Funcinpec and NRP to contest May council elections separately after meetings on royalist collaboration fall apart over points of principle
FUNCINPEC and the Norodom Ranariddh Party (NRP) will not sign a memorandum of understanding to create a Nationalist Alliance ahead of May's district and provincial council elections, Funcinpec Second Deputy President Prince Sisowath Sirirath said Sunday.
Despite a promising first meeting, negotiations between the parties deteriorated last week when they failed to agree on a common platform.
"Everything is finished now," Prince Sirirath said. "The discussion between Funcinpec and the NRP has been stopped because of disagreement on the words used, and some of our principles."
But NRP spokesman Suth Dina said that while it was unlikely the parties would contest the elections together, talks were only being put on hold.
"The MoU agreement between the NRP and Funcinpec is postponed because in our two discussions we couldn't find a common principle that both parties could accept," he said.
"But in principle, the NRP intends to cooperate [with Funcinpec] in the local elections in May."
Stumbling blocks
Suth Dina said two obstacles now stood in the way of the parties teaming up, the first of which stemmed from a new subdecree changing the number of district, provincial and municipal council members.
He said the other problem the parties faced was their inability to agree on a list of candidates.
"Funcinpec wants to put a candidate on all candidate lists, but the NRP wants to alternate the name of the candidates on the list and share the votes for all candidates," Suth Dina said.
"In a province where Funcinpec has many members in the commune council, a candidate from Funcinpec would be at the head of the list, [but] the principle is still in discussion."
The NRP spokesman said that, combined, the parties could win seats on new councils in 12 provinces but separately they could only win in six or seven.
Koul Panha, executive director of election monitor Comfrel, agreed, saying that alone both parties would struggle.
"By themselves they cannot gain more seats. If they negotiate, then together they could potentially gain seats," he said.
But, he said, in reality the two parties were bad at working together and have a difficult future. "They cannot come together," he said.
"They join and split and each time they do the voters lose confidence in them."
Negotiations first began almost two weeks ago as both parties attempted to rebuild following major losses in July's national election.

Stop cheating Khmer people, NRP and FUN. You are the bad and the pupets of Hun Sen. Even you combine together but you will not get many seats because most of your candidates/members are selling to CPP already and some of them will vote for SRP.

How can you believe a man like Nhek Bun Chhay bow his head to the CPP just for his nominal position and personal benefit?
Why do they call themselves "ROYALIST"? This mean other parties are " Republican", or do they push them to be REPUBLICAN?
They shouldn't talking about number of seats! They should be talking about formulas that will make things work.
In a real business, its about elements that will make thing work and grows, not looking good and trying to make it look good.
Nhiek Bun Chhay used to be a border robber back in the 70s.
Then he later join the Resistance Fighter force and got his rank up there. This guy hardly can write Khmer. So shame on this old Lion.

I don't know when they're gonna quit it? They will earn nothing for their own political party no for their people. Their previous performances prove that they failed time after time. Why? Because the leaders are not patriotic and
undetemined. N. Ranarith has high education in deed, but lacks decency and dediaction. Knowledge alone will not do anything good, as we have seen all along. I think the reason why they keep getting involved in political challenges is because they have nothing to do. The more they're engaged in it, the more pains, sorrow, and disappointment they bring to the people. Royal politics is perhaps going closer and closer to the end of its road by the reckless performances of its own leaders.
Nhiek Bun Chhay is hardly read and write Khmer, (Me chor Prom Daen)but Sihanouk always to promoted this kind of dump people to the top of Sihanouk's organization. I don't know these people inside out. To know a person inside out one needs to live in the same house or stay in same group regularly, because in public each person often behaves in a way that he can attarct the others'attetion for admiration, but in the house that same person could be bad to his own family. Once, after the 1997 coup d état, I saw Nhiek Bunchhay and Serey Kosal,in different occasions, spoke in public. According to the way they spoke, I assumed that they had and still have no qualities to be Khmer leaders.
Principles? Funcinpec has principles?
Right now, we can see clearly who is worthless !

I am still questioning between Nhiek Bunchhay, Khan Savoeun and Serey Kosal, who did informed CPP that Funcinpec wanted attacked them?
In fact, the idea of attacking the CPP was coming from these 3 persons too. The ex minister of defense and ex.secretary of Funcinpec Tea Chamrath has fiercely opposed them. At that time, CPP was the creator of thieves, taxes on the road, and on, and on... Tea Chamrath have told Ranariddh and these 3 dudes that it was not time for war AGAIN. It was time for reconstructing the country.
Now, we can see clearly that the betrayer was Nhiek Bunchhay. He misinformed the CPP. Serey Kosal and Khan Savoeun, I am not so sure. I just don't TRUSTED these 2 either.

D'accord avec vous pour dire qu'il y a peu de personnes au pouvoir cultives. Faute en tombe aux KHmers Rouges qui ont assassine la couche de la population eduque.
Toutefois, Ranariddh et ses sbires de France ou des USA, qui sont aussi cultives, n'ont rien fait ou voulu faire pour redresser le pays comme il le fallait depuis l'UNTAC. Au contraire! ils se sont laisses aveugles par le pouvoir l'argent et les femmes.
Donc, il n'est pas question de gens cultives ou pas, le plus important pour le developement du pays est l'amourt des khmers et du srok khmer. Et en ce sens, des gens comme Nhiek Bun Chhay, Ke Kim Yan ou Chea Sophara sont des vrais patriotes. Malheureusement, ils ne peuvent rien faire tant que l'on est domine de facon insidieuse par une puissance etrangere que le Vietnam. Et oui! Ne revez pas, le Cambodge est reste un satellite du Vietnam depuis 1989! Pas etonnant, vu que la femme de Sihanouk est elle meme une yuon, ainsi que nombre de gens au gouvernement et dans les milieux d'affaires...
Voyons donc...Ranariddh n'a rien fait. Et NBC, vrais patriotes.

Funcinpec a beaucoup fait de chemins. La simple raison est que Ranariddh et plusieurs autres ne savent pas faire la publicité ou plutôt la gang de Hun Sen fait de la mauvaise publicité sur Funcinpec.
Je vous rappelle que NBC est un simple voleur de la glissade de singes... Sva Roel... Monkey slide.. Si vous avez vécu à Nang Chan, vous saviez de où je parle. Tout le monde le sait. Il faut arrêter de dire que NBC est un vrai compatriote. C'est Sihanouk qui a aidé ce NBC de transformer son visage de voleur à une face de général glorieux. Ces jours-ci, NBC est beaucoup plus renseigner des lieux de Karaoke que les vrais problèmes politiques. En 2004, il avait établi quelques plans avec SRP pour détruire Funcinpec. Et quelques membres de Funcinpec avaient découvert son plan et ils ont déjoué NBC et Sam Rainsy.
NBC est un simple traître de Funcinpec. Point à la ligne. Il faut que quelqu'un le déloge.

1:23 PM: Ben voyons, et qui a donc vendu la position de maire de Phnom Penh, Chef de la Police Municipale ainsi que des postes de secretaires d'etat ou de ministres devolu au FUNCINPEC apres les elections a n'importe qui avait de l'argent, et meme a des membres du CPP depuis les annees 90, mon cher? Ranaridh est l'arriere mental et le traitre. Qui au lieu de se concentrer dans les affaires du pays, passait son temps aux bras de femmes galantes, tout en entretenant plusieurs maitresses? Le FUNCINPEC a fait beaucoup de chemin vers la decheance grace au leadership lumineux de Ranaridh le fou...
1:55 PM ... Je défends les membres qui ont dévolus leur vie pour Funcinpec. Je n'ai pas dit que Ranariddh n'est pas corrompu. Il est loin d'être parfait. Par contre, quand la personne essaie de détruire une partie en utilisant le pouvoir d'une autre partie, c'est la définition de : traître d'un parti. Je pourrais dire que Ranariddh n'est pas un bon chef. Les membres d'une partie politique comme Funcinpec, SRP ou KLP étaient comme une famille. Et quand le gros NBC faisait toutes les actions possibles pour détruire Funcinpec, c'est inacceptable. Malgré que l'on sait Funcinpec était à moitié marionnettes, avant 2007, elle demeurait la balance sociale. Quand la population avait des problèmes, Funcinpec agissait de médiateur. Donc, en délogeant Ranariddh au moment inopportun, NBC a détruit la balance. Depuis la descente de Funcinpec, les problèmes sociaux deviennent de plus en plus grave. Et parfois, ils deviennent catastrophiques. Personne était en mesure de dire que ce soit. Donc pourquoi détruire le Funcinpec, si on n'a pas trouvé un remplaçant? SRP demeure une partie plaignarde. Et rien indique que celà changerait.
Cette partie n'est pas assez puissante pour agir à titre de médiateur comme Funcinpec avait fait.
Et il ne faudrait pas comparer Ranariddh et NBC. Ranariddh n'est pas bon chef, point à la ligne. NBC a beaucoup de mauvaises réputations. Des réputations comme fabricant de drogues ou Mr Karaoke 24h par jour ne sont pas bonnes dans la politique.
Conclusion, NBC n'a rien fait de spécial. Il faut arrêter de donner des fleurs à NBC. En 1997, il faut se poser la question, pourquoi a-t-il survécu? Parmi 28 personnes, pourquoi il y a seulement deux personnes qui ont survécu? L'autre personne qui a survécu semblerait être l'ex.conseiller des Khmers Rouges. Selon certains dires, NBC était aussi impliqué dans les incidents des grenades de 1998 devant l'assemblée nationale.

Plus que la moitié des positions nommées provenaient des sous-secrétaires générales de Funcinpec. Par exemple, en 2004, MM. Chhim Chhirk Leng, Serey Kosal, NBC, Khan Savoeun et Ok Socheat pouvaient nommer quelques postes. J'ai eu l'occasion de pouvoir connaître des gens comme MM Leng et Socheat. Ce sont des personnes intègres. Les membres que ces deux personnes ont nommées leur sont très reconnaissants. Vous devriez aller voir les ex-membres ou membres actuels de Funcinpec, demander à ces gens si M. Socheat a accepté des pots de vin.
Le point que je voulais apporter est Ranariddh n'a pas nommé toutes les positions. Bien sûr, Ranariddh est partisane familiale. La famille royale n'a rien fait, puis la famille royale a obtenu des positions très enviables. Ce pourquoi, plusieurs membres ont perdu leur espoir depuis 2000.
Le point le plus important est que la famille royale n'aidait pas dans la période des élections. Et cette famille royale était partout lors des moments de nomination.
En 2006, Ranariddh avait fait fausse route quand il a laissé Sour Ranny et Mam Bun Neang faire la pluie et le beau temps.
Plus importants, seulement quelques personnes du Funcinpec ont de gros cachets comme le gros NBC.
Donc, depuis 2006, NBC a contribué grandement à la descente de la vie sociale au Cambodge.
