambodian people still live in poverty, this is a past reflection on the Tuol Krasaing group and the CPP … because, in the past, the latter were very poor and they did not even have enough to feed their children, but now that the Tuol Krasaing group and the CPP are becoming multi-millionaires and they have plenty to stuff their face, they have also created a class system filled with injustice.

I don't remembered if Sam Rainsy have published the monies that he had received from the donors. I think he should pay taxes for that too. Sam Rainsy should published the donations that he had received. And he will be the leader in that field. We should respect peoples by their actions, not by their talkings ! It easy to day to CPP's high rank are corrupted. How about Sam Rainsy and his wife, where do they get the monies ?

In fact, in one way or another every cambodians are corrupted !
But government corruption's kill all development or slowdown the development of the countries.

Hun Sen will never understand the term "corruption" because he's too dumb to understand it, that's why his government is the most corrupted in the world, but I hope one day soon he will understand it and understand it real good!

By the time Hun Sen understand the word of corruption, Cambodia became disappear already.

I undoubtedly think that Samdech Hun SenVarman and his CPP's parasites are fully understanding the word, "Corruption", otherwise the law of corruption is already officially constituted. If Cambodia has eventually the law of corruption, the end of CPP is near!

Don't worry about Cambodia disappearance. Cambodia will never disappear from the world map; it is Hun Sen who will be sreverly deteated by whoever I don't know, but the consequences of a man's own evil deed will punish him.

Cambodia is systematically organised to be corrupted by the leaders of all level. Pol Pot has used rice as a weapon to control everyone life. He gave everyone half or less than surviving rice for everyone to eat. So he can control everyone very effectively. Hun Sen has used slavery payment to all public servants so that he can also control them. If they want to live in luxury, they have to give Hun Sen their lives such as all CPP supporters. Corruption in Cambodia is from the top to the bottom. In western countries, we called it Pyramid system. First Hun Sen appoint all the ministers and all the top governors. These people have to pay Hun Sen their position fee and monthly fee and yearly fee. And these people can sell the following positions and these laters have the same must pay their positions and their monthly and their annual fee to keep them in their safe position. They don't have to be smarted or to be educated to have a job but just moneys. Now they have organised a faked election of provincial governor and other elected public positions by only allowing elected local commune leaders to vote for them. Ordinary people has no right to elect their own provincial leader at all. People are always talking about corruption but didn't talk about the roots of these corruptions at all. THey wanted to fight against corruptions but didn't think of how to fight with these corruption. If they are still paying slavery salary and slavery wage, how can they fight with corruption. People of all level should used their brain to think of the cause of corruption and the affects of corruptions into the society and the economic development. That cause is very similar to the propose of SRP to put US$ 500 millions into the correction of the economy. If you don't fix all public salary and high income earners salaries, you cannot fix your economy at all. Areak Prey

Mr. Sam Rainsy isn't afraid of anti-corruption law and in fact he is pushing to have anti-corruption law!

The fucken logic is simple and as long as Cambodia doesn't have anti-corruption law and no one will hold accountable for their corrupted behavior!

At least we ain't doing that bad without the stupid law.

Actually there has always been a corruption law in UNTAC criminal law- the problem is prosecution. A new law is not necessary but serves as a good excuse to getting started with more severe forms of corruption. Corruption is a legal definition and is different for different countries. The US has one, called the Foreign Corrupt Practices Act, but it specifically states that paying a public official to expedite paperwork is not actionable nor is paying for university tuition for children of foreign officials prohibited.
