CITA's survey shows bleak condition for education in Cambodia

Survey on Situation of Teachers and Education


For the last few years, the teachers' living conditions and social dignity were failed down and loosed. The present education has been going down to the point concerned. The Cambodian Independent Teachers' Association (CITA) have many times demanded the royal government of Cambodia to increase in fit salary in response to the value of living and to uphold the education quality in line with the social needs. Until now, it is appropriate for the government to provide teachers with a good resolution and a better education.

The survey aimed at finding out the teachers' teaching, students' learning and education quality from primary school to high school. The related institutions can use these results or submit to royal government of Cambodia to solve.

RESULTS

1- Interviewer:

In totality, there were 460 teachers, 23.91% were women, gave an interview, in 9 provincescities across the country. 46.52% was primary school teachers, 30.37% was women, 28.26% was junior high school teachers, 23.84% was women and 25.21% was high school teachers, 12.06% was women. The answer to the CITA's questions is a frank expression reflected reality of teachers, students and education and was seen as a concern of the youth and future society.

2- Teaching:

There was 48% of teachers regularly teach and take notice of responsibility to the duty, position, and feel pity for Khmer next generation, although, they have a bad living conditions. If they have a good salary, then teaching will be better.

There was 53.91% of teachers irregularly teach and take no notice of students. The bad teaching, teachers put the blame on the government for not increasing in a fit salary and take time to find for the second job in order to earn an extra money to support their daily living conditions.

There was 1.08% of teachers did not teach, and did not worry about a future of the students and think of only searching for extra job. Some teachers have the same ideas with the school management or provincial-district education management by giving salary to the management.

3- School dropped out

There was 6.95% of teachers said that the students did not abandon the school because they are aware of learning values and importance and want to become a good citizens in the society.

There was 93.04% of teachers said that the rate of students dropped out school is very high, 40.85% in primary school, 38.55% in junior high school and 32.64% in high school and 30.08% in grade 10. The results showed that the present education failed to the dangerous point. The reason of school dropped out, the teachers affirmed that because of poorness, lacking of traveling means and the school is far from their home. On the other hand, the students' parents did not push their children to school but pulled them out of school in order to help working or sear for job in factory.

The students spent so much money for buying lesson, questions, exam paper sheet, cake, and sugar from their teachers and some teachers took money from students. Then again, teachers did not regularly teach and cause the students to more dropped out school because of bad environment of society, especially the students loss confidence in finding for job when ending school.

4- Education Quality

There were 2.60% of teachers said that the education quality is good because the students took notice of their study and were aware of their study values and teachers tried very hard to transfer their knowledge even if bad or good salary they got.

There were 52.39% of teachers made assessment that the education quality is medium. The students have bad living conditions and are often absent from school in order to help working their parents, and there is no enough school and education materials.

There were 45% of teachers regarded education quality is weak or no quality. The weak students or no quality is because of unjust examination not in line with the students' capability. Each year, 95% of the whole students are required to pass an exam. There are too much students in the class, the school lacks of books for students and teachers, and a gambling place is next to the school.

The bad salary, teachers pay no attention to their teaching, have no enough time to research documents and take time to teach an extra hours. The bad environment of society dragged the students to have corruption in education. The students are often absent from school, tired of study and hopeless to have job after ending the study.

The survey showed that the government principle of new millennium, on a strategic plan to gain education for all, at least at grade 9 for the basic education by 2015, is unable to approach. In order to achieve an education for all and better education quality, the government should build enough school, increase in fit salary for teachers, and reduce corruption and the school should have enough education materials.

Presently, both living conditions of teachers and education quality have been going down to the emergent point, the government should take immediate action to resolve because it will impact all sectors in the society.

It's hard NOT to blame the government. The officials are supposed to be a role models for generations to come. But, what I see in Cambodian Society is self-indulgent, introvert, self-centered, EGOTISTICAL BEING, agnostic society, and PLAQUED BY ETERNAL CORRUPTIONs. We, Khmers, needed to take a step back & pause to contemplate! WHAT DOES EVERY KHMER CITIZENS WANT FROM THE REMAINING MOTHERLAND?

I was spared by the Khmer Rouge insurgents back during 1975; i'm 40 y.o. today and have been following the situations in Cambodia for years. Mr. Hun Sen and his Kleptocratic lineages have been popping up schools in honor of the Family's name. I asked, where is the honor in that when our government overlooked the condition in Cambodia. I can give you reasons to fill the NYC phone books 70*70*. But, for the sake of simplicity I just wanted to discuss the government self-centered/introverted/and arrogant attitudes toward the public in mismanagement or holding back the society from progessing, EDUCATION.

HAS THE KINGDOM OF CAMBODIA EVER SCRATCH THE HEAD & WONDER WHAT MAKE US STAGNANT IN A PERIOD OF HUNTING & GATHERING SOCIETY?

It's the lacked of education. I have brothers, cousins, and friends in Cambodia who are teachers. I asked them what are you teaching, "oh, this & that". And it's safe to say teachers in Cambodia are under-educated, lack of conscioustious, dis-unity, lack of optimistic,feeble will power, and fear of the repercussion if decided to stand up against administration. I have mentioned before when a teacher goes to get paid, a fraction of the monthly salary goes to the person in the payroll department.

What kinds of students do we want to produce in Khmer Society? Pause.

In Cambodia, when teachers eat chalk, what do we expect their students to learn?

In America, when teachers eat peanut, what happens to their students?

I agree with all the posters above.

When a government doesn't respect and promote the quality of education, there will an domino effect on the society in every espect of its citizens'lives.

Corruption, violence, poverty and diseases will plague the society.

Building schools to fit the needs the student pupolation is great, but this is only one characteristic of an effective educational system. Such system requires adequate resources to fund the teachers' salary, to purchase school and students' materials, to pay teachers' profesional development, and so on.

An effective educational system also requires a strong leadership, qualified teachers, effective instruction and rigorous curriculum, supports from the government, enough funding, parnership with businesses and communities, and strong parent involvement.

Cambodia has to start with funding teachers' salary and providing adequate school supply. When teachers receive decent salary, it is fair for the public to ask them to hold accountable for the success of the students.

The public school systems in the United States is not great either, but the funding allocation depends on the number of students. This means that numbers of students drives the staffing process. Supplies are adequade and teachers in some places can eat better than peanutonce in awhile.

I believe that Cambodia must value its education as the top priority.And I strongly feel that the government can do it if it wants to.

and on top of that, Ah Hun Sen government did not pay teachers since January 2009 to March 2009.
