NEARLY two months after his removal as commander-in-chief of the Royal Cambodian Armed Forces, General Ke Kim Yan has been tipped to become a deputy prime minister, a government official said, although mystery surrounds the nature and timing of the new appointment.

Minister of Information Khieu Kanharith told the Post by phone Tuesday that Prime Minister Hun Sen had "requested the appointment of Ke Kim Yan as deputy prime minister" and was "awaiting the approval of the National Assembly".

He said also that he hoped the appointment would put to bed "speculations" about a rift between Hun Sen and Ke Kim Yan.

"What Ke Kim Yan said is that he never lost confidence in his boss, meaning Hun Sen," Khieu Kanharith clarified later via email.

Lack of information

But Ke Kim Yan, who has been jobless since losing his post back in January to his former deputy, General Pol Saroeun, in what officials have described as a military "reshuffle", told the Post that he had "not been informed" of the new appointment and could not confirm whether it was true.

Likewise, Phay Siphan, spokesman for the Council of Ministers, said he had heard the news but could confirm only that it "might" be true.

Nguon Nhel, deputy president of the National Assembly, said similarly that he had not yet received a request from the government for Ke Kim Yan's promotion but that if and when the request came, the National Assembly's permanent committee members would hold a meeting to decide on the issue.

"If there is a request, the permanent committee members will have to hold an extraordinary session because parliamentarians are on vacation until the end of March," he said.

But an official at the Council of Ministers who spoke on condition of anonymity said he was preparing Ke Kim Yan's photos to put in a photo album of government leaders.

"We know he is being promoted to the post of deputy prime minister, so that's why we need to select his photos to put in the album," the official said.

Ke Kim Yan's position as Deputy PM in charge of anti-trafficking is meaningless. It is a powerless position. He is appointed Deputy PM just to make it seem that he is being promoted. But in fact the position is a floating one- no power.

Haha ya just like the prince Rannaridh... his ranking is as high as PM Hun Sen but is powerless. This is the culture of "giving face" in Cambodia...

It's not normal, if Hun Sen announced that Ke Kim Yen is involved in land grapping etc.. there should be some action to be done according to the law.

But he will be promoted as a deputy PM... WHAT DOES IT MEAN?

I see nothing wrong with potato diggers or dishers. They live in healthy and happy life. Corrupted officials always live in FEARS, and never have a real smiling face, and their lives are the most dirtier in any society.

Je suis Khmere LEU mais je n'aime pas l'équipe actuelle et je sais Une chose c'est que Mr KKY malgré son passé il a au moins une petite fibre patriotisme il n'a pas vendu la terre khmer au VN même remarque que Mr TB. J'ignore les secrets de la haute sphere mais de visu il est corrmpu et c'est exact Si je ne me trompais pas il n'était pas convoqué souvent par les VN

Vietnam wants Ke Kim Yan out of the way and puts their man with a vietnam fabricated Ph D in for an easier integration of Srok Khmer into the federation of indochina. Hun Sen is happy to obey his mater's order from Hanoi. Vietnam has already manipulated to make sure that Hun Sen's son, Manet will not have a real military posittion of power because they figure that when a time comes to officially incorporate Srok Khmer into the federation, the son might resist.That son, with a new one star on his shoulders should have gone through Fort Levenworth and hold real military positions.

Hun Sen has appointed Ke Kim Yan in the position of Minister of Anti-Drug Trafficking. Eventually, Hun Sen will conjure up some conniving scheme that will trap Ke Kim Yan with involvements in some sort of drug-trafficking scandal. Ke Kim Yan will be accused of corruption and involvement in illegal business. Hun Sen will then call upon the National Police to arrest K Kim Yan and place him in Prey Sar Prison. This will be a way to get rid of Ke Kim Yan, decrease Chea Sim's support base and further drain influence out from Ke Kim Yan's loyalists in the RCAF.

Dear All,
The prime minister of a ruling party can appoint some government official with government apointment. But for all ministers, deputy Prime minister and Prime Minister himself should be from people who have been elected as member of Parliament because this government is a government who have bornt from parliamentarian election and not by Presidential election. Therefore the appointment of Ke Kim Yan as Deputy Prime Minister is illegal and unconstitutional. Areak Prey

Would someone let Ke Kim Yan know that it's time for him to recruit his former army friends and coleage to knock the premier first before the premier get rid of kim yan. He has to act like the wild wild west in US. THE FIRST SHOOTER WIN. And the premier will not let him longer believe me.

12:29am, 100% agreed. This is an elaborate strategy by Hun Sen to trap Kim Yan. This anti-drug trafficking position is powerless, but Hun Sen's ultimate goal is to put Kim Yan in a cage or trap. Just wait and see, sooner Kim Yan will be accused of involving in drug-trafficking of some sorts and demoted and or arrrested.
