The report warns that Cambodia risks descending into a kleptocracy, alleging that large sums of monies paid to the government are benefiting the ruling elite instead of the people of Cambodia.

Sale is too big word to describe what happened in Cambodia or in Laos but in Cambodia and Laos have been sucked, sacked by viets and some vultures that were invited to profit this bloody feast with viets.
