PHNOM PENH, Feb. 13 (Xinhua) -- The Cambodian government officials have refused foreign single parents, gay parents, low-income parents and parents with two children to adopt Khmer offspring, national media said on Friday.
They made this opposition clear during meetings with representatives from France and U.S. here this month, said English-language daily newspaper the Phnom Penh Post.
This opposition will become an outright ban when a draft law on adoption, currently being reviewed by the Council of Ministers, is approved by the National Assembly, Koy Kuong, spokesman for the Ministry of Foreign Affairs and International Cooperation, told the newspaper.
The law is expected to pass soon, and will make it legal for Cambodian parents to give up their children for adoption, he said.
Currently, only Cambodian orphans can be adopted.
Minister of Foreign Affairs and International Cooperation Hor Namhong met with Jean Paul Monchau, the French official responsible for overseeing international adoptions, on Feb. 3 and voiced concern about the potential psychological effects such adoptions have on children, according to a ministry press release.
Ouch Borith, secretary of state at the ministry, also raised the same points during a Monday meeting with Janice Jacobs, the assistant secretary of state for consular affairs at the U.S. State Department, it said.

Gay Parents are not parents and did not have the right to adopt children. We are Khmer, have their own Family value and not the same as the Caucasian or "White".
I am not a pro-gay right person, but they do have right to adopt a child just like any others straight couple. Gay people may have differ sexual agenda, but that will be unfair to paint them as an unfit parent. Many children adopted to white family are well raised and educated. Every country has its culture and family value, and no one is surpassing other--each is unique.
They scared that will lead to future successful educated khmer of returning back to srokhmer to do damages to youns living in cambodia.
So they are working on anyway possible to prevent them harm in the future and the continuation of current khmer suffering.
Every rule and laws pass and not pass is to cause khmer suffering.

We are talking about the future of a Khmer not a caucasian young. Of course you right. But you know, that the Khmer society is very complicated. Until today not all American and European societies are ready to except the gay life style.
Same-sex marriages are already legal in Belgium, Spain, Canada, South Africa, Norway and Nepal.
In the United States, same-sex couples can marry in Massachusetts and Connecticut, but their unions are not recognized nationally.
From June 2008 until November 2008, California also granted same-sex marriages. That's why there is a demonstration against "Prop8" in California!
Which one is better?
Between "one child who was born under divorced opposite-sex-marriage parent" and one child who was born under stable same-sex marriage parent"?
Some research has found no major differences in parenting or child development between families headed by two mothers and other fatherless families.
However, this research has also shown children raised by single mothers or children raised by two mothers perceived themselves to be less cognitively and physically competent than their peers from father-present families.
