Speaking at the Business Roundtable in Siem Reap, Hun Sen says the law will only be introduced once the penal code is in place.

PRIME Minister Hun Sen told an international conference in Siem Reap on Monday that the long-delayed anti-corruption law would not be introduced before the penal code was in place.

He said the penal code had been approved by the Council of Ministers and would next be presented to the National Assembly for approval. He said the law would follow soon after but gave no concrete timeline as to when it might be introduced.

Speaking at the Business Roundtable - a gathering of government officials, business leaders and investors - Hun Sen told delegates that the anti-corruption law would not solve the problem of graft on its own.

"The anti-corruption law will not be a magic pill that will eliminate corruption," he said. "But the government does not need to wait for this law on anti-corruption because punishment of those who act illegally is already written into all issued laws."

The introduction of the law has long been a priority for NGOs and donors to the Kingdom. A recent report by the umbrella group NGO Forum on Cambodia complained that there had been even less of an effort to combat corruption in 2008 than there had been the previous year.

Benefits of the law

Sek Borisoth, director of the anti-corruption program at the NGO Pact, said the law would only be meaningful if it was enforced.

Heang Rithy, president of the Cambodian National Research Organisation, said transparency and accountability were essential in democratic countries. Proper enforcement of an anti-corruption law, he said, is necessary for combating graft.

"All of our leaders must have the will to ensure this law is effectively enforced," he said. "An anti-corruption law is very important in helping to change a poor country into a developed country."

"We have seen that those countries that have cut corruption by 70 to 80 percent always develop and progress," he said. "When we have an anti-corruption law, we will have justice in society."

i agree that it's not the "magic pill" as there are other reforms to tackle, meaning the anti-corruption law is not the only way that corruption can be control, although it is a start. really, i think in order to fully understand why this law is necessary, we must also strive to understand the root of corruption as well. corruption, i think, knows no boundary, anybody can be corrupted, if there is no law to curb or no authority to keep watch on it. anti-corruption law is not the only way to cure this old profession, it will take education, self discipline, good leadership, high moral, perseverance, national interest, penal code, strict law against it, perhaps even paradigm change, changes in local mentality, and a whole slew of other bad, personal habit as well to curb and control this practice. yes, the law is not the "magic pill". please understand and learn to analyze the meaning of this because it does have a broad meaning to it. thank you.

that said, i think corruption in cambodia has had a deep root, sort of like a tradition to it all along, not just this administration, even the past administration have had a lot of corruption also. but again, two wrongs don't make it right, though. someone has gotten to change all of this somehow, somewhere, sometime! the KR hated corruption, however, they were stupid when it comes to leading cambodia and killing their own people and turning cambodia into the stone age again. thank god they are history now!

yes, corruption will take more time to control, and it starts with educating and changing people's mentality, i mean all people from all walks of life, rich, poor, peasant, elitist, old, young, society, leader, etc... everybody needs to wake up and smell the coffee and do think outside of the box for a change for it will help cambodia to prosper in the long-run. thank you and god bless cambodia.

Rampant corruption came from the west. Thus, we have to stop the western influence to stop rampant corruption. We can't solved any problem by using wrong medicine.

4:31 AM. You are out of touch with modern trends. Corruptions are everywhere in the world, but Cambodia is the worse one.

Do you know how I knew it? One man bragged endlessly about his great achievement and how he became so rich. He said he came from Vietnam and now he is a son in law of Cambodian general. He is a millionnaire.

How he got that money? He was sent to study Khmer, learned Khmer culture, and changed name Vietnamese to Khmer before he entered into Cambodia to fullfil his mission as a spy. He is not alone many thousand Vietnamese are well trained spies.

His Father in law is Khmer general, a former teacher who also joined Khmer Rouge. The Vietnamese gave his Father in law a big house and servants. They treated his Father in law like King. How they get those money to buy those Khmers? They take out from Cambodia and give back to Khmers with high positions. How can anyone cease the corruption?

And why did you blame the west? Blame your Vietnamese Communist who is doing it to destroy Cambodia and her people.
