$15.6m of electricity stolen in 2008 [... the thieves are among the wealthiest and most powerful in Cambodia]

ELECTRICITY theft cost state-run Electricite du Cambodge (EdC) around US$15.6 million in revenue last year alone, officials said Tuesday.

According to the national power supplier, around 10 percent of last year's estimated income was lost due to dishonest clients.

"Last year, the EdC supplied 1.14 billion kilowatts of power to about 205,000 families in Phnom Penh, Kandal and Kampong Speu town," Chhin Ing, director of the EdC's business department, said Tuesday. The total value of the electricity supplied for the year was an estimated $159.6 million, he added.
"Since 2003, the EdC had lost around 11 percent of revenue annually."
"Of this figure, the EdC lost about 9.8 percent due to power stealing," he said.

He said, however, that the loss was lower than previous years.

"Since 2003, the EdC had lost around 11 percent of revenue annually, which declined to about 9.8 last year due to our strong efforts in both technique and management," he said.

According to local media reports, EdC inspectors last week traced a $3,350 loss to the mansion of tycoon Duong Chhiv, chairman of the Chinese Association in Cambodia, who had his electricity meter fixed to avoid payment.

"Electrical power offences always happen, it is unavoidable; it is like police trying to catch thieves, but we constantly inspect houses to check for and reduce power stealing," Chhin Ing said.

"Offenders will be fined based on EdC's regulations," he added.

However, opposition lawmakers speculated Tuesday that electricity fraud was more likely to stem from corruption within the organisation itself.

"As I inspect, power stealing has been conducted by EdC officials themselves. They have allocated and connected electricity for unscrupulous businessmen or powerful people in order to collect money for their own pockets," said Son Chhay, a lawmaker for the opposition Sam Rainsy Party.

"If there is no reform in management, and if there is no proper punishment for corrupt officials, the loss is the burden of the state."

Here we go again proof of foul mouth of KI blog. Stealing is everywhere not just in Cambodia. How many Khmer in Long Beach or elswhere in the US that steal CTN signal, Dish network, DirectTv, cable, ect.?

These kind of behavior need to be punished. The Electricity Authority is doing everything possible to stop it. The same as here they're doing everything to stop it too but theif will be theif everywhere they go, Rich or poor.

And check the house, all of those high ranking officials, the star/the moon generals, Oknhas-thieft, crooked senator/judges..all of these people properly didn't pay a dime for their electric bills...co'z they think they are above everythings!!!

what boggles my mind is that even the super rich are stealing when they get away with the law. i think it's in the society, not just a few in the leadership position. however, until the few leaders who are willing to reform and changing some of their way, cambodia will need a long time to fix this kind of corruption problems. i bet you even the elitists are corrupted not just society in general. perhaps, it will take a paradigm change or even a generational change so the rule of law will be well in place so the future will be better for all cambodians. still a lot of work to be done, don't relax just yet! that said, i think it is the responsibility of society to help fix it, not just a few leaders, but the entire society needs to reform. it also goes to show how greedy people are! given the weak law enforce, of course, you'll going to have this kind of problem. and for anyone to just point finger at only a few individuals in charge is like ignoring the problems in society themselves, not good. everyone needs to be proactive and not to tolerate it at all for it to go away and disappear.

remember opponent politicians are quick to use this for their own political gain. so, even they themselves are not immune to this kind of rampant corruption, trust. it's been going on like this for ages, even before the KR era, etc... not unique. cambodia needs a serious reform in mentality or thinking habit! nothing new at all, don't be fooled! it's in the society, not just a few leaders; it's society! and of course, the KR didn't help that a bit when they were in power that overseered millions of khmer died under their harsh rule! people need to wake up and learn from this bad history, hello!

it's called impunity, when people in public service think that they all above the law and above society, thus they expect everything for free! until this kind of paradigm is changed you will always see this practice in cambodia, and perhaps other parts of the world as well. nobody should be above the law; lets strengthen the rule of law so this way can be discouraged! until everyone wake up and learnt from this, it will take a long time to reform this practice! god bless cambodia.

well, perhaps for reforms purpose, the electricity of cambodia needs to be privatized in order for gov't to better collect the taxes from private company because even in the western society, privatization do better services for the consumers and gov't in general. cambodia has a lot to learn!

The Cambodian power lines or the transmission lines are so outdated! Just take a look at those electrical cables connection and it is so chaotic and so disorganize!

The electrical cable really affect the whole image of Cambodia and I willing to bet AH HUN SEN hasn't give much thought to it! So forget about the five star hotels or the multi- million dollars skyscraper and as long as Cambodia continues to have these kinds of electrical connection Cambodia is just another slum place to visit by tourist!
