Hun Sen lectures future provincial councilors

On Wednesday 28 January, the government organized a sensitization ceremony on the administrative decentralization process, where Hun Sen dispensed his advice to the future members of the provincial councils.

While Cambodia is about to undertake an important reform for the provincial structures, Hun Sen warned about some possible pitfalls. On 17 May 2009, the first phase of this process will be set in motion with the election of municipal and provincial councils, as well as city and district councils.

Hun Sen warned provincial and municipal governors and their deputies, all of whom belong from the CPP, that they will be facing with transfer requests by opposition party members. “Be prepared! There will be unending requests for transfers,” Hun Sen claimed while referring to the new law on administrative management of district councils. This law gives the right to members of this institution to request for a transfer or a firing of governors and their deputies. “But, this does not mean that I will approve all their requests. According to the procedure, the ministry of Interior must conduct an investigation first. If the accused is guilty, so much the better,” Hun Sen explained. He also took the opportunity of this occasion to invite some deputy-governors and under-secretaries to present their candidacy as they please, and he cited as examples, Nam Tum, the governor of Kampong Thom, Chay Sareth, the governor of Pursat, and Khim Samon, a MP, who are all candidates to the position of provincial council head.

Finally, Hun Sen warned the provincial authorities that this decentralization of power does not mean that the provinces are completely autonomous from the central power. “Foreign and military affairs absolutely do not belong the provinces. For example, it is forbidden to maintain relationships with Taiwan. Even for us, we only welcome [Taiwanese] businessmen, but not politicians from this country,” Hun Sen indicated.

I am very disapppointed that Cambodian parliament has too quick to approve a law to organise election for local authority with observing other developped countries such as China and all westernised countries. Local government should be elected universally by people at the same way as National election. Local government and National Government should be fully independented and the National government shouldn't has any role to control or interfer all the affairs of local government. Local government should also have their own budget collected by themselves through land rates, residential rates, fee, permits, licenses, car park in their own city.
They shouldn't work as the shoemate of the central government. Their jobs are;
-Transfering ownership of properties.
-Issue local licenses
-Permit for all new building.
-Development of local road and solve local transportation
-Water and waste water
-local librairy
-Local sport stadium,
-Local environment
-Local developemnt.
The Prime Minister shouldn't have power to control them and their appointment at all. Areak Prey

That’s one man state control….anyway round still under his control. You want local ownership/iniatives/development…ask him first…coz that will loosen his grip of power. That’s characteristic of absolute power!

This absolute power of hun sen is sign that vietnam got hun sen real good. Actually, hun sen don't have a life. Total slavery. He was told to dictate his people, kill his people, told to marry a hanoi agent. Told to do everything, and maybe even told to smoke the shiet out of him.

He might be soon told when to go dead.

Hun Sen humiliate Cambodia self sense in existence and independence. He seems to forget Taiwan has every right to exist on its own citizens wishes and merits.
For 60 years Taiwan has separated itself from Communist China dominance and subjugation.It's an independent country and nation.

Some of the proudly Taiwan state made Cambodia home and try to blend in with the rest of other China elements.

Now Hun Sen has opportunity to defend the powerless Taiwan under the threat and intimidation that China has put out.But he chose to to display his own weakness as a state leader to speak for other fellow state.

It's a shame for Cambodia to have a leader who has no own spinal cord.

This is a strategy to strenghten the power of a modern dictator. Hun Sen cares nothing about the welfare of Khmer people; what he cares the most is to protect his power by means of threatening those who dare to act against him. No wonder why Cambodia has never had surplus. He has spent it all to feed his doggy bodyguards and given salary raise to all his newly promoted officials. In so doing, he will be well protected by them. All dogs need bones to lick; when fresh bones are given, then dogs must be grateful to their master and take good care of him.

If you are not really living in prey, you should have known the barbarian laws of Hun Sen a long time ago. I humbly beg you to come back and live in srok with our miserable people; they have maltreated by this puppetic government for so long, so that you might be able to help them to some extent if not totally free them from oppression, will you? All legal branches of the Hun Sen government have been so established that it can be seen as other government in the world, but only a few active core-members strongly backed by the Yuons, are controlling it; they are, as you know, Hun Sen, Hor Namhong, Sok An, and those whom HunSen has trusted the most, etc. Let's cast aside a few dumb monkeys like Heng Sarin, Chea Sim, Tea Banh; they are used as guard monkeys.

Dear Poster 10.23PM,
I am appreciated with your invitation. But I felt very difficult to accommode myself with other Cambodian politicians. I felt also very guilty if I am going to start my own political party. From the past until now, I supported emotionally opposition party to win and so that they can rescue the country and the people of Cambodia. But since election from 1998, 2003 and 2008 the oppsition is still cannot making the change. Cambodia needs to have a political party who is willing to run Cambodia through middle path. I mean centralised policy. We need to register all citizen with a personal tax number both in public life and in private life. Taxation will be based on personal income. High income earners should pay a gradual taxe to the state and there must be a limited low level income to be exempted from income tax. That way, we can create a social justice. We must strengtening all National institution such as Parliament, Police, Military, Court, to be strongly independent from the control of one man. We must increase the income of all public servants to a liveable level so that we can combat with corruption and we must collect all taxes and duties from all sources so that the government can be freed from begging. With liveable income, Cambodia can re-build very fast our human resources. Local government should be fully independent from central government like in Australia, New Zealand, USA, China etc.. and etc..
But in foreign affairs, I agreed fully that Cambodia shouldn't upset China regarding their provice of Taiwan. It is totally wrong that opposition party do not understand about this global politic and the important of China role around the world. If you upset China, you will be gone. Therefore, each political party should recognise the important relationship with China so that their survival in leading Cambodia can be prospered. We must not confuse the present China and their relationship with Khmer Rouge at all. Many Cambodian leaders have used their relationship with China to suppress their own citizen like Sihanouk, Khmer rouge and Hun Sen. But we must open our eyes, Australia, New Zealand and all countries around the world, have relationship with China to expand their economy and to expand their trade, employments and their tourist industry. Every week, China has a lot of new millionnaire. We need our young people to participate the politic for change. If not Hun Sen is going to transform Cambodia into a slavery society where 80% of citizen will be the slave of the other 20%. Areak Prey

I'm sorry for kidding you. Frankly, being persuaded by some elders, I myself once actively got involved in political of Mr Son Sann in 1993. After that, I have never got involved again, but as you said in your comment; I emotionally support those who risk their lives for the sake of the suffering Khmer people.

Dear Poster 3:45AM,
If you want to join political party in Cambodia, I suggest you to join political party in Overseas first. Then you can learnt from them all their policies and learnt from them how to run a political party and how to gain yourself confidence. Myself, my brother and my son have each of us contested one or more election already in Overseas. Since all my children are in medical profession, they urged me to give up in politic and enjoy the happiness of my retirement instead. But time to time, I have too much free times to come here to express my ideas. Areak Prey

I appreciated to all who still stick on Cambodia politics.As long as you are still a Cambodian nationality blood,we have to fight hard for our mother land.Don't lose hope,some day we have a real freedom and democracy for our Khner people.Do not dream to created a new party at all.It waste your time and your money.It is true,you have to beleive me.Supported the opposition parties as much as you can and involte with them.They are in the front line and willing to sacrifice their live for us.We have to appreciated them and show them your support small or big except to you.We don't need to blame or yield at Hun Sen,it doen't work.Only one solution to save our mother land is to get rid of this guy asap.But How?.Lay out the solution and implemented.
