Mr. Kem Sokha was prevented from distributing donations to soldiers at Preah Vihear temple

Mr. Kem Sokha (pictured), president of the Human Right Party, has told Radio Free Asia on the 1st of January, 2009 by accusing the military leadership in Preah Vihear of discrimination by not allowing him to distribute aid to the soldiers based in the areas.

Mr. Kem Sokha said that his aides went to ask permission before going there but was told by Gen. Srey Doek, commander of Intervention Force of division 12 based in Preah Vihear, that he cannot allow Mr. Kem Sokha to distribute aid in the Preah Vihear areas by using the pretext that he cannot guarantee the safety for Mr. Kem Sokha.

Mr. Kem Sokha said: “I really regret this because I am a Khmer too and that our Khmer army chose not to allow me to go there. I go there in my capacity as a member of parliament, on my legitimate mission, but the military leader of our army said that he cannot guarantee my safety for me to visit our soldiers. This shows that he is incompetent, even to guarantee the security of a member of parliament. And I went there not for political reasons. I went there in my capacity as a member of parliament and I got a permission from the president of the National Assembly.”

There is no reaction from Gen. Srey Doek to these allegations yet.

Mr. Kem Sokha said that, his aims of going there is to visit the Khmer villagers and soldiers based there and to bring donations from Khmers living in the United States who sent their donations through him.

He said that the donations include some medicines, balms and food, like canned fish, dried fish and condensed milk, plus $US5,000 in cash.

The Cambodian military is supposed to be neutral in serving the nation. To prevent Kem Sokha from distributing aid is like depriving the poor soldiers who guarded our borders of much needed assistance. Gen. Srey Doek is not a career soldier, he is a political pawn of the CPP. He is only strong with Khmer, but scared of the Thai. Stop playing politics and let Kem Sokha give medicine and cash to our unfortunate soldiers. Security is not the reasons. No one will kill Kem Sokha if don't kill him. So please let him go.

Cambodian army belongs to Hun Sen; the generals staing there have been bought by Hun Sen, so they become his own dogs. There is no such a thing called neutrality in Cambodia.

CPP officials are very hypocrite. They give official permission to you to visit Preah Vihear, but at the same time they order the General overthere to ban your Entry to the temple. No surprise!

When Thai killed innocent khmer along the boarder, khmer leadership shown no sorrow for the people that is why Thai soliders keep on slaughter khmer like animals, sorry to say but this seem to be true.

I heard khmer soliders are standing strong to defeat Thai solider in case of invasion. I hope it is true don't just say it. Because the fact is each khmer faction are strong against each other but when facing Youn and Siam, they are nothing.

Khmer please be strong. I don't blame the soliders much, it is entirely on the leadership of khmer.

Now the main thing is corruption and killing its innocent people.

the so-called RCAF is infact the tool of Communist Party of Kampuchea currently re-named the CPP. It is not a neutral armed force and it does not serve Khmer interest. It serves communist party interest. This is be clearly understood.

Donating anything to RCAF is to donate to armed dogs that are biting innocent Khmer people.

Those dogs are sent to border not to defend national territory but to create issues for serving communist CPP strategy.

A member backed off from the visit while the other went ahead as palnned. He got there safely and people enthusiastically greeted him. He felt no security problem at all.
The problem was that, after he left the place and returned to Phnom Penh again safely, the SOC local police went to take the names of those who greeted that member of the anti-Vietnamese group, an action which greately frightened those people.

Perhaps, our army and police should be made a-political as in Tanzania for instance. Tanzania ensures the political neutrality of members its defence and police forces by prohibiting their affiliation to any political party. Its Constitution says:

" (3) It is hereby prohibited for any member of the defence and security forces to join any political party save only that he shall have the right to vote which right is specified under article 5 of this Constitution.
(4) For the purpose of this Article, the expression “member of the defence and security forces” means a member in the service of the Defence Forces, the Police Force, the Prisons Service or the National Service, whether on temporary or permanent terms."

Ask Ta Banh: Does he have a DATA Bank of RCAF soldiers? Now in the Army there are only generals and officers but no rank and file soldiers.

The same for the Police Of Former AH HOK. You can see first and second leutenant officers taking guard on the road or asking for bribes from the street vendors.

Many soldiers and policemen are " irregular" because they are working
with the name of other else.

If Mr. Kem Sokha is genuinely interested in providing aid to the troops without ostensibly appearing to gain politically from the donation, then there are more appropriate channels to do so.

I don't have $5,000 or a truckload of supplies to provide to the troops; however, I have been to donate whatever little money I could spare from my $300 monthly income and have always donated ANONYMOUSLY.

A truly kind person does not seek credit for his good deeds.

12:46pm, as a member of parliament, kem sokha has a business to be there. what top secret? the thai officials are there everywhere. you mean, the cambodian military trust the thai, their enemy, more than the cambodian member of parliament? and talking about top secret, tvk went there many times and broadcast all their activities, even in the frontlines, where the khmer and thai soldiers live just 5 metres apart from each other. Please leave politics aside and think about the welfare of the soldiers. the medicines and $5,000 cash that kem sokha brought with him are much needed assistance that would help the soldiers a great deal.

I do not condone the politicization of the Preah Vihear conflict by ANY party in ANY way. Doing so is a betrayal to the troops and the nation.

It's important to understand that Thailand would not be encroaching upon Cambodian sovereignty without tacit approval by the West.

In fact, the modern tanks, jet fighters, and military hardware being used by the Siams to harass our people have been supplied by the Americans, who provide $120 million a year in military aid to Thailand.

Perhaps Kem Sokha, Lao Mong Hay, and Sam Rainsy should use their cozy relationships with the Westerners to pressure the Siams to respect the 1962 ICJ ruling and stop trying to steal our land?
