GENERAL Ke Kim Yan, commander-in-chief of the Royal Cambodian Armed Forces and long-time loyalist of Cambodian People's Party President Chea Sim, has been removed from his post in a sweeping reshuffle of the Kingdom's military leadership.
According to a royal decree broadcast Thursday on Apsara Television, Ke Kim Yan's deputy, General Pol Saroeun, has been appointed commander-in-chief, and seven officers have been bumped up to the post of deputy commander-in-chief, including Hun Sen loyalists General Kun Kim and General Meas Sophea.
When contacted by the Post Thursday, Pol Saroeun confirmed he had been promoted. When asked how he felt about it, he replied: "I am modest."
Nem Sowath, Cabinet chief for the Ministry of Defence, said that it was a routine reshuffle of the Kingdom's top brass. "There has been no problem," he said.
He added that Ke Kim Yan had led the army for many years and had made "enviable achievements" since being appointed to the post.
Kem Sokha, president of the Human Rights Party , said the reshuffle was likely a result of internal CPP power politics.
"We have long heard rumours that Prime Minister Hun Sen had plans to remove Ke Kim Yan from commander of RCAF because of an internal dispute," he said, referring to speculation that has abounded since 1997 when reports of Ke Kim Yan's death in the factional fighting sent his family fleeing to Thailand. Although the reports proved erronrous, it later emerged Ke Kim Yan had disputed an order to deploy the army on the streets of Phnom Penh.
In 1999, when Hun Sen appointed Kun Kim to the general staff, observers cast it as a move by the prime minister to tighten his grip on RCAF.
A three-star RCAF general who declined to be named said that he was "very surprised" to hear of the transfer.
"If he was withdrawn from his post without real reason, there could be a reaction from soldiers and commanders," he said.
But Nguon Nhel, first deputy president of the National Assembly, denied the move was a sign of internal divisions in the party. "There is no such dispute in the CPP," Nguon Nhel said. "If there was a dispute, the CPP would not have such support."
Ke Kim Yan could not be reached for comment Thursday.

So this 3-star RCAF general wanted to revolt against Hun Sen? It would be interesting if he will carry out his threats. Would it mean Chea Sim versus Hun Sen? Only time will tell.

Hun Sen solidify his faithful and loyalty.In any event if either Chea Sim or Heng Samrin shaking his rule,DK planned party will be under Hun Sen leadership to confront CPP.
Gen.Ke Kim Yan stands in Hun Sen immoral and dirty politics.By far,ke Kim Yan was seen a rehabilitated commander and citizen.
Given his lonely stance,Ke Kim Yan reminds Hun Sen from time to time of his imbalanced patriotism.
In moving this direction,Hun Sen plots to retire most Generals who had no relations with KNUFS or DK.
Pol Sareun is a DK cadre like Hun Sen.Soon he will be replaced by Meas Sophea ,not quite a DK but rebel too. Pol Sareun is serving as a buffer at time before he's exited too.
Meas Sophea is also a radical from rebel group in the 70's and a Hun Sen appointed commander in 1997 uprising and bloody coup. He has been the real competition for General Ke Kim Yan post and Hok Lundi for sometimes.He wanted the post for sometimes already.He's a Yuon descent and long time mold from Kampot.
Australia worked with US to ease Cambodia pain since Hun Sen's 1997 usurping. (A repeated Sdach Kan event.)

Dear all, not to worry any thing much, as my political observation Khmer is on the March! politically. I understand you all concerned including myself we're some kind of disturbing by this move. Nervertherless, in order to step forward Mr.Hun Sen should have to reshuffle accordind to political motivation then reactivate his team personal. As you all have been seen our enamy are constantly mobilize their movement swife tackling advantage on us. The falling stars Kè Kim Yan from the top to the buttom is/was cause by the new rival from the faction between Soviet trained and Hanoi Trained. Pol Saroeun just graduated as doctoral degree on Military field from Hanoi must carry on the order of Hanoi, otherwise, Pol Saroeun will be (K.....) Kè Kim Yan is Now get a new position as vietnamese said: "Sit down and drink tea".
Hun Sen already showed him the field where he would need to keep gurad of the cattles.

Beyond all politically correct speech
This last time cpp headquarters went often to Hanoi. It is a coincident or an order from yuons that cpp began to change some of its high officers figures? The position fight (not to call purge)sounds intestinal one among cpp cronies but the real problem may come from srok yuons. Look likes the yuons begin to replace more heads much more yuons than the old ones. Even the one that just replaced hok lundy meets yuon head police for more works and cooperation.
What this 3-star general said is true. If Kimyan is removed without any reason there could be a reaction from the soldiers and commanders. Kimyan is very popular with the soldiers and commanders. They love him. So Hun Sen has many angry soldiers and commanders in within the military ranks. Yes, Hun Sen might be brought down by a sniper's bullets, car bombs or helicopter crash.

This is another step closer to a federation of indochina. Vietnam has endoctrinated General Pol Saroeun through a so-called Ph D program at a Vietnamese military academy and have Hun Sen promote him to the present position. With all the uneducated four star generals in all branches of the armed force and all the fake Ph D holders in the government, everything is in place for the next move. The king and the weak oppositions are like Hun Sen's toys to fool the people.
vietcongs that sihanouk and monich 's mother help them to come to Cambodia to train Khmer rouge to kill Khmer people from 1975-1979 they are now very powerful and again very dangerous for Cambodian because those vietcongs are serving in cpp government as a police men and as a robber and as a killer at the same time,only vietnam's puppet hun sen and sihanouk know this more than anybody else.
