Deputy Prime Minister and Minister of Interior Sar Kheng (pictured) has announced to allow inter-departmental debates in the Interior Ministry during a ministry's conference to report the results of the ministry's works for 2008.
On 4th March, the ministry's conference was held and participants debated each other to find ways to improve the effectiveness and efficiency of the ministry's future tasks.
Mr. Sar Kheng said that the ministry had achieved good results on issues of social orders for 2008 as evidenced by the thwarting of a terrorist attack and the successful security measures put in place to protect the celebration of 7th January Day.
Mr. Sar Kheng asked the conference to evaluate the ministry yesteryear's works and encouraged the participants to freely debate each other in order to find ways to improve the effectiveness and efficiency of the ministry's future works.
-----------------------------------
Khmerization's comments: Mr. Sar Kheng's announcement seems to contradict his boss', Mr. Hun Sen's, announcement of the removal of a National Congress from the constitution. While Mr. Sar Kheng wants a free debate on how to improve the works within his ministry, Mr. Hun Sen wants to remove a National Congress - a national debate forum for all citizens to discuss on how to improve the effectiveness and the efficiency of the government's perfomances. It seems that Cambodia is moving toward an autocratic and authoritarian rule by the day. This is a step backward in the democratisation process of Cambodia.

Watch out Mr Sar Kheng do not make your Mad dog mad , He gonna have you sack like Ke Kim YAn and make you as a number 11 deputy primister ..
Beside of bring him to verdict as Council Meeting has issued, Ke Kimyan is nominated 10th Deputy Prime Minister. This not happened coincidental, Hun Sen is experiencing bone inside his throat.
Sar Keng has worked calmly but effectively and strongly...
11:36am, true and Ke Kimyan has done the same. But, chea Sim and Sar Kheng have been effectively neutralized and incapacitated by Hun Sen already. but internal fighting within the CPP will remain, but at a smaller scale.
As I have said before that Cambodian police need to be reformed by neutralising the whole police force from Pilitical party. All policemen and women should be at the same grade. Only office manager and CEI are needed to manage all police force. They must station around their police stations in all over the country. Their job is to implement the laws approved by the National Assembly. They shouldb't take order from any politician included Prime Minister. THey can only take order from their call centre. They are not only policing ordinary people behavious but even the Prime Minister himself. Areak Prey
4:01pm, totally agreed. In the West, America, UK or Australia, the president or prime ministers have no power to order the police what to do. It is the Police Commissioners who are appointed by parliament who have the power to order police what to do. Normally to protect the community from crimes, but never to protect anyone's political interests like in Cambodia.
What difference does it makes? Let's say you are a parliamentarian, and you do someone a favor by appointing him a Police commissioner. Now if you want to arrest someone, you just ask the guy that you appointed, and he'll be more than happy to do it for you. Isn't that so?
You idiots always think you got a perfect system in the west, but the truth of the matter is it is all in your brainwashed head, not a reality.
Hun Sen is scared of losing power if free debates are allowed. Let support Sar Kheng. Hun Sen will reacts to that agrily, but sacking Sar Kheng is just like sacking himself.
7:13 PM
I know you were educated in the west. Is it that because you'd achieved nothing but a degree or two?
I do not blame on east or west, free debates should be allowed. If Hun Sen or others have a strong leadership, they should be able to explain or react. The general audiences are not stupid, they can judge who might be right or wrong.
It's more than enough for him. I would not mind at all if his elder son becomes a PM now, but it is just too long for him.
For 30 years, Cambodia under Hun Sen has moved at a snail pace. He wants to rule forever. Because of his failures, on economic and border issues, he must let the young generation take charge now. In the West and in the democratic East, they become wealthy because they change leaders who are incompetent. Hun Sen is incompetent, therefore he must go.
Bullshit, double digits growth ain't no snail speed. As a matter fact, many people complaining about Cambodia moving too fast.
Moving too fast? Bullshit, Bullshit! The Viet controlled Hun Sen regime is for the interest of Khmer people? That's a total Bullshit! That's just a freaking Viet propaganda to control Cambodia!
ត្រូវសំឡាប់ពួកអាយួនអោយចេញអស់ពីស្រុកខ្មែរ Now!
Cambodia grow too fast? How come lot of Cambodians are still living below poverty line. Only the rich and the powerful benefit from Hun Sen's corrupt rule. Stealing from the poor to give to the rich as evidenced by the inhuman evictions that have taken place in Dey Krohom and elsewhere.
33% and counting down is not really a lot when you consider 25% of the population in Louisiana lives below poverty line.
Why Tonle Sap Lake still a mess?? i'm talking about traffics on the lake!, because those illegal people(YOUN), they built fishing trap in the middle of lake? Aren't they suppose to clean up these people out to the lake?? these people destroying everthing!! man!
