Sacked General Proposed for Deputy PM

Gen. Ke Kim Yan, the former commander of the armed forces who was fired in January, will be given a position as deputy prime minister, pending parliamentary approval, officials said Wednesday.

Prime Minsiter Hun Sen fired Ke Kim Yan for improprieties in running a side business, instead of commanding the Royal Cambodian Armed Forces, but officials say a proposal for his appointment to deputy prime minister will be made to the National Assembly.

Defense Minister Gen. Tea Banh told VOA Khmer Tuesday there was “nothing strange” about the appointment, as Ke Kim Yan had served the military “for a long time.”

Ke Kim Yan served as commander-in-chief for three administrations. His sacking worried some over a split within the ruling Cambodian People’s Party, but one observer said the promotion to deputy prime minister indicated “peace and stability” within the government.

The military command shake-up comes as Cambodia prepares for continued cooperation with the US and set to host a multinational military exercise in 2010, Tea Banh said.

More than 10 countries, including the US, will participate in the exercises, a “heavy responsibility” for Cambodia, Tea Banh said.

Cambodia regularly sends troops on UN peacekeeping missions to Sudan and has joined military exercises with Mongolia and Bangladesh.

The promotion is a two-headed CPP agenda. I can see some conniving inter-CPP games being played out soon. Ke Kim Yan just happens to be a chess piece that Hun Sen is moving around.

CPP is the best united party of all parties. If you want to help Cambodia, join CPP. If you want to destroy Cambodia, join the weak and divided SRP.

This is another breach of the laws by Hun sen. As prime Minister he can appoint some government officials whose are government apointment. But for all ministers and deputy Prime Minister positions, only those who have been elected as member of parliament in 2008 general election can be apointed for those position. The Prime Minister cannot appoint member of the public to those positions at all. After three terms in a legal government, Hun Sen cannot understand about his mandate yet. He should resign for this wrong appointment. AReak Prey

Well, nothing is perfect, but it's still better to have a "Strongman in a weak State" than to have "Weakman in a weak State".

In cambodia those who are in power rule the country, not the king or rules of law. Here hun sen has manipulated peiple in the cpp circle to prevent possible uprising which could topple current cambodian goverment. By creating a useless position for mr kimyan and a handful of others, hun sen has play his political game well...
