EDC accuses Tycoon (Oknha) Duong Chhiv of fixing electricity meters

Tycoon (Oknha) Duong Chhiv, the president of the Chinese association in Cambodia, is allegedly involved in and is accused of state electricity theft.
On Tuesday, inspectors for EdC (Electricity of Cambodia) conducted an investigation and they found out the rich mansion located at 204 Oknha Chhun Street, belonging to tycoon Duong Chhiv, had its electricity meter fixed causing EdC to lose several hundreds of thousands of riels in revenue.
EdC inspectors charged that the house belonging to tycoon Duong Chhiv contained a fixed up electricity meter, and that electricity theft has been conducted for the past 6 to 7 months. The theft led to a loss of 800,000 riels ($200) in EdC revenue per month just for this house alone.
A source among EdC inspectors who was involved in the actual investigation, indicated that the house belongs to a person by the name of Sat Navy, i.e. (the wife of) tycoon Duong Chhiv. Each month, because of the fixed up electricity meter, EdC lost between 1,000 to 2,000 kwh of electricity, amounting to 800,000 riels ($200) per month.
Chea Sin Hel, a director for electricity distribution of EdC who led the investigation team and noted the fixed up electricity meter number 310 located in front of tycoon Duong Chhiv’s house, said that the owner of the house refused to take responsibility and tried to avoid signing the form recognizing the fact as observed by EdC inspectors.
Chea Sin Hel added that it was not until later, that the house owner cooperated: “The meter was fixed up for the past 6 or 7 months. Therefore, we are not bringing any charge on who was involved yet, we just take note of the situation first.”
He added that the next step in this case would be to send the case to the authority to deal with it according to the law.
When reached over the phone by RFA, tycoon Duong Chhiv, the president of the Chinese association in all of Cambodia, briefly said: “I don’t know, I don’t know about this case. Call 012 3377 instead…” When RFA called that number, there was no response because the phone was turned off.
Phnom Penh SRP MP Son Chhay commented: “Keat Chhon’s ministry of Finance claimed that the government spent more than $160 million to help pay for EdC’s (operation) loss in electricity sale, but (the theft of electricity) is not just this tycoon’s case alone, there are numerous high-ranking officials who are also stealing state electricity in this manner as well.”
An EdC official indicated that EdC loses more than $1 million each year due to electricity theft, fixed up of electricity meters, and dead meters, etc... The same official indicated that EdC will pursue its investigation.
According to the Cambodian law, any person involved in theft will be sentenced to 6 months to 5 years in jail time, but if the theft is performed by a group of people, the penal sentence increases to 3 to 10 years of jail time.

Well, you can't put anyone in jail until you have their finger print on the meter for evidence or something. How do we know that the meter is not defective? However, with pouk Ah Scam Rainxy, you are guilty until proven innocent, which is what they like.

I d'nt think, Mr. Doung Chhiv involved with the meter fixed. He did not have time to look after this matter, but the responsible person.
To a certain extend you are right, 4:31, but if someone try to steal his meter and damaged it, he can't be responsible for that.
Doung Chiv is too busy to steal this few hundred dollars. It take time to find someone can do this kind of job.
These stealing behaviour is normally happen from the EDC itself. I remember that 10 years ago, a man name Chea Rithy was jailed for the electricity stealing. But it is not the exact reason to put him in the jail, the truth is that they did share their wealths appropriatlly. The income he made at that time was about 100,000 a month, and only 30% went to the pocket of those high levels in the EDC.
However, he was quietly freed later. Now this man is still conducting the electricity stealing, but this time he is cleverer, keeps low profile and takes smaller stake than those in the EDC.
EDC is notorous in their management. I know the former president Tan Kim Ven who owns a four star hotel in Seam Reap valued at about ten million. How did he make this money from if he had only stay in the EDC for only 15 years.
The new president have recently demonstrated to have a shake up in the management. But how can he do that, if he treated himself a 180,000 dollar Lexus immediatly after he took over the EDC.

From time to time, some of these tycoons as well as government officials and high ranking military & police officers in Phnom Penh may squander state assets or be very cheap and cheat the system. In this case with the electrical meter alteration, we see that it has been tampered but we don't have solid evidence as to who was the tamperer. It could be the resident, it could be a close associate of the resident, an enemy of the resident or even the EdC themselves in an attempt to collect more money.
what i don't understand is if you are already a super rich person, why still be a thief? is it greed? is it ignorant? is it the old, die-hard mentality? is it bad culture, tradition? what is it? i guess rich person who once very poor themselves to be so stingy or frugal like this! wake up, person, if you are already very rich, you don't need to do this kind of low-life stealing like this again, after all, the money some people have they can't even spend it all in their life time. so, i hope they are smarter than that for the sake of cambodia. thank you.

Here is the appropriated rule for this case.
1-First the EDC must send an invoice to Duong Chhiv for all the amounst lost for the period of 7 months or so plus 10% penalty. EDC must inform to the police for the thef
2-The police must take care for the thef case by sending him to the court for prosecution.
3-The member of parliament must write to the king to withdran his King Honour title of Oknha. Anyone caught for committing a crime will authomatically loosing their honour title.

But in Cambodian context, it seems everyone is trying to suck out from the nation. Ask yourself; are you the contributor to society or are you the burden to society? they must've taken advantage of chaos in cambodia, but i believe sooner or later law will catch up with the greedy and eventually they'll pay for it, especially when all system in cambodia get overhaul and fixed again. the funny thing about cambodia too is that even the rich are trying to avoid the law and avoid doing what is right. so, it is really hard for gov't to tell them all. it seems like almost everyone is doing it in cambodia, the entire society, perhaps. that's why it is good to introduce some paradigm change to cambodia so things will get better again in the near future. god bless cambodia.
