Expert Witness: Hun Sen was a member of the Khmer Rouge regime

A key witness in the Khmer Rouge trial has accused Prime Minister Hun Sen of being a key member of the Khmer Rouge regime that killed more than 1.7 million people in the 1970s, reports Deum Ampil newspaper.

Mr. Nayan Chanda (pictured), an expert on the Khmer Rouge regime who wrote a book titled "Brother Enemy", claimed on Monday that "Prime Minister Hun Sen used to be a member of the Khmer Rouge regime."

Nayan Chanda, an Indian academic of politics and history of South Eas Asia, was called as an expert witness in the trial of Duch. He claimed that Mr. Hun Sen used to be a member of the Khmer Rouge leadership based in the Eastern Zone who had actively led the fight to expel the Vietnamese settlers out of Cambodia in 1977.

Responding to Mr. Chanda's allegations, Mr. Khieu Kanharith, the government spokesman, said that the charge that the head of a government was a member of the Khmer Rouge regime is the duty of the prosecutor and the trial judges and not the duty of a witness. He said that the prosecutor and the judges have the duty to investigate how true is the accusations that have been made by the witness. He added that any witnesses who wrongly told untrue information will lead the court to make a wrong conclusion. He also claimed that Mr. Chanda's testimonies had further added confusions to the court, which has already been confused.

This is the first time that Prime Minister Hun Sen, who held powers for more than 30 years, had been mentioned in the Khmer Rouge Tribunal as a key player in the Khmer Rouge regime which was responsible for the deaths of more than 1.7 million people.

However, experts believe that Prime Minister Hun Sen will never be brought to trial because the Khmer Rouge Tribunal has jurisdiction to try only 5 key members of the Khmer Rouge leadership.

Attempts by the Tribunal to widen its scope of jurisdiction on several occasions have failed.

It's well known that Hun Sen was a Khmer Rouge commander in the Eastern Zone. But when an expert testified against him, Hun Sen should be tried by the KR court. He had committed atrocities during the KR regime, so he should be punished.

who care and why do we need to punish Hun Sen for an attrocities he had committed in the past during the KR regime for over 30 years ago?? I don't get it. We can not even touch him or punish him for the crimes he committed now??? why you think we can go back to the past??? He was a member of Khmer Rouge doesnt mean he had the power and did order for the mass killings. I believe he was an innocent soldier/cammander.
Lets the court find out, who was involved the killings if there would be a chance. Were there any his family members got executed during KR time? I heard he did run for his life to VN while Khmer Rouge after him.

People vote 90 seats for Hun Sen, so this indicate that the behavior and activity of Hun Sen and the 90-seat people are the same. That why we heard and saw the violences throughout the country. Sirene of ambulences taken the the victimes to the hospital weere heard 24 hours every place in the city. Listen to 103 FM radio at 6 am, read Koh Santepheap and Rasmei Kampuchea newspaper etc. we see that there are alot of crimes and violences throughtout the country.

Hun was a Khmer Rouge who took part in murdering innocent gifted and intelligent Cambodians during the 1970's. After running away to Vietnam in 1978-79, he returned to Cambodia to kill more Cambodians, but this time his fellow Khmer Rouge comrades. To this day, he still orders the executions of Cambodian opposition lawmakers, activists, journalists and innocent civilians and very soon, his very own CPP members.

In case this happen, it will be good for some here, who were always thinking, they were Mr. 100 % clean and superman.

In the West, if you committed just ordinary crimes you will be punished even after 50 or 60 years later. Hun Sen had committed crimes against humanity just 30 years ago, so it is not too late to punish him.

Why are you so tenacious in bringing our PM Hun Sen and his government down? Is it because one of your most respected royal members is related to Sihanouk? Come on man, Sihanouk was/is the leader of the KR regime!

Why didn't you do the same to Sihanouk? Are you afraid to get punished by your royal member, Neak Ang Mechas/ Raj Kumari Jasmina?

No wonder there were top Indian royal members went to her wedding(s). No wonder there are always Indians coming to Cambodia triying to defend King Sihanouk because your Raj Kumari Jasmina is Sihanouk most dear grandchild. And no wonder Jasmine can speak indian language fluently. And no wonder she's always traveling to india, bangladesh, sri lanka and all the indians speaking countries. of course, everyone was the victim under the stupid KR regime! khmer people know this already, however, everyone is reconciled and reformed, really. during the time of the KR regime, if you don't follow orders, they'll kill you; so, some people had no choice but to play the KR's game during that dark time in cambodia's modern history. anyway, again, that was history. remember what mr. hun sen said before, if some people say he was a member of the KR, then someone else was the king of the KR, despite his prominent national and world status before the KR took over in 1975. so, that's the point? i mean, it's good to learn about history, however, sometimes, it is better to forgive and reconcile for the sake of national unity, national reconstruction, moving on forward toward better things, better life, better economy, better standard of living, etc, etc... god bless cambodia and all our beautiful khmer people and citizens.

ps: don't forget that was over 30 years ago and most people tried to go on with their lives already. of course, it was a tragic history and a pain past when comes to think about it, however, life goes on, you know. get with the new program. we all want progress for our beautiful, beloved cambodia. thank you.

3:22am, i love your idea. please do suggest and talk about creating the social welfare system in cambodia to help the truly disabled and truly dirt poor people and other domestic victim who has no mean to support themselves or their small children or elderly parents, etc, due to poverty etc... there ought to be a criteria to determine these people's eligibility for gov't assistance like the social security and social welfare system. cambodia can't just ignore these group of unfortunate people. everyone needs help once in their life, thus it's good to create a system to help truly poor and truly disabled individuals, for examples those who lost their arms, legs, eye sights, etc, etc... thank you for your bright vision and god bless you and cambodia and all our helpless khmer people.

ps: also do suggest this great idea to the competing political party because i'm sure which ever political takes care of their our khmer people will be the most popular and people will overwhelmingly vote for them when they see they are caring and take national interest seriously before any personal interest like those of the past regime. we all can make a difference for cambodia. god bless cambodia.
