Vietnam and Cambodia signed a memorandum of understanding (MoU) in Hanoi on March 4 to strengthen bilateral cooperation in planning and investment.
Signatories to the document were Vietnamese Minister of Planning and Investment Vo Hong Phuc and Cambodian Minister of Planning Chhay Than.
Under the MoU, both ministries will closely co-ordinate in devising plans to improve advisory work for their governments. They will hold the exchange of high-level delegations annually, share experiences in planning, and organize short-term training courses for their staff.
This year, the Ministry of Planning and Investment (MPI) will invite officials from the Cambodian Ministry of Planning to visit several border provinces on fact-finding trips to promote mutual understanding.
Last year, the Government of Vietnam provided VND90 billion in non-refundable aid to the Cambodian Royal Government to strengthen cooperation in the field of education and training, according to the MPI. In addition, Vietnam also granted more than 1,800 scholarships to Cambodian students in the field of education, culture, sports, and inspection.
In 2008, two-way trade between the two countries reached US$1.7 billion, up 42 percent compared to the previous year. Currently, around 39 Vietnamese projects capitalized at US$211.2 million have received business licenses from the government of Cambodia.

i think not! this is a new era for most of the world. i think everywhere are just tryint o make peace and mend fences with each other in order to look toward a more bright, prosperous future side by side, you know. just because people have done wrong thing or injustice in the past, especially during the dark ages or stone age era doesn't mean they are prone to do it again, unless they are not human and are brainless, or something along that line; however, most people wanted to do the right thing in order to have peace and prosperity for all. look, if the EU countries can do it asean should be able to achieve as well given we all learn from the history and the past to respect each other's international boundary lines. so, the first thing to do is to properly demarcate the international borderlines, then no future problem and no worry about who is trying to steal from who etc, when all borderline are properly demarcated permanently. this is what all nation in the world ought to be focussing on, demarcating all their international boundary so to prevent any future incursion or steal of each other's lands, territory, etc... until that's done, it is not right to talk about leasing lands, territory, etc... that has to be done first! hello. i think it's boils down to common sense, actually! thank you.

This is especially important to help make up for the world financial catastrophe. I can't imagine without it; that is a strong cooperation in planning and investment with neighbors.

the way i see it is that it is funny how the vietnamese is trying to compete with the rest of the world who do show interest in cambodia in this new era of peace and prosperity. i think what the vietnamese or as i like to call them in khmer "youn" don't realize is that khmer people and cambodia, historically are never fond of them as a race as they are really a threat to our khmer identity and culture, tradition, etc... remember, after all, khmer people did have a good reason not to trust or like the youn as we think they are here to colonize us and our ancient way and so on. plus they have nothing good for us; and instead steal our lands and waters. just learn in history how they steal the mekong delta and koh tral island from us, khmer people. so, why should we trust the youn at all? i think this is one reason why many khmers are fighting with the current regime because they tend to lean too closely with the vietnamese, the historical enemy of khmer people and cambodia. so, it is important for westerners to understand this khmer psychic way of thinking because it was cambodia and khmer people that lost our lands and water territories to the vietnamese and not the other way around. this is part of the root of the problem of not trusting our neighbors in cambodian and khmer psyche. i hope people understand this as it is not that easy for khmer people to just forget that dark history of our past. so, khmer people are never fond of the vietnamese, particularly, and siem, too, so there are still a lot of mending fences to go before khmer people can totally accept to become friendly to the vietnamese, especially if they invade or steal from cambodia. so, it's really is a trust issue here in cambodia.
that said, however doesn't mean we go out to kill them or something like that. cambodian people just wanted to protect our lands and territories from losing to vietnam again like in the dark age. the vietnamese gov't need to respect our international boundary and not trespass and steal from cambodia again. it they can't respect this, then there's never going to be peace and quiet with khmer people ever! so, everybody in the world, if they need to try to understand our khmer psyche they need to understand how we think about the vietnamese and even the thai for that matter because to ignore this is like not understanding how we think! thus, cambodia needs to strengthen our khmer identity and language more! however, don't misunderstand us khmer, because we like english, french, japanese language ,etc... as it is international language anyway everywhere we go we hear it used. so, we are fined with that. but not with the vietnamese language, definitely! god bless cambodia.
